Qiu Zhongning, deputy director of the District Language Committee and deputy director of the Education Bureau, made a work report on "Consolidating the Foundation, Managing According to Law, Strengthening Research, and Forming Characteristics". Qiu Zhongning started from "promoting the management of language and writing in accordance with the law, comprehensively improving the standard level of language and writing", "striving to create an atmosphere of language and writing publicity, and comprehensively improving the inheritance and innovation of language and culture", "actively carrying out language training and testing, and comprehensively improving the ability of language and writing application", "accurately grasping the new situation and new requirements, and comprehensively enhancing the leading force and influence of language and writing scientific research", "giving full play to the social function of language and writing, and comprehensively improving the ability of language service governance" and other five aspects reviewed the progress and achievements of the standardization of language and writing in the region in the past three years.
The District Health Commission, the District Urban Management Law Enforcement Bureau, and Pengpu No. 4 Middle School were among the three advanced units that won the Outstanding Organization Award for the promotion and popularization of the national common language and the "Chinese Classics Recitation, Writing and Speaking" series of activities in Jing'an District. The district health system regards language and writing work as an important starting point for improving medical services and enhancing the image of the industry, with the goal of promoting Putonghua and promoting standardized characters, and strives to achieve three levels of "integration" through the "combination" of three aspects, that is, "combining language and writing work with the creation of spiritual civilization and integrating industry norms", "combining language and writing work with improving medical services and integrating it into daily work", "combining language and writing work with staff self-cultivation activities, and integrating into hospital culture" The District Health Commission will improve the awareness and level of language standardization throughout all aspects of health work.
The District Urban Management Law Enforcement Bureau takes the 263 "one person, one residence" urban management community studios in the region as the entry point, and extensively carries out publicity activities for residents on the study and Xi of language and written laws and regulations through the refinement of urban management law enforcement into community work, effectively improving the ability and level of the community masses to use the spoken and written language, and increasing the intensity of popularization. Pengpu No. 4 Middle School has carried out the effective practice of the school's Chinese classic recitation course resource construction with the concept of "humanities courses to develop the roots of national feelings", "art courses to broaden the wings of national feelings", "integrated courses to increase the effect of enlightenment and moral education", and "famous teacher courses to accumulate the essence of campus culture", and has formed several basic experiences such as "attaching great importance to ideology and building a special work team", "basing on the classroom and cultivating students' mental character", "seamless connection in organization, and carrying out activities into the brain and heart".
The three units exchanged the main achievements and experiences in the language work of their respective industries, their respective jurisdictions and units from different dimensions such as the social service function of language, the standardized management of social words, and the effective practice of the construction of school classic recitation course resources, which aroused the thinking of each member unit.

Qiu Zhongning reported on the monitoring of Jing'an District from 2021 to 2023 on the level of regional language standardization in Shanghai. Long Wanli said in her speech that the main task of convening the plenary committee meeting of the Jing'an District Language and Writing Work Committee is to thoroughly implement the spirit of the 20th National Congress of the Party and General Secretary Xi Jinping's important expositions on language and writing, summarize the implementation of the work of standardizing the construction of language and writing in the district, and make arrangements for the key work of language and writing in the next stage. She fully affirmed and agreed with the review of the work of the region and the exchanges between the three advanced units, congratulated the award-winning units, and thanked all the units and relevant personnel who contributed to the language and writing work. She expressed the hope that all units present here will conscientiously study Xi learn from advanced practices, and continuously strengthen the popularization and publicity of the laws, regulations, norms, standards, and basic knowledge of the spoken and written language of the district, so as to expand the results of their work. Long Wanli called on the language and writing work of the whole region to further form the characteristics of the department and the system on the basis of standardization, build a new situation and pattern of "mutual learning, sharing and win-win", "beauty and beauty, and harmonious coexistence", and take more powerful measures to highlight the brand identity and influence of "Jing'an characteristics", so as to help Jing'an achieve a new leap in the soft power of culture.
It is reported that this year marks the 67th anniversary of the promulgation of the "Instructions of the State Council on the Promotion of Putonghua", the 22nd anniversary of the implementation of the "National Standard Language Law", and the 10th anniversary of the promulgation of the "General Standard Chinese Character List". The District Language Committee has purchased and distributed the "Handbook of Language and Writing Standards", "2022 Collective Issue" and "Action Plan for Monitoring the Level of Regional Language and Writing Standardization in Shanghai (Trial)" and other academic Xi materials for each member unit. In order to build a high-quality regional language and writing environment that matches the "International Jing'an, Excellent Urban Area", Jing'an District will further give full play to the role of school education as the basic position, the leading role of party and government organs, the exemplary role of the news media, and the window role of the public service industry.
