● In principle, the amount of scrapping subsidy for agricultural Beidou assisted driving system shall not exceed 800 yuan, and the scrapping subsidy application shall be based on the premise of purchasing new equipment.

To the Agriculture and Rural (Agriculture and Animal Husbandry) Departments (Bureaus, Committees) and Finance Departments (Bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities specifically designated in the state plan, the Agriculture and Rural Affairs Bureau and the Finance Bureau of the Xinjiang Production and Construction Corps, Beidahuang Agricultural Reclamation Group Co., Ltd., and the Guangdong Provincial General Administration of Agricultural Reclamation:

In order to thoroughly implement the spirit of the fourth meeting of the Central Financial and Economic Commission, implement the deployment requirements of the Notice of the State Council on Printing and Distributing the Action Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in (Guo Fa [2024] No. 7), continue to implement the subsidy policy for scrapping and updating agricultural machinery, accelerate the structural adjustment of agricultural machinery, and improve the high-end, intelligent and green level of agricultural machinery, the Ministry of Commerce and Commerce hereby notifies the relevant work as follows.

1. General requirements

Thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, completely, accurately and comprehensively implement the new development concept, implement the requirements for accelerating the development of new quality productivity, in accordance with the decision-making and deployment of promoting high-quality development, adhere to the principle of "farmers' voluntariness, policy support, convenience and efficiency, safety and environmental protection", and further increase the elimination of old agricultural machinery with high energy consumption, heavy pollution and low safety performance through policy support, accelerate the promotion and application of advanced, energy-saving and environmentally friendly, safe and reliable agricultural machinery, and strive to optimize the structure of agricultural machinery and equipment. Promote the transformation and upgrading of agricultural mechanization and the green development of agriculture.

Second, the subsidy object

The central government arranges funds from the subsidies for the purchase and application of agricultural machinery, implements the subsidy policy for scrapping and updating agricultural machinery, and gives appropriate subsidies to scrapped old agricultural machinery. The subsidy targets are farmers and agricultural production and operation organizations engaged in agricultural production, including rural collective economic organizations, farmers' professional cooperative economic organizations, agricultural enterprises and other organizations engaged in agricultural production and operation.

3. Types of subsidies and scrapping conditions

The types of scrapped agricultural machinery subsidized by the central government are agricultural machinery and other key machinery that may endanger the safety of personal and property as stipulated in the Regulations on the Safety Supervision and Administration of Agricultural Machinery, including tractors, seeders, combine harvesters (including machinery used in combine harvesting of crops such as grain, cotton, oil, sugar, etc.), rice transplanters, agricultural Beidou auxiliary driving systems, motorized spraying (powder) machines, motorized threshers, feed (grass) crushers, hay cutters, etc., and the specific types of subsidies are determined by the provinces in combination with the actual situation. If the provinces need to further expand the scope of subsidies, they can arrange an appropriate amount of funds in addition to the central funds and provincial statutory expenditure responsibilities, combine the needs of agricultural production and the development level of agricultural mechanization, focus on important tasks such as increasing the yield of major crops such as grain and oil, focus on increasing production and reducing losses, and determine 2-3 types of scrapped agricultural machinery, which will be implemented after the provincial agricultural and rural and financial departments jointly report to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance for the record.

The main components such as the engine of the scrapped agricultural machinery applying for the subsidy shall be complete, the source shall be clear and legitimate, and the owner (referring to the farmers and agricultural production and operation organizations engaged in agricultural production who legally own the machinery and tools, hereinafter referred to as the "machine owner") shall make a written commitment on the source and ownership of the machinery. Agricultural machinery included in the license management shall provide the license issued by the agricultural machinery safety supervision agency; If there is no license or is not included in the license management, it shall have the nameplate or factory number, frame number and other equipment identity information. The service life and other technical conditions of scrapped agricultural machinery shall be determined by each province with reference to the relevant machinery scrapping standards. Agricultural machinery that has not reached the end of life but has large potential safety hazards, high failure rate, serious damage, high maintenance costs and backward technology are allowed to apply for scrap subsidies.

Fourth, subsidy standards and funding arrangements

The subsidy for scrapping and updating agricultural machinery of the central government is composed of two parts: the subsidy for scrapping and the subsidy for renewing. The scrapped part of the subsidy shall be subsidized by a fixed amount, and the subsidy amount shall be determined by the provincial agricultural and rural departments and the financial departments. The amount of scrapping subsidies for tractors, three major grain crop combine harvesters, seeders and agricultural Beidou auxiliary driving systems shall not exceed the maximum subsidy amount issued in this notice (see Annex 1 for details), and the provinces may merge or refine the categories and grades on this basis to determine the specific subsidy amount. For cotton pickers and sugarcane combine harvesters with strong regional characteristics, small scope of use and high market value, the scrapping subsidy for a single agricultural machinery shall not exceed 30,000 yuan and 25,000 yuan respectively in principle. In principle, the amount of other agricultural machinery scrapping subsidies shall not exceed 30% of the subsidy amount for the purchase and application of the same type of agricultural machinery, and shall be determined by comprehensively considering factors such as transportation and dismantling costs and residual value, and the amount of scrapping subsidies for a single agricultural machinery shall not exceed 20,000 yuan in principle. In principle, the amount of scrapping subsidy for agricultural Beidou assisted driving system shall not exceed 800 yuan, and the scrapping subsidy application shall be premised on the purchase of new equipment. The list of agricultural machinery scrapping subsidies determined by the provinces shall be reported to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance for the record. For agricultural machinery models that are included in the scope of scrapping subsidies in multiple provinces, the agricultural and rural departments of neighboring provinces should strengthen information communication and strive to achieve a relatively uniform and stable subsidy amount. Update part of the subsidy standards in accordance with the relevant provisions of the subsidy policy for the purchase and application of agricultural machinery.

