Among the four governance models, the "1+3+N" model adheres to the guidance of party building, with the three units of the town comprehensive management center, police station, and judicial office taking the lead, and the town's subordinate station departments, village (community) village sages, township sages, veterans, village cadres and other N forces jointly participate in grassroots governance.
In practical work, the general party branch of Tongcun led the classification of the masses in the whole village, and strengthened education and guidance through measures such as explaining the law with cases and popularizing the law; In response to all kinds of contradictions and disputes that have been discharged, they should be handled by category, so that early detection, early intervention, early persuasion, and early mediation are achieved, and conflicts and disputes are promptly resolved in the bud, effectively reducing the occurrence of cases of civil transfer to criminal punishment; Through the "knock on the door project", the legal propaganda service will be delivered to the door, changing the passive to the active, and constantly strengthening the people's concept of the rule of law; Through the monthly assessment of family risks, the personnel structure, family status, marital and love status of each household in the village, as well as the prominent points of contradictions in each household, are found out, and a work ledger is formed, and timely intervention in legal popularization and conflict mediation; Comprehensively grasp the key personnel and special groups focused on all kinds of contradictions and disputes, and have village cadres contract households, and pay attention to them dynamically in real time, so that all kinds of petition problems and contradictions and disputes can be effectively resolved in the village, and constantly improve the diversified contradiction and dispute mediation mechanism. In addition, the village has perfected the hardware and installed more than 230 camera probes that can be seen in the village dispatch center.

In view of the characteristics of contradictions and disputes in the jurisdiction, such as the frequency, diversity, and subject diversification, in recent years, Sharon Town has adhered to the problem-oriented, and the pilot project of Xie Guanying Village was carried out, and then the 1234 model and the "1+3+N" grassroots governance model were innovatively implemented in the town.
Since the implementation of grassroots governance, the "big things" that the masses have solved "urgent, difficult, and longing" have been resolved into "small things" that understand each other; The villagers have changed from "spectators" to "participants", and have truly realized the situation of "small matters do not leave the village, major matters do not leave the town, conflicts are not handed in, and murders can be prevented and controlled". At present, there are 7 village service teams in the town, with more than 110 fixed members; A total of 139 conflicts and disputes have been mediated, and 139 cases have been successfully mediated, with a mediation success rate of 100%.
