When will this heavy rain fall, and the rivers will be able to withstand the heavy rain?

This year, the rain was particularly heavy

The latest hydrological information shows that at 8 o'clock on June 27 ~ 8 o'clock on June 28, light ~ moderate rain fell in the southeast, east and north of the province, and local heavy rain ~ heavy rain, with an average rainfall of 1.9 mm.

Zhou Tao introduced that due to the high soil moisture caused by the excessive rainfall in the early stage, in the case of the subsequent rainfall is not large, local small and medium-sized rivers may also occur floods above the warning water level.

"The rain in June this year is indeed much heavier than in the same period of the year." Since June, the average rainfall in the province has been 268 mm, 4% more than the same period of the previous year. Among them, the average rainfall in the Yangtze River basin was 230.1 mm, 3 percent more than the same period of the previous year, and the average rainfall in the Pearl River basin was 344.4 mm, nearly 6 percent more than the same period of the previous year.

"Especially since June 16, the average rainfall in the province is 157.7 mm, nearly 7 percent more than the same period of the previous year. Not only that, Zhou Tao said that this year's rainfall is generally more than in previous years. Since the beginning of this year, the average rainfall in the province has been 695.2 mm, accounting for 60.0% of the average rainfall for many years, nearly 3% more than the same period of the previous year. Since the start of the flood season on May 1, the average rainfall in the province has been 448.7 mm, which is 2 percent more than the same period of the previous year. Among them, the average rainfall in the Yangtze River basin was 390.7 mm, 1 percent more than the same period of the previous year, and the average rainfall in the Pearl River basin was 564.5 mm, 4 percent more than the same period of the previous year.

In the course of 9 heavy rainfall this year, the strongest on June 20-23, the average cumulative rainfall in the province was 66.1 mm, including 114.4 mm in Anshun and 106.1 mm in Guiyang, and the cumulative maximum point rainfall was 358 mm in Jiaozi Mountain, Xixiu District.

Small and medium-sized rivers are over-alert and over-guaranteed water levels

According to the monitoring of the Water Forecasting Department of the Provincial Bureau of Hydrology and Water Resources, after the flood, 28 rivers in the province have flooded beyond the alert water level, of which 10 rivers in Liangjiang River, Masha River, Xiaojiang River in Jiangkou County, Jingzhou River, Taoyuan River, Boyu River, Xingjiang River, Yangchang River, Chapu River and Tuo Yangtze River have flooded beyond the guaranteed water level.

"The rainfall in the first half of the year is large, and the amount of water is correspondingly larger." Zhou Tao said that since the beginning of this year, the province's river runoff has been 51.22 billion cubic meters, 1 percent more than the same period of the previous year. Among them, the runoff of rivers in the Yangtze River basin was 29.02 billion cubic meters, which was comparable to the same period of the previous year. The runoff of rivers in the Pearl River basin was 22.20 billion cubic meters, 4% more than the same period of the previous year.

Since the beginning of the flood season, the province's river runoff has reached 35.89 billion cubic meters, nearly 3 percent more than the same period of the previous year. Among them, the runoff of rivers in the Yangtze River basin was 18.63 billion cubic meters, which was comparable to the same period of the previous year. The runoff of rivers in the Pearl River basin was 17.27 billion cubic meters, 6% more than the same period of the previous year.

"According to the meteorological information report of the meteorological department, combined with the rainfall in the early stage of our province and the water situation of the rivers, we expect that in the coming period, the risk of small ~ medium floods in local areas of the province will be higher." According to the forecast, on the night of June 28 ~ the day of the 29th, small ~ medium floods may occur in the central and western, north-central, eastern and northeastern parts of the province, including Yanjiao River and Liuzhi River in Liuzhi Special Economic Zone, Boyu River in Puding County, Yangchang River, Leping River and Taoyuan River in Pingba District, Zhijin River in Zhijin County, Shashawo River in Qianxi City, Xingjiang River in Xixiu District, Yuqing River in Yuqing County, Xiaojiang and Taiping River in Jianghe County, Jinjiang River in Bijiang District, Songtao River in Songtao County and other rivers may have super-alert water level floods.

