In addition to strengthening Sino-ROK ties and filling the gap in the past two years, this visit to the ROK also has the intention of persuading the ROK to remain calm and dispel the intention of using US-ROK military action to pressure the DPRK.
On the whole, China has taken a more moderate approach and has been patient with South Korea. However, there are times when both hard and soft measures can achieve the desired results, so while China is reasoning with South Korea, Russia has directly warned South Korea not to act rashly by strengthening relations between Russia and North Korea.
The Chinese delegation visited the ROK, while Putin personally visited the DPRK. Putin's plane arrived in Pyongyang on the evening of the 18th, and before it departed, Putin had already signed an order on the establishment of a strategic partnership agreement with the DPRK.
Putin said that Russia and the DPRK are actively developing a multifaceted partnership and will work together to raise bilateral relations to a higher level. He stressed that Russia and the DPRK will build a settlement system that is not controlled by the West and jointly resist unilateral illegal restrictive measures.

It is clear that the strengthening of the partnership between Russia and North Korea is largely due to the threat of US hegemony. However, instead of playing such a trick, South Korea should exercise restraint on the peninsula issue, avoid going head-to-head with the DPRK, and avoid pulling the United States and other countries outside the region into peace, so as to minimize the risks it may face.
