On July 1, the 27th anniversary of Hong Kong's return to the motherland, the Exit and Entry Administration of the People's Republic of China issued an announcement to further facilitate personnel exchanges and exchanges between the Mainland, Hong Kong and Macao, and support Hong Kong and Macao to better integrate into the overall development of the country, and issue Mainland Travel Permits for non-Chinese nationals among Hong Kong and Macao permanent residents from July 10, 2024.

According to the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and the Basic Law of the Macao Special Administrative Region of the People's Republic of China, Hong Kong and Macao permanent residents include Chinese and non-Chinese nationals. With the acceleration of the construction and development of the Guangdong-Hong Kong-Macao Greater Bay Area and the high-quality promotion of the Belt and Road Initiative, Hong Kong and Macao are integrating into the overall development of the country with unprecedented breadth and depth. At present, non-Chinese permanent residents of Hong Kong and Macao, like Chinese nationals, have an increasing demand for investment and investigation, business negotiations, academic seminars, scientific and technological exchanges, tourism and leisure in the Mainland, and personnel exchanges between Hong Kong and Macao and the Mainland are becoming more frequent and closer. In order to further facilitate Hong Kong and Macao permanent residents to travel to and from the Mainland, the Exit and Entry Administration of the People's Republic of China has decided to issue Mainland Travel Permits to and from Hong Kong and Macao permanent residents in accordance with the law.

According to the relevant person in charge of the Exit and Entry Administration of the People's Republic of China, non-Chinese nationals among Hong Kong and Macao permanent residents can voluntarily apply for a Mainland Travel Permit for Hong Kong and Macao Residents (non-Chinese nationality), and apply for the Exit and Entry Administration for the first time by submitting an application to the Hong Kong China Travel Service Group or China Travel Service Macau entrusted by the Exit and Entry Administration of the People's Republic of China; In the event of expiration, damage or loss of a document during their stay in the Mainland, they may apply to the exit-entry administration of the public security organ at or above the level of the city divided into districts in the Mainland for renewal or reissuance, or they can apply for renewal or reissuance of the exit permit to China Travel Service Group Hong Kong or China Travel Service Macau after leaving the country.

The holder can travel to and from the mainland several times within the five-year validity period of the permit, and each stay shall not exceed 90 days. According to the relevant provisions of the 2017 announcement of the Ministry of Public Security on the retention of fingerprints and other biometric information for foreigners entering the country, the holder of the permit can clear customs through the fast channel after completing the formalities such as fingerprint collection at the port.

If it is really necessary to carry out the above activities, the holder shall apply for a visa or stay or residence permit to the Office of the Commissioner of the Ministry of Foreign Affairs in Hong Kong and Macao or the exit-entry administration of the public security organ in the Mainland in accordance with laws and regulations.

The person in charge said that the implementation of the new policy will further promote extensive exchanges and exchanges between the mainland, Hong Kong and Macao, facilitate the smooth progress of business, trade and investment, cultural tourism, education and scientific research and other activities, support Hong Kong and Macao to better integrate into the overall development of the country, and serve to promote the long-term prosperity and stable development of Hong Kong and Macao Special Administrative Regions. In the next step, the bureau will continue to deepen the reform and innovation of entry and exit management services, continuously promote the new practice of "one country, two systems" in the field of entry and exit management, make every effort to serve high-level opening up and high-quality development, help the construction of the Guangdong-Hong Kong-Macao Greater Bay Area to a new level, effectively provide more high-quality and efficient travel convenience for residents of the Mainland, Hong Kong and Macao, and promote Hong Kong and Macao to achieve better and faster development in integrating into the overall development of the country.
