In 2010, Guangdong Provincial Communications Group formally established the Preliminary Work Office for the construction of the Shenzhen-Zhongshan Corridor Project. On December 21, 2015, the construction of the Shenzhen-Zhongshan Corridor was approved by the National Development and Reform Commission. From the end of 2015 to March 2016, the Shenzhen-Zhongshan Corridor launched an international competition for scheme design. On December 28, 2016, a mobilization meeting for the commencement of the West Artificial Island Pilot Project was held, and the construction of the Shenzhen-Zhongshan Corridor Project officially started. Among them, the charging standard from the east artificial island (starting point) to the west artificial island is 37 yuan/standard train, the charging standard from the west artificial island to Wanqingsha hub is 23 yuan/standard train, and the charging standard from Wanqingsha hub to Hengmen interchange (end point) is 6 yuan/standard train; The charging coefficients of 1 to 4 types of passenger cars are 1, 1.5, 2, 3, wherein 3 types of passenger cars, 4 types of passenger cars are charged by 60% of the aforementioned coefficients; The charging coefficients of 1 to 6 types of trucks are 1, 2.1, 3.16, 3.75, 3.86 and 4.09 respectively, and the charging standards for special operation vehicles are implemented with reference to trucks.

The Shenzhong Corridor is equipped with 8 groups of resident road administration personnel and 20 groups of response road administration personnel to assist and cooperate with traffic police personnel and other rescue units, and will quickly deal with emergencies in the event of an emergency. Fire extinguishers and other fire extinguishing facilities are laid on the outside of the bridge and tunnel, and 14 inspection robots are deployed to carry out daily inspections of the tunnel traffic environment and mechanical and electrical equipment.

The comprehensive construction of the Shenzhen-Zhongshan Corridor is very difficult, and the operation and management also faces a series of public safety management and control problems. On June 13 this year, the project simulated the characteristics of the fire accident in the full-load traffic tunnel of the Shenzhong Corridor and built a real-life drill environment, highlighting the multi-dimensional joint rescue operations of sea, land and air, and carrying out comprehensive drills around early disposal, accident reconnaissance, joint command, coordinated rescue, comprehensive support, etc., and achieved good drill results.

At present, the Shenzhen-Zhongshan Corridor has completed the construction of the emergency response plan system during the operation period, in addition, the whole line is equipped with a video surveillance system, an event detection system, a fire monitoring facility, automatic fire extinguishing facilities in the tunnel, and the surrounding fire rescue, public security traffic police, medical, emergency and other units to complete the emergency response at the first time of the emergency, to ensure the safety of vehicle traffic.

It is understood that the Shenzhong Passage has also adopted a number of high-tech equipment to ensure the safety of the tunnel: for example, an image-based flame detector is set up, which can detect the fire at the first time, report it to the platform, and start the sound and light alarm at the same time. Set up the whole line of fixed camera video event detection, so that the over-temperature vehicle before entering the tunnel detection and guidance, after entering the tunnel real-time tracking, the situation can be responded to in the first time. Through meteorological detectors and meteorological radars, deep and medium-range meteorological monitoring is carried out, data from the Meteorological Bureau are integrated, meteorological disasters are predicted, and meteorological problems affecting traffic on bridge sections and island surfaces are found in advance, and early warnings are notified in time.
