3. Organization and implementation
(1) Coordinate and strengthen organizational leadership
The "Special Action to Promote the Transfer and Transformation of Scientific and Technological Achievements" is an integral part of the "First Action" plan of our institute, and under the unified leadership of the party group of the institute, the Science and Technology Promotion and Development Bureau is responsible for promoting the implementation. This implementation plan determines the responsible departments for each key work according to the division of functions, and the leaders of the hospital in charge are to take the lead in establishing a joint meeting system and corresponding internal coordination mechanisms in the organs in the hospital, and promote the implementation of major policy matters and the implementation of specific tasks in a classified, hierarchical and step-by-step manner.
(2) Increase resource investment through multiple channels
The institute has set up a special fund of 500 million yuan for the implementation of the "key special projects for the transfer and transformation of scientific and technological achievements", and explored ways to promote the promotion and application of major achievements through "post-subsidy". Actively attract social capital and strive for relevant national guidance funds to set up a fund for the transformation of achievements and intellectual property operations, and provide support for investment, financing, operation and management of science and technology enterprises or project companies formed by the transformation of scientific and technological achievements (intellectual property rights) of our institute.
(3) Intensify external liaison in all aspects
