According to the notice of the General Office of the People's Government of Yunnan Province on printing and distributing the "Guiding Opinions on Accelerating the Development of the Edible Fungus Industry in Yunnan Province" (Yun Zheng Ban Han [2020] No. 97, hereinafter referred to as the "Guiding Opinions") and the "Notice of the Yunnan Provincial Federation of Supply and Marketing Cooperatives on Further Strengthening the Development of the Edible Fungus Industry in Yunnan Province (Trial)" (Yun for Fa [2024] No. 15, hereinafter referred to as the "Support Measures"), in order to further promote the development of the edible fungus industry in our county, Give full play to the support of policy funds to accelerate the transformation and upgrading of the edible fungus industry, and the relevant matters related to the project declaration of relevant policy support funds are hereby notified as follows.
First, the object of the declaration
the township (town) people's governments and grassroots supply and marketing cooperatives that develop the edible fungus industry; Enterprises registered in Ludian County according to law, with independent legal personality, engaged in edible fungus cultivation, production and processing enterprises, farmer cooperatives, scientific research institutes, colleges and universities, social groups, socialized service organizations, family farms and other business entities, as well as units that carry out relevant technical research and promotion.
Second, the scope of declaration
(1) Investment and construction of edible fungus industry. Edible fungus enterprises, farmer cooperatives and other market entities have invested in the development of edible fungus industry in the county, with an actual investment of more than 100 million yuan.
(2) Construction of "two types" of bases. In the natural environment is relatively stable, the natural isolation conditions are good, the germplasm resources are abundant, there are no harmful organisms, and there are few natural disasters and pests and diseases, there are certain basic conditions and professional and technical personnel, and the establishment of a wild edible fungus conservation and multiplication base with the mechanism of linking agriculture with agriculture to help farmers and rich farmers; The main body of investment in the development of the cultivated edible fungus industry in the province, the construction of the cultivation of edible fungus production base, and has certain basic conditions, to reach a certain scale of production, a certain number of professional and technical personnel, the establishment of the mechanism of joint agriculture with agriculture to help farmers rich farmers of the plateau characteristics of the cultivation of edible fungi base.
(3) Formulate and implement new standards for edible fungi. Through the State Administration for Market Regulation, the Standardization Administration of the People's Republic of China issued and implemented national standards related to edible fungi; Edible fungus-related industry standards issued and implemented by relevant departments; The corresponding units of the local standards for edible fungi issued and implemented by provincial departments or the edible fungus group standards issued and implemented by social groups.
(4) Approval and promotion of new varieties of edible fungi. Support the breeding, demonstration and promotion of new varieties of edible fungi, and the new varieties that have been successfully bred and can be promoted, approved by the national or provincial crop variety examination and approval committee, and obtained the new varieties of edible fungi with variety approval certificates.
(5) Edible fungus "three products and one standard" product quality certification. For edible fungus products that have been newly declared and certified by the China Green Food Development Center and obtained the certificate; Edible fungus products that have been certified by institutions with organic agricultural product certification qualifications at home and abroad and obtained certificates; Ecological origin products that have been reviewed and assessed by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and obtained the product protection certificate, edible fungus geographical indication products registered by the China Green Food Development Center and obtained the registration certificate, and edible fungus geographical indication protection products that have been registered and recognized by the State Administration for Market Regulation and obtained special marks or certificates.
3. Support standards and methods
The provincial edible fungus industry development fund will uniformly implement the principle of "building first and then supplementing, and obtaining evidence and then supplementing" to give a one-time subsidy, and give a one-time subsidy to the following projects that meet the scope of support from January 1, 2023 (Sunday) to December 31, 2023 (Sunday).
(1) Investment and construction of edible fungus industry
Edible fungus enterprises, farmer cooperatives and other market entities, in the province to invest in the development of edible fungus industry, the actual investment in place of more than 100 million yuan, according to the actual investment of 10% of the one-time reward and subsidy. Adopt the method of "build first and then supplement" to support standard subsidies for enterprises that meet the requirements of construction investment.
