In order to thoroughly study and implement General Secretary Xi Jinping's important exposition on the socialist rule of law culture and welcome the 103rd birthday of the Communist Party of China, recently, the Party Branch of the Law Popularization and Legal Governance Department of the Shanghai Customs and the Party Branch of the Law Popularization and Legal Governance Department of the Shanghai Municipal Bureau of Justice carried out the "Centennial Bell Tower • Red Culture" party building joint construction activity to cultivate the cultural heritage of the rule of law and inherit the red gene of the centennial bell tower.

The two party branches jointly climbed the bell tower of Shanghai Customs to carry out on-site party class education, listen to red stories, pay tribute to revolutionary cultural relics, remember revolutionary martyrs, understand the history of customs, and relive the red memory between the customs building and the liberation of Shanghai.

Achievements in the establishment of a culture of rule of law
Over the years, Shanghai Customs has actively cultivated the culture of customs rule of law and promoted the construction of customs rule of law, and currently has two municipal-level socialist rule of law cultural positions - the National Biosecurity Exhibition Hall of the Shanghai Museum of Natural History and the online 3D cloud exhibition hall of the Customs Protection Center for Intellectual Property Rights of Science and Technology Enterprises. The Laws and Regulations Department of Shanghai Customs was awarded the 2022 and 2023 Shanghai Outstanding Units for Law Popularization and Law, and was recommended to participate in the National "Eighth Five-Year Plan" Mid-term Commendation Unit for Law Popularization.
During the "Eighth Five-Year Plan" period, Shanghai Customs organized more than 100 lectures and salons on the rule of law, carried out 7,905 people to study laws and regulations, organized 2,700 people to train administrative law enforcement capabilities, created 10 "mock court" performances, produced 15 law popularization courses, 18 rule of law micro-videos, and compiled and distributed 300,000 copies of law popularization publications. Focusing on core areas such as cross-border e-commerce, international cruises, headquarters economy, and AEO Gaoxin certification, 548 sessions of accurate law popularization were carried out for 23,500 person-times. About 87,500 teachers and students were sent to 183 sessions, 17,500 people were sent to communities in 194 sessions, and 2,525 people were sent to public spaces in 53 sessions.
