On June 26, the Guangdong Provincial Development and Reform Commission issued the "Implementation Plan for the Guangzhan Hydrogen Energy High-speed Demonstration Project in Guangdong Province" (hereinafter referred to as the "Plan"), which is the first provincial-level hydrogen energy high-speed implementation plan in the country.
The Guangzhan Hydrogen Energy Expressway Demonstration Project covers Guangzhou, Foshan, Dongguan, Jiangmen, Yangjiang, Zhanjiang, Maoming and other places, radiating the Pearl River Delta region, and the project builds hydrogen refueling stations (hydrogen production and hydrogenation integrated stations) at important logistics nodes along the Guangzhan Expressway, with 4.5 tons of fuel cell refrigerated trucks as the main and 49 tons of fuel cell refrigerated trucks as the supplement.
In terms of time and task arrangement, it is proposed that:
- In the first half of 2024, the skid-mounted hydrogen refueling station of the Maoshi Petrochemical Hydrogen Storage Station will be completed and put into operation, and 50 4.5-ton fuel cell refrigerated trucks will be put into operation;
- By the end of 2024, 500 4.5-ton and 10 49-ton fuel cell refrigerated trucks will be put into operation, and the Daojiao Dongfa Oil and Hydrogen Co-construction Station (Sinopec Daojiao Hydrogen Refueling Station) and Shatin Integrated Energy Service Station (Dongguan Energy Shatin Hydrogen Refueling Station) will be put into operation;
- By the end of 2025, the construction of oil-hydrogen co-construction stations such as Liangjinshan Service Station (opposite) of Guangzhan Expressway, Sinopec Maoming Gaoshui Gas Station, Sinopec Zhanjiang Tielu Gas Station and Yuanshui Gas Station will be completed; 2,000 4.5-ton and 100 49-ton fuel cell refrigerated trucks were put into operation.
The plan also proposes to guide the unified hydrogen refueling price along the Guangzhan Expressway, and the sales price will not exceed 35 yuan/kg during the demonstration period.

Implementation plan of Guangzhan Hydrogen Energy High-speed Demonstration Project in Guangdong Province
In order to promote the construction of fuel cell vehicle demonstration city agglomeration in Guangdong Province, explore the large-scale commercial application mode of fuel cell vehicles, and build a demonstration of zero-carbon logistics in Guangdong, the implementation plan of this project is formulated.
1. Implementation period
June 2024 to December 2025 for a period of 18 months.
Second, the content of the project
The Guangzhan Hydrogen Energy Expressway Demonstration Project covers Guangzhou, Foshan, Dongguan, Jiangmen, Yangjiang, Zhanjiang, Maoming and other places, radiating the Pearl River Delta region. This area by Shenhai Expressway, Shanzhan Expressway, 207 National Highway, 228 National Highway and 325 National Highway to form a large traffic network, is the province's aquatic products, fresh meat, fruits and vegetables cold chain transportation artery, along the distribution of all kinds of large wholesale markets and cold storage, hydrogen refueling station layout is reasonable, hydrogen source guarantee potential is great, with the development of fuel cell vehicle cold chain logistics good conditions.
Through the construction of hydrogen refueling stations (integrated hydrogen production and hydrogenation stations) at important logistics nodes along the Guangzhan Expressway, the project will carry out cold chain transportation of aquatic products, fresh meat, fruits and vegetables with 4.5 tons of fuel cell refrigerated trucks as the main and 49 tons of fuel cell refrigerated trucks as the supplement, promote the local consumption of hydrogen in Jiangmen, Yangjiang, Maoming, Zhanjiang and other places, form a trunk logistics and feeder logistics network for the Pearl River Delta region, and actively explore a sustainable business model.
3. Time and task arrangement
(1) In the first half of 2024, the Guangzhan Hydrogen Energy Expressway Demonstration Project will be launched, the Guangzhou-Foshan Cold Chain Urban Distribution Demonstration Operation will be carried out, the skid-mounted hydrogen refueling station of the Maohua Petrochemical Hydrogen Storage Station will be completed and put into operation, and 50 4.5-ton fuel cell refrigerated trucks will be put into operation.
