Law No. 11/2024 "Amendment to the Civil Registration Code" came into effect today (1), adding the empowerment of private notaries to officiate marriages; The Civil Registry Office interacts with the public sector and local hospitals to facilitate the electronic registration of births and deaths and marriage applications.

With immediate effect, after the approval of the marriage application, residents may not only register their marriage at the Civil Registry Bureau, but also have a private notary public solemnize their marriage at a place other than the Civil Registry Office. The birth briefing (commonly known as "white card") and death briefing (commonly known as "burial paper") will be abolished, and the Civil Registry Bureau will issue the first certificate to the applicant free of charge. At the same time, with the enactment of the law, the Civil Registration Bureau has also established a data interconnection with local hospitals, so that residents do not need to go to the office to register their deaths.

The HKSAR Government will launch "One Marriage Event" and "One Birth Event" under the "One Account Account" within this year to achieve electronic birth registration and marriage application, so that eligible residents can apply for marriage online, enter into prenuptial agreements, apply for marriage allowance and other public services. Eligible parents can complete the online registration of newborn babies, birth allowances, and make appointments for identity cards and home return permits and other public services.

In order to let the public know the contents of Law No. 11/2024 "Amendment to the Civil Registration Code", the Legal Affairs Bureau has launched the "Civil Registration Webpage Website" (https://online-service.rn.dsaj.gov.mo/civil/civil-info/home), and released the photo package through the "Legal Affairs Bureau of Macao", the "DSAJRAEM" WeChat subscription account and the Facebook page "Legal Popularization Garden".