(2) Construction of edible fungus industry standard system
1. Support the standardization strategy of edible fungi and issue and implement national standards, and reward 300,000 yuan for each item; If the industry standard is issued and implemented, 150,000 yuan will be awarded for each item; If a local standard or group standard is issued for implementation, 50,000 yuan will be awarded for each item. Adopt the method of "supplementing after obtaining evidence, one certificate and one supplement", and subsidize the number of national standards, industry standards, local or group standards issued according to the standard.
2. Support the breeding, demonstration and promotion of new varieties of edible fungi, and reward 200,000 yuan for each new variety that has been successfully bred and can be promoted, and has been approved by the national level; If it is approved by the provincial level, each new variety will be rewarded with 100,000 yuan. Adopt the method of "supplementing after obtaining certificates, one certificate and one supplement", and subsidize the number of new varieties at the national and provincial levels according to the standard.
3. Support edible fungus enterprises to carry out "three products and one standard" product quality certification, and give 30,000 yuan, 50,000 yuan, and 100,000 yuan respectively to those who newly declare and obtain green food, organic agricultural products and national geographical indication protection product certification. Organic agricultural products adopt the method of "one certificate and one supplement", and the number of certified organic agricultural products (edible fungi) is subsidized according to the standard quota; Ecological origin product protection certificates, agricultural product geographical indications, geographical indication protection products, and geographical indication certification trademarks adopt the method of "evidence collection rewards and subsidies", and the application and holding of institutional certificates are rewarded and subsidized according to the support standards.
(3) Construction of "two types" of bases
1. Support the establishment of a wild edible mushroom conservation and multiplication base with a mechanism of linking agriculture with agriculture to help farmers and rich farmers in a relatively stable natural environment, good natural isolation conditions, abundant germplasm resources, no harmful organisms, fewer natural disasters and pests and diseases, and professional and technical personnel. The base adopts the method of "building first and then supplementing, one place and one supplement", and the first and second class bases of wild edible mushroom conservation (promotion of multiplication) that have been identified by comprehensive review will be given a one-time subsidy of 300,000 yuan and 200,000 yuan respectively.
2. Support the investment in the development of the cultivated edible fungus industry in the province, build a cultivated edible fungus production base, have certain basic conditions, reach a certain production scale, have a certain number of professional and technical personnel, and establish a cultivated edible fungus base with agriculture to help farmers and rich farmers. The base adopts the method of "building first and then supplementing, one place and one supplement", and the first and second class bases of plateau characteristic cultivation and edible that have been identified by the comprehensive review will be given a one-time subsidy of 1 million yuan and 500,000 yuan respectively.
Fourth, the application conditions
(1) Apply for investment and construction projects in the edible fungus industry
1. In line with the layout plan of the edible fungus industry in our province, and the procedures are complete, the source of funds is implemented, and the construction has been started or put into production;
2. The business behavior of the enterprise is legal and compliant, the financial management system is sound, and there is no bad record in product safety, corporate integrity, tax payment, environmental protection, financial supervision, etc.;
3. The enterprise has the conditions and capabilities for the production, processing and operation of edible fungi;
4. The project applied by the enterprise is within the scope of financial support, and the applicant enterprise and the enterprise using the funds must be consistent.
(2) Declare the project of the construction of the standard system of the edible fungus industry. Formulate and implement new standards for edible fungi, approval and promotion of new varieties of edible fungi, and product quality certification of edible fungi "three products and one standard", obtain corresponding certificates or provide corresponding certification materials.
(3) Apply for the "two types" of base construction projects in the edible fungus industry.
1. There is a certain scale of conservation (promotion of multiplication) of wild edible mushrooms. Within the administrative area of the people's government of the declared township (town), there is a certain area of conservation (promotion of multiplication) of wild edible fungi.
2. The basic conditions are better. The natural environment of the base is relatively stable, the natural isolation conditions are good, there are no harmful organisms, there are few natural disasters and pests and diseases, and the conservation and multiplication measures and infrastructure are relatively perfect.