(2) By the end of 2024, 500 4.5-ton and 10 49-ton fuel cell refrigerated trucks will be put into operation, and a hydrogen energy cold chain logistics network will be initially formed along the Guangzhan Expressway and the Pearl River Delta region. Promote the operation of Daojiao Dongfa Oil and Hydrogen Co-construction Station (Sinopec Daojiao Hydrogen Refueling Station) and Shatin Integrated Energy Service Station (Dongguan Energy Shatin Hydrogen Refueling Station).
(3) By the end of 2025, the construction of oil-hydrogen co-construction stations such as Liangjinshan Service Station (opposite) of Guangzhan Expressway, Sinopec Maoming Gaoshui Gas Station, Sinopec Zhanjiang Tielu Gas Station and Yuanshui Gas Station will be completed, and 2,000 4.5-ton and 100 49-ton fuel cell refrigerated trucks will be put into operation, and the Guangzhan Hydrogen Energy High-speed Demonstration Project will be comprehensively promoted.
Fourth, safeguard measures
(1) Establish a work promotion mechanism. Under the coordination of the Guangdong Urban Agglomeration Special Office Office, a third-party organization will be selected to take the lead in establishing an efficient collaborative working mechanism with the extensive participation of industrial chain enterprises along the Guangzhan Hydrogen Energy Expressway. (2) Implement policies to facilitate access. Relax the restrictions on the time and passage of fuel cell distribution vehicles for aquatic products, fresh meat, fruits and vegetables, and give a time-limited free parking policy to improve the efficiency of green logistics and distribution, and meet the public's consumption demand for safe fresh products. (3) Optimize the methods of financial support. Actively apply for various policy support such as the promotion of existing fuel cell vehicles and the construction and operation of hydrogen refueling stations. The competent departments should strengthen the publicity of existing policies and guide relevant enterprises to actively apply for relevant special fund support. (4) Strengthen financial support. Encourage financial institutions to provide green financial support for enterprises related to the hydrogen energy industry. Encourage enterprises to become bigger and stronger through market-oriented financing methods such as equity investment. Support financial institutions to use carbon emission reduction support tools to provide loans for key areas such as the installation and use of hydrogen energy equipment and hydrogen energy carbon emission reduction technologies that meet policy requirements. (5) Start the demonstration operation of the Guangzhou-Foshan urban distribution market. Give full play to the role of public enterprises such as Guangdong New Supply and Marketing Tianye Cold Chain Group Co., Ltd., and cooperate with key wholesale markets in Guangzhou-Foshan area to start the demonstration operation of Guangzhou-Foshan cold chain urban distribution, and then gradually cover the Guangzhou-Zhanjiang Expressway. (6) Promote the construction of hydrogen refueling stations. The construction of the first batch of hydrogen refueling stations will be started along the Guangzhan Expressway, and five gas stations, including the Liangjinshan Service Station (opposite) of the Guangzhan Expressway, Sinopec Maoming Gaoshui Station, Sinopec Zhanjiang Tielu Station and Yuanshui Station, and the skid-mounted hydrogen refueling station of the Maohua Hydrogen Storage Station will be renovated, and an integrated station for water electrolysis to hydrogenation will be built to meet the hydrogen refueling needs of the first batch of fuel cell refrigerated vehicles along the Guangzhan Expressway. Through the market-oriented mechanism, guide the unified hydrogen refueling price along the Guangzhan Expressway, and the sales price will not exceed 35 yuan/kg during the demonstration period. (7) Establish a maintenance system for fuel cell vehicles. Establish maintenance outlets and emergency mechanisms for rapid response of fuel cell vehicles along the Guangzhan Expressway to deal with various problems in the operation of fuel cell vehicles in a timely manner, reduce the operational risks and costs of vehicle users and drivers, and ensure safety and efficiency. (8) Establish a supervision system for demonstration projects. Relying on the supervision platform of Guangdong urban agglomeration, online real-time monitoring and early warning will be implemented for fuel cell vehicles, hydrogen production plants, hydrogen refueling stations, and hydrogen transportation vehicles participating in the Guangzhan Hydrogen Energy Expressway Demonstration Project, and the carbon reduction effect and operation status of the whole process will be evaluated, so as to improve the level of safe operation guarantee.