On the night of June 29th ~ the day of the 30th, small ~ medium floods may occur in small and medium-sized rivers in the south and southeast of the province, including Liutong River in Pingtang County, Zhangjiang River in Libo County, Duliujiang, Pingyong River, Pingjiang River, Zhaihao River in Rongjiang County, Zhongling River in Liping County and other rivers may have super-alert water level floods.

On the night of June 30 ~ during the day of July 1, small ~ medium floods may occur in the eastern, southeastern and southern parts of the province, among which Pingyong River, Pingjiang River, Zhaihao River in Rongjiang County, Longjiang River in Cengong County, Zhongling River in Liping County and other rivers may have super-alert water level floods.

"On July 2~10, the risk of flooding in the province is low." Zhou Tao reminded that when a flood occurs, it is necessary to cooperate with the transfer in accordance with the instructions of relevant departments to avoid serious damage to personal and property safety.

"This year's rain is heavier, but on the whole, the loss of personal and property safety is small, and there are no casualties. In this tough battle for flood control, our faster, more accurate and more scientific early warning system has played its due role. Yang Yi, member of the Party Leadership Group of the Guizhou Provincial Department of Water Resources, Secretary of the Party Committee and Director of the Provincial Bureau of Hydrology and Water Resources, said that the construction of a command and dispatch system for flood and drought disaster prevention through digital empowerment has achieved remarkable results.

Yang Yi introduced that the system includes comprehensive monitoring, forecasting and early warning, plan rehearsal, consultation scheduling, statistical inquiry, on-duty duty, project management, and system management.

"The system realizes the 'three ones', that is, 'unified management of one library', 'accurate presentation of one map', and 'overall scheduling of one platform'." Through the flood and drought disaster prevention command and dispatch system, the prediction period is extended and the prediction accuracy is improved.

"We have incorporated the basic information, responsible persons, and flood prevention plans of 21,470 protection objects in 15 categories in the province identified by the flood and drought disaster risk assessment into this database management." Through the unified management of protected objects, the protection objects that are "always at ease" become "there are a number in the database".

"On the system, we can check the basic information, three responsible persons, and flood control plans of each point of the province's 4,288 flash flood hazard areas." Yang Yi said that by coupling this information with rainstorm and flood warnings, it is possible to accurately predict possible disaster risk points, issue early warnings in a timely manner, and take corresponding measures according to the flood prevention plan.

"One map accurate presentation" refers to the presentation of "air, space, ground, and ground" multi-source monitoring data in one map. By accessing the real-time satellite cloud images and radar echo maps of the Central Meteorological Observatory and the Provincial Meteorological Observatory, and the data of 12,647 rainfall stations, hydrological water level stations, and video monitoring stations, the system can automatically generate a list of various protection objects in the rainfall impact risk area according to the meteorological forecast issued by the Guizhou Meteorological Observatory for the next 1 day, and give accurate warnings in advance.

"At present, the satellite cloud map is refreshed every 12 minutes, the radar echo map is refreshed every 6 minutes, the rain gauge station reports the rain when there is rain, and the hydrological water level station reports the information every 5 minutes, so that the province's air-space-ground integrated water monitoring and perception information is presented through a network, and the monitoring and early warning are basically fully covered and there are no dead ends."

At the same time, through the digital coupling of flood and drought disaster prevention business work, through the rain, water and flood disaster "four feelings" defense, the implementation of forecasting, early warning, rehearsal, plan "four precautions" measures, the system to achieve automatic early warning, online consultation, one-click call to nearly 100,000 defense personnel in the province, to achieve the extension of the prediction period and improve the accuracy of forecasting unification, the integration of forecasting and dispatching and command and response action, and effectively improve the efficiency of flood and drought disaster prevention.

"Through this system, we can rehearse that Guiyang City suffered a flood once in 500 years, and all the Yudai Bridge in Jiaxiu Building was flooded. Yang Yi said that the command and dispatch system for flood and drought disaster prevention is still being improved as needed, and the informatization level of flood and drought disaster prevention work is constantly improving.
