On June 14, 2022, the Meihekou City Fire and Rescue Brigade of Jilin Province (hereinafter referred to as the "Meihe Brigade") received a transfer complaint from the Jilin Provincial Government Service Hotline 12345, reflecting that there were fire hazards in the third phase of a home in Meihekou City managed by a property service company (hereinafter referred to as the "property"). Article 26 of the Regulations on Fire Safety Management of High-rise Civil Buildings:
The fire control room of high-rise civil buildings shall be implemented by its management unit 24-hour duty system, and each shift shall not be less than 2 personnel on duty.
The operators on duty in the fire control room shall obtain the corresponding level of professional qualification certificate for the specific type of work in the fire protection industry in accordance with the law, be proficient in the fire alarm disposal procedures and requirements, and inspect the operation of automatic fire protection facilities and linkage control equipment in accordance with the relevant provisions to ensure that they are in normal working condition.
The fire control room shall keep the general layout of high-rise civil buildings, floor plan and fire protection facilities system diagram and control logical relationship description, building fire protection facilities maintenance records and test reports and other information.
Article 47 of the Regulations on Fire Safety Management of High-rise Civil Buildings:
In violation of these provisions, any of the following acts shall be ordered by the fire and rescue agency to make corrections, and a fine of not less than 2,000 yuan but not more than 10,000 yuan shall be imposed on business units and individuals, and a fine of not less than 500 yuan but not more than 1,000 yuan shall be imposed on non-business units and individuals:
(1) Carrying out electric welding, gas welding and other open flame operations in high-rise civil buildings, failing to perform fire approval procedures, making announcements, or failing to implement on-site fire protection monitoring measures;
(2) Outdoor billboards and exterior decorations set up in high-rise civil buildings that obstruct smoke prevention and exhaust, escape, fire fighting and rescue, or alter or destroy the fire protection structure of the building façade;
(3) Failing to set up reminders and warning signs for external wall insulation materials, or failing to repair damaged, cracked and falling off external wall insulation systems in a timely manner;
(D) not in accordance with the provisions of the implementation of the fire control room duty system, or do not have the corresponding conditions of personnel on duty;
(5) Failing to establish full-time fire brigades, volunteer fire brigades and other fire protection organizations in accordance with regulations;
