On April 22, the Information Office of the Municipal Government held a press conference, inviting Huang Yingjun, deputy director of the Municipal Health Commission, to release the relevant situation of the "Ma'anshan Pre-hospital Medical Emergency Regulations" (hereinafter referred to as the "Regulations") and answer questions from reporters.

Hurry in the minutes and seconds, save on the edge of life and death. At the emergency scene, the most precious thing for a patient at the moment of life and death is a few minutes or more than ten minutes of rescue time. This period is known as the "golden time to save lives" by the medical community.

At present, there are 23 first-aid stations in the city (including 14 in urban areas and 9 in townships), and the first in the province to build a city, county and township three-level first-aid network system. As the first local regulation of pre-hospital medical emergency in a prefecture-level city in the Yangtze River Delta region, the "Regulations" aim to implement the health and health work policy under the new situation and effectively improve the capacity of pre-hospital medical emergency services, and will be officially implemented on May 1.

The "Regulations" have a total of 6 chapters and 35 articles, which are general provisions, system construction, management services, safeguard mechanisms, legal liabilities and supplementary provisions. It is clear that pre-hospital emergency medical care will be included in the development plan of health undertakings at the municipal and county (district) levels, and pre-hospital emergency medical expenses will be included in the annual financial budget.

The "Regulations" stipulate that the city's medical emergency call number is "120", which is centrally accepted and dispatched by the city's emergency rescue center. At the same time, it is clear to establish a large medical emergency system, establish a multi-platform linkage mechanism, and promote the effective connection between pre-hospital and intra-hospital. The "Regulations" stipulate that the people's governments of cities and counties (districts) shall strengthen the capacity building of pre-hospital medical emergency reporting and dispatching, improve the level of scientific scheduling and pre-hospital emergency informatization, promote the connection between the pre-hospital medical emergency network and the hospital information system, and establish an information sharing and emergency linkage mechanism with public service platforms such as "110", "119" and "122".

In view of the problems existing in the layout and construction of medical emergency sites in our city, the "Regulations" standardize the layout planning and construction standards of medical emergency sites. The Regulations stipulate that the layout of first-aid stations shall be at least one first-aid station within a five-kilometer radius of urban services. A first-aid post is set up within a 15-kilometer radius of other areas. Pre-hospital first aid is a matter of life. The "Regulations" propose that no one shall illegally occupy the resources of the "120" line, such as maliciously dialing the "120" emergency number and falsely reporting the call for help.

The Regulations clarify the rights and obligations of both doctors and patients, and standardize the standards for emergency services, such as "the patient's family or other personnel at the scene shall assist and cooperate with the work of pre-hospital emergency medical personnel" and "pre-hospital medical emergency personnel shall not refuse or delay the provision of pre-hospital emergency medical services due to cost issues".

In order to enhance the ability of self-rescue and mutual rescue, the "Regulations" stipulate that "stations, docks, theaters, tourist venues, large shopping malls, stadiums, pension institutions and schools and other places shall be equipped with first-aid equipment and facilities such as automatic external defibrillators in accordance with the regulations", and "equipped with personnel who have mastered the knowledge and skills of first-aid equipment and facilities to use and maintain".

The Regulations provide for social first aid. The "Regulations" make it clear that the municipal health management department, the municipal emergency rescue center, the Red Cross, and various medical institutions shall adopt various forms to carry out public first aid training activities for key places and key populations. Units and individuals are encouraged to support the development of pre-hospital emergency medical services and participate in pre-hospital emergency medical services through public welfare donations, volunteer services, and other means. The "Regulations" encourage units and individuals to participate in pre-hospital emergency medical services, refine the provisions of the higher-level law, and do not impose administrative penalties on those who violate traffic rules due to giving way to ambulances or actively participating in the rescue of patients, after verification by the traffic management department of the public security organs;

With the implementation of the "Regulations", these provisions will further promote the development of the construction of the pre-hospital medical emergency system, and provide a strong legal guarantee for the general public to participate in pre-hospital first aid.