3. There are a certain number of professional and technical personnel and market entities. There are professional and technical personnel, enterprises or professional cooperatives engaged in conservation and promotion and production and operation all year round. The implementing entities and personnel operate in accordance with the law, and have no bad records in terms of credit, environmental protection, production safety, product quality and safety, etc., within 2 years.
4. Party committees and governments attach great importance to it. The project application site has resolutely and effectively implemented the development of the edible fungus industry, has the corresponding edible fungus industry development plan or policy measures, and has the corresponding management agency, and has not had any major liability accidents and serious food safety cases in the past two years.
5. Establish a mechanism for linking agriculture with farmers and rich peasants. In accordance with the "Guiding Opinions of the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, the National Rural Revitalization Bureau, the National Development and Reform Commission, the State Ethnic Affairs Commission, and the National Forestry and Grassland Administration on Strengthening the Convergence of the Central Government and Promoting the Use and Management of Rural Revitalization Subsidy Funds" (Cai Nong [2022] No. 14) and the "Implementation Opinions of the Yunnan Provincial Department of Finance and Other Six Departments on Strengthening the Convergence of the Central and Provincial Governments to Promote the Use and Management of Rural Revitalization Subsidy Funds" (Yun Cai Gui [2022] No. 23) and other regulations, the project implementation unit shall clarify the transfer of forest land, Employment and work, drive production, help production and marketing docking, asset shares, income dividends, etc., establish a mechanism of more than one joint agricultural belt with farmers and rich peasants, drive the development of local farmers, and tilt to the monitoring and assistance objects and poverty alleviation households, and the wild edible mushroom conservation (multiplication) base respectively drives the per capita income of farmers.
(4) Enterprises with any of the following circumstances shall not be accepted for their declaration
1. Violating relevant national laws and regulations, or not conforming to the national, provincial edible fungus industry and other relevant policies;
2. Problems in environmental protection, food quality and safety (food quality and safety refers to the fact that the food produced and operated by the enterprise is not found to meet the food safety standards within 2 years of sampling and monitoring, and has not been subject to administrative or criminal punishment due to food safety issues);
3. The project has no legal approval documents, no legal land use procedures, the project has not started or the construction of the project has been suspended or delayed;
4. Farmers cannot directly benefit from it;
5. Other illegal and criminal acts are subject to administrative or criminal punishment; Entered into the list of judgment defaulters;
6. Others that do not meet the review requirements.
5. Application materials
(1) Investment and construction of edible fungus industry
1. Application report. The content includes the basic information of the project unit, the operation of the project, the total investment of the project, the cultivars and scale, and the expected economic and social benefits. The application report must be signed by the legal representative and stamped with the official seal;
2. "Yunnan Province to accelerate the development of the edible fungus industry investment project enterprise basic table", "Yunnan Province to accelerate the development of the edible fungus industry investment project basic table", "Yunnan Province to accelerate the development of the edible fungus industry investment project composition table", "Yunnan Province to accelerate the development of the edible fungus industry investment project review opinions";
3. Letter of Commitment. A letter of commitment signed and sealed by the legal representative of the project unit to be responsible for the authenticity and legitimacy of the information provided;
4. A copy of the copy of the business license of the enterprise, stamped with the official seal;
5. Project feasibility study report or construction plan. Approval or filing documents for enterprise investment projects, or feasibility study approval documents for government investment projects, as well as approval documents for relevant departments such as land, planning, and environmental protection;
6. The 2023 annual audit report of the reporting enterprise issued by a third party and the special audit report of the new asset investment of the project;
7. For construction projects with new land, there must be a copy of the pre-examination opinion on the project land or the approval document for the project construction land issued by the department of natural resources. For construction projects without new land, a copy of the original land use certificate must be attached; If the leased land is operated, a copy of the legally effective land lease operation contract must be provided, and it must be indicated that it is consistent with the original.
