The groundbreaking is not only an important part of the Cultural Palace's "new look", but also a key measure to serve the society and people's livelihood, which is of great significance for improving the local spatial layout, improving the quality of public services, helping the prosperity of small shop culture, and creating a benchmark area for common prosperity. She requested that the District Federation of Trade Unions and the contractor should base themselves on the overall situation of development, strengthen the awareness of high-quality products, strictly control the quality of construction, and build the Cultural Palace into a high-quality project that reflects the characteristics of small shops, a cultural project that satisfies employees, and a people's livelihood project recognized by the society, so as to effectively enhance the sense of gain and happiness of the majority of employees and people in the district.

Feng Yuanping announced that the foundation stone of the Taiyuan Xiaodian Workers' Cultural Palace was started. Accompanied by the salute and the sound of vehicle horns, the leaders at the meeting jointly laid the foundation for the project, marking the official start of the construction project of the Workers' Cultural Palace.
It is reported that the cultural palace of Xiaodian District was originally a cinema in the southern suburbs, which was built in September 1974 and put into use in July 1976, which is not only an important place for major political, economic and cultural activities in the region and the main position of the people's cultural activities in the whole district, but also witnesses the vicissitudes of the small shop and carries the good memories of countless small shop people. To this day, many "small shopkeepers" still have a deep "cultural palace complex" for it.
The project is jointly built by the Taiyuan Federation of Trade Unions and the Xiaodian District Federation of Trade Unions, and is expected to be completed by the end of September 2025, with a total area of 20 acres and a total construction area of 17,512 square meters. The design of the project starts with the concept of the Silk Road, extracts the elegant, flexible and infinitely extended design language, fully improves the quality of the community, and creates a green cultural park for the citizens. The project is equipped with green landscapes, amusement parks, sports venues, motor vehicle parking spaces, etc. The Workers' Cultural Palace is composed of two parts, the main hall and the auxiliary hall, which are located on the north and south sides. The main building on the north side is a three-storey building on the ground, and the main functions are a theater and multi-purpose hall that can accommodate 500 people; The second floor of the above-ground building of the south annex hall is mainly a multi-functional activity room, a trade union room and a sports venue (with basketball, badminton, table tennis and other activity venues and a gym), etc., and the basement is one floor, mainly a swimming pool and an underground garage.
