Focusing on long-term development, Tianquan County launched the second phase of the Shiyang Water Plant construction project in 2022 (one of the 12 key water conservancy projects in Sichuan Province that will start in 2022).

"It can provide water supply for nearly 50,000 people in 14 villages (communities) in Shiyang Town and Leying Township, and can also achieve full coverage of industrial parks and agricultural parks in the Shiyang area, which can meet the needs of high-quality development in the next 20 years." Implement the construction of 6 rural large-scale water plants such as the second phase of Shiyang Water Plant and Shanping Water Plant, and build a "large" skeleton of "3+6" urban and rural large-scale water plants in the county; Implement the extension of the pipeline network of water plants such as Shiyang and Dongfeng, and merge 6 small water plants such as Yinjing Temple and Laochang into large-scale water supply coverage; Promote large-scale water supply coverage "should be included", optimize the total number of rural water supply offices in the county, and optimize the total number of rural water supply locations in the county from 256 to 49. For small-scale water supply projects that are indeed unconditionally included in the "large water network", the establishment of integrated water treatment equipment and the configuration of small-scale filtration and disinfection facilities will be adopted to improve the water production process and ensure that the water supply does not fall into one household.
In 2023, the transformation and upgrading of 3 large-scale rural water plants and the construction of 5 new water plants will be completed, all of which will be interconnected with small water plants and water supply stations in the area according to regional divisions to form a more complete rural water supply network system.
The comprehensive guarantee capacity of rural water supply has been significantly improved, and the exploration of "beauty" of rural water supply plants and stations is also advancing simultaneously, and the Dongfeng Water Plant in Renyi Town, Tianquan County has become one of the first batch of demonstration projects, with walking trails, Jiangnan waterscapes, garden squares, and green belts dotted in between.
The investment of multiple entities has provided a strong guarantee for the implementation, acceleration and completion and operation of more projects.
The assets such as rural water plants, county-managed reservoirs, and county-managed irrigation trunk canals will be transferred to the Water Investment Co., Ltd. (hereinafter referred to as "Tianquan County Water Investment Company") under the County Water Conservancy Bureau for management; Taking advantage of the financing advantages of Tianquan County Water Investment Company, through bonds, funds, loans, self-raising and other means, it has successfully resolved the financial dilemma of a number of agricultural water supply projects; Pioneered the pre-operation and maintenance of water supply, assigned the backbone of the water supply management unit to participate in the construction stage of the water supply project, and cooperated with the participating parties to carry out construction management, equipment commissioning, pipe network line selection, joint trial operation and other links, so as to lay a good foundation for delivery and use.
"Together with financial funds, rural revitalization bridging funds, and post-immigration support funds, the county's urban and rural water integration construction funds have accumulated 523.6 million yuan, contributing to the implementation of a number of high-quality projects." Gao Wenping, general manager of Tianquan County Water Investment Company, said that a fund-raising mechanism with government investment as the guide and social investment as the main force has been formed.

Up to now, Tianquan County has completed the extension construction of the pipeline network of water plants such as Shiyang, Dongfeng and Sitianba; Completed the construction of 5 large-scale water plants including Shanping Water Plant, and the large-scale water supply rate in urban and rural areas increased significantly from 51.04% to 83%.
The goal is in sight. By 2025, the integration of urban and rural water supply will be completed, and the large-scale water supply rate of urban and rural areas in Tianquan County will be increased to 90%. At that time, the development pattern of "one county and one network" for urban and rural water supply in Tianquan County, "integration of urban and rural water", and "one pool of water" for urban and rural drinking will be constructed.

The expectations of Yang Weiquan and more villagers stem from the water supply and irrigation area upgrading project of Shuangyanwo Reservoir in Tianquan County, which started in April this year.
