The Mainland will issue permits for non-Chinese permanent residents of Hong Kong and Macao to facilitate the in-depth integration of the Greater Bay Area

On the occasion of the celebration of the 27th anniversary of Hong Kong's return to the motherland, the Exit and Entry Administration of the People's Republic of China announced an important policy adjustment. Starting from 10 July 2024, Mainland Travel Permits will be issued for non-Chinese nationals who are permanent residents of Hong Kong and Macao, so as to further facilitate people-to-people exchanges between the Mainland, Hong Kong and Macao, and promote the better integration of Hong Kong and Macao into the overall development of the country.

According to the relevant provisions of the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China and the Basic Law of the Macao Special Administrative Region of the People's Republic of China, Hong Kong and Macao permanent residents include not only Chinese residents, but also non-Chinese residents. With the acceleration of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the high-quality promotion of the "Belt and Road" initiative, exchanges and cooperation between Hong Kong and Macao and the mainland have become increasingly frequent, and people-to-people exchanges have become more and more close. In particular, non-Chinese nationals among Hong Kong and Macao permanent residents have a growing demand for exchanges with the mainland in the fields of economy, trade, culture and education.

Against this background, the Exit and Entry Administration of the People's Republic of China, after in-depth study, has decided to issue Mainland Travel Permits for non-Chinese nationals who are permanent residents of Hong Kong and Macao in accordance with the law. The promulgation of this policy aims to further facilitate the travel of Hong Kong and Macao permanent residents to the Mainland and promote extensive exchanges between the Mainland, Hong Kong and Macao.

It is understood that non-Chinese nationals among Hong Kong and Macao permanent residents can voluntarily apply for Mainland Travel Permits for Hong Kong and Macao Residents (non-Chinese nationals). When applying for the Exit and Entry Administration of the People's Republic of China for the first time, the applicant should submit the application to China Travel Service Hong Kong or China Travel Service Macau, which is entrusted by the Exit and Entry Administration of the People's Republic of China. During the period of stay in the Mainland, if the document expires, is damaged or lost, the applicant may apply to the exit-entry administration of the public security organ at or above the municipal level divided into districts in the Mainland for renewal or reissuance, or may choose to apply for the renewal or reissuance of the exit document to China Travel Service Hong Kong and China Travel Service Macau after leaving the country.

The permit is valid for 5 years and allows the holder to travel to and from the Mainland multiple times for a stay of up to 90 days each time. According to the relevant regulations of the Ministry of Public Security in 2017 on the retention of fingerprints and other biometric information for foreigners entering the country, after completing the fingerprint collection and other formalities at the port, the holder can clear customs through the fast channel and enjoy a more convenient entry and exit experience.

It is worth noting that although the permit holder can travel to and from the Mainland with the permit, he is not allowed to engage in activities such as work, study or news gathering in the Mainland. If you need to carry out the above-mentioned activities, you need to apply for a visa or stay or residence permit from the Office of the Commissioner of the Ministry of Foreign Affairs in Hong Kong and Macao or the exit-entry administration of the public security organ in the Mainland in accordance with laws and regulations.

For the implementation of this new policy, people in the industry generally welcome and look forward to it. They believe that this policy will further promote personnel exchanges and exchanges between the mainland, Hong Kong and Macao, and provide greater convenience for cooperation in the fields of commerce, trade and investment, cultural tourism, education, and scientific research. At the same time, it will also help Hong Kong and Macao better integrate into the overall development of the country and promote the long-term prosperity and stable development of the Guangdong-Hong Kong-Macao Greater Bay Area.

The relevant person in charge of the Exit and Entry Administration of the People's Republic of China said that the next step will be to continue to deepen the reform and innovation of exit and entry management services, and continuously promote the new practice of "one country, two systems" in the field of exit and entry administration. They will fully support the facilitation of travel between the Mainland, Hong Kong and Macao residents with better and more efficient services, and contribute to the development of the Guangdong-Hong Kong-Macao Greater Bay Area to a new level. At the same time, we will also actively pay attention to the feedback and suggestions in the process of policy implementation, and continuously improve and optimize relevant policies and measures to ensure that the policy can truly benefit the majority of Hong Kong, Macao residents and mainland residents.