(2) Construction of edible fungus industry standard system
1. "Yunnan Province to accelerate the development of edible fungus industry policy funds to support the construction of edible fungus standard system construction project application review form", the application documents need to be signed by the legal representative and stamped with the official seal;
2. Letter of Commitment. A letter of commitment signed and sealed by the legal representative of the project unit to be responsible for the authenticity and legitimacy of the information provided;
3. A copy of the copy of the business license of the enterprise, stamped with the official seal;
4. Certification. Standards: National standard documents related to edible fungi issued and implemented by the State Administration for Market Regulation and the Standardization Administration of the People's Republic of China; Edible fungus-related industry standard documents issued and implemented by relevant departments; Local standards for edible fungi issued and implemented by provincial departments or standard documents for edible fungi issued and implemented by social groups;
New variety: Variety approval certificate issued by the national or provincial crop variety approval committee;
"Three products and one standard": green food certificate and geographical indication product registration certificate issued by China Green Food Development Center; Certificate of Protection of Ecological Origin Products issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China; Documents or certificates related to the special mark for edible fungus geographical indication protected products issued by the State Administration for Market Regulation; Certificate certified by domestic and foreign organic certification bodies. Those who have obtained the certification of organic edible mushroom products in the first year only need to provide the certification certificate; If the certificate is qualified one year after the re-examination is passed, and the certificate continues to hold, the relevant documents of the re-examination shall be provided; In the process of organic edible mushroom certificate review, it is necessary to provide a recertification application and related documents. The edible fungus initial production institute provides the relevant certificate of acceptance.
(3) "Two types" of edible fungus industry base construction
1. Wild edible mushroom conservation (multiplication) base
(1) Letter of commitment;
(2) Application Form for the Identification of Wild Edible Mushroom Conservation (Promotion) Base in Yunnan Province;
(3) The construction plan of the wild edible mushroom conservation (multiplication) base declared by the township (town) people's government;
(4) Performance Table of Wild Edible Mushroom Conservation (Promotion) Base Construction Project in Yunnan Province;
(5) Forest land certificate issued by relevant departments such as natural resources and forestry;
(6) Business license and other relevant certificates of the operating entity;
(7) Proof of output, output value, and increase in production data;
(8) Proof of social insurance participation and employee roster; Professional and technical personnel title certificates, employee social security certificates and other related materials; If there are no professional and technical personnel, the professional technical service contract and service certificate shall be provided;
(9) The corresponding edible fungus industry development plan or policy measures of the local party committee and government;
(10) Relevant production and safety systems;
(11) the establishment of a mechanism for linking agriculture with rich peasants;
(12) Payment vouchers, wage schedules, income flow certificates and other relevant materials to prove that agricultural income is increased;
(13) Financial statements, investment-related vouchers, invoices, etc.;
(14) List of facilities and equipment;
(15) Other relevant materials that are helpful to the comprehensive evaluation and identification of the base.
2. Plateau characteristic cultivation edible fungus base
(1) Letter of commitment;
(2) Declaration Form for the Identification of Edible Mushroom Base with Plateau Characteristics in Yunnan Province;
(3) Yunnan Province plateau characteristic cultivation edible fungus base construction plan;
(4) Performance Table of Edible Mushroom Base Construction Project with Plateau Characteristics in Yunnan Province;
(5) Business license and other relevant certificates of the operating entity;
(6) The base land certificate or land use opinion issued by the relevant departments of natural resources or the base of the leased land shall be attached to the relevant lease contract;
(7) Environmental impact assessment approval documents of environmental protection departments;
(8) Contracts, payment vouchers, invoices, financial statements, etc. related to the completion of the actual investment;
(9) Proof of social insurance participation and employee roster; Professional and technical personnel title certificates, employee social security certificates and other related materials; If there are no professional and technical personnel, the professional technical service contract and service certificate shall be provided;
(10) The corresponding edible fungus industry development plan or policy measures of the local party committee and government;
6. Application procedures and time
In the form of on-site declaration, units and new business entities that meet the declaration conditions should voluntarily declare and provide corresponding application materials to Ludian County Supply and Marketing Cooperative Association in accordance with relevant requirements before July 24, 2024.
