At present, it is necessary to firmly grasp the "bull's nose" of artificial intelligence, accelerate the cultivation and formation of new quality productivity, and solidly promote high-quality development.

Accelerating the development of artificial intelligence is an intrinsic need to achieve a high level of self-reliance and self-reliance and win global competition. Under the new situation of economic de-globalization and trade protectionism, the traditional theories and experiences of productive forces are no longer sufficient to cope with the new situation and new requirements. In the face of the technological blockade of developed countries, only by breaking through key core technologies, building a modern industrial system supported by strategic emerging industries such as artificial intelligence and future industries, and forming new quality productive forces, can the mainland enhance its voice in global competition.

The new quality productivity represented by artificial intelligence is also an important driving force for strengthening the new momentum of economic development. On the one hand, the formation of new quality productivity represented by artificial intelligence requires workers to fully master digital skills, which improves workers' ability to use modern technology, adapt to modern high-end advanced equipment, and quickly iterate knowledge, in this sense, artificial intelligence promotes the effective improvement of workers' human capital. On the other hand, in the era of artificial intelligence, the labor object has expanded from a simple material carrier to information, data and knowledge, and the labor object with a high degree of computing power has reconstructed the way of human economic and social interaction, so that the productivity system has shown a new qualitative development. In addition, the widespread use of disruptive labor tools such as generative artificial intelligence has generated revolutionary new qualitative productivity with the help of qualitative changes in the input-output efficiency of the whole society.

To accelerate the cultivation and formation of new quality productivity represented by artificial intelligence, we need to make efforts in many ways:

Accelerate breakthroughs in core AI technologies. The key core technological achievements of artificial intelligence are important engines for the development of new quality productivity, and efforts should be made to promote the innovation of artificial intelligence technology from the three aspects of computing power, algorithms and data.

It is necessary to increase the construction of computing infrastructure, strengthen the carrying capacity and storage capacity, further improve the unified scheduling and overall planning capabilities of the national computing power, and make efficient use of computing resources. It is necessary to strengthen the leadership of high-end projects, focus on key general technologies such as machine learning, knowledge graph, intelligent computing, and pattern recognition, focus on supporting a group of technical teams related to strategic emerging industries and future industries, and gather a group of strategic scientists to carry out technical collaboration, including algorithms. It is necessary to promote the training plan for top-notch talents in artificial intelligence, optimize the layout of disciplines and specialties in the field of artificial intelligence, cultivate high-level talents in artificial intelligence in a multidisciplinary, cross-field, deep integration, and strong interdisciplinary mode, and adhere to the integration of industry and education, support colleges and universities to build a number of artificial intelligence talent training bases, and build a selection mechanism and green channel specifically for top-notch talents.

Accelerate "AI +" initiatives. At present, the field of artificial intelligence in mainland China is developing rapidly, showing great potential in empowering industrial renewal and digital economy: the development of artificial intelligence large models is in full swing, with 238 large models born within 8 months; Generative AI is widely commercialized, and the market size is expected to exceed 10 trillion yuan. It is necessary to continue to deepen the "artificial intelligence + manufacturing", accelerate the new industrialization empowered by artificial intelligence, take intelligent manufacturing as the core breakthrough, take specific application scenarios as the guide, and promote the digital, networked and intelligent development of the manufacturing industry in the whole process of R&D, pilot test, production, and sales. It is necessary to focus on promoting "artificial intelligence + urban governance", promote the development of "digital cities" and "smart cities", innovate the urban governance process with artificial intelligence, realize cross-departmental and cross-regional integration, break down barriers to the flow of information and elements, and deepen the application of artificial intelligence technology in urban governance fields such as education, medical care, transportation, logistics, and government services, and continuously improve the level of urban governance by relying on the intelligent transformation of "thousands of industries". It is necessary to continue to explore "artificial intelligence + green industry", empower the digital transformation of energy with artificial intelligence, improve energy production and recovery through analysis and modeling, optimize energy utilization efficiency with intelligent scheduling, and accelerate the improvement of technical support for artificial intelligence in green industries such as pollution monitoring, intelligent sanitation, and intelligent transportation.

Strengthen the AI innovation ecosystem. Scientific and technological achievements are potential productive forces, and it is necessary to build an open innovation ecology and transformation mechanism to transform scientific and technological achievements into real productive forces, and only in this way can new qualitative productive forces be truly formed.

In terms of innovation subjects, it is necessary to focus on building an artificial intelligence system innovation system with deep integration of industry, university and research, open up the channel between research institutions and enterprises, vigorously give full play to the different advantages of key scientific research institutions and large science and technology enterprises, and explore new ways of industry-university-research collaboration. In terms of legal elements, it is necessary to strengthen the legislative and judicial protection of intellectual property rights in the field of artificial intelligence, clarify the relevant rules for the protection of intellectual property rights, scientifically formulate the scope of patent protection for artificial intelligence products, severely crack down on crimes infringing on key core technologies in key areas such as artificial intelligence, and strictly protect trade secrets in accordance with law. In terms of the international environment, it is necessary to actively promote international cooperation and global governance on artificial intelligence, deepen cooperation with other countries in basic research, technology development, application scenario exploration and other fields, strengthen international research and discussion on the ethics of artificial intelligence, and form ethical norms and governance frameworks with broad consensus.