In 2024, the central government will issue subsidies for the purchase and application of agricultural machinery to the provinces, and the subsidy funds for the scrapping of old agricultural machinery have been specially calculated and arranged, and the specific amount of funds will be notified to the provinces respectively for reference and implementation. Beijing, cities with separate plans, Xinjiang Production and Construction Corps, Beidahuang Agricultural Reclamation Group Co., Ltd., and Guangdong Provincial Agricultural Reclamation Bureau should make overall plans to make good use of the funds carried over from the previous year and the new funds arranged in 2024 for the payment of scrapping subsidies for old agricultural machinery.

5. Determine the recycling and dismantling enterprises

Scrapped agricultural machinery recycling and dismantling enterprises (hereinafter referred to as "recycling enterprises") should be qualified scrapped motor vehicle recycling and dismantling enterprises, and can also choose other enterprises or cooperatives with agricultural machinery recycling and dismantling business in accordance with the law. The specific shall be determined by the provincial agricultural and rural departments in accordance with the Regulations on the Safety Supervision and Administration of Agricultural Machinery, etc., and shall be announced to the public. For the agricultural Beidou assisted driving system, each province can conduct a separate review of the qualifications of the recycling enterprise according to the actual situation to determine the recycling enterprise. Recycling enterprises shall comply with the relevant national regulations on fire protection, safety and environmental protection, and carry out the recycling and dismantling of scrapped agricultural machinery with reference to the Technical Specifications for the Recycling and Dismantling of Scrapped Agricultural Machinery (NY/T2900-2022).

6. Operating procedures

(1) Scrap the old machine. The owner voluntarily sells the agricultural machinery to be scrapped to the recycling company. Recycling enterprises shall check the owner and the information of the agricultural machinery to be scrapped, and issue the "Scrapped Agricultural Machinery Recycling Confirmation Form (Style)" (see Annex 2, hereinafter referred to as the "Confirmation Form") to the owner, and provide information on the owner and scrapped agricultural machinery to the county-level agricultural and rural departments. Recycling enterprises dismantle the recycled agricultural machinery in a timely manner and establish files, and carry out destructive treatment of engines and other parts that are prohibited from production and sale by the state. The dismantling file shall include a nameplate or other relevant information that can reflect the identity of the agricultural machinery, and the retention period shall not be less than 3 years. The county-level agricultural and rural departments shall supervise the dismantling or destruction of agricultural machinery by recycling enterprises.

(2) Cancellation of registration. Tractors and combine harvesters included in the license management preside over the "confirmation form" and related licenses, and go through the license cancellation procedures in accordance with the law with the local agency responsible for the management of agricultural machinery licenses. After the relevant institutions check the information of the owner and the scrapped agricultural machinery, they shall go through the procedures for cancellation of the license in accordance with the law, and endorse the words "cancellation registration" on the "confirmation form".

(3) Cash in on subsidies. The owner shall apply for the subsidy in accordance with the relevant local regulations with a valid "Confirmation Form". The local agricultural and rural departments and financial departments shall review and approve the division of responsibilities, and the financial departments shall cash the subsidy funds to the owners who meet the requirements. All localities can set the upper limit on the number of agricultural machinery that farmers and agricultural production and operation organizations can enjoy scrap subsidies within a year in combination with actual conditions. The agricultural and rural departments at the county level shall, in accordance with the principle that the total amount of scrapped subsidized machinery does not exceed the total amount of subsidized machinery purchased, reasonably determine the number of annual scrapped subsidized agricultural machinery.

All provinces should be based on the convenience and benefit of the people, improve efficiency, control the implementation of risks, etc., and formulate and refine the scrapping and dismantling process of agricultural machinery in line with the actual situation of the province.

7. Safeguard measures

(1) Strengthen organizational leadership. Agricultural and rural departments at all levels and financial departments should effectively strengthen the organization and leadership of agricultural machinery scrapping and renewal subsidies, clarify the division of responsibilities, cooperate closely, and form a joint force. It is necessary to refine and improve management measures and establish and improve systems and mechanisms. It is necessary to strengthen policy publicity and expand public awareness. Vigorously promote information disclosure, publicize the information on enjoying subsidies, fully disclose information such as implementation plans, subsidy amounts, operating procedures, and complaint and consultation methods, and take the initiative to accept supervision. It is necessary to strengthen subsidy business training and warning education, and improve the professional quality of staff and risk prevention and control capabilities. Local financial departments at all levels should increase their input and ensure the necessary work funds.

(2) Carry out convenient services. Relevant departments in all localities should strengthen their sense of service, innovate their work methods, and encourage the adoption of "one-stop" services, online handling and other convenient measures to improve work efficiency and service quality. It is necessary to do a good job in connecting with the information platform for the purchase and application of subsidies for agricultural machinery, accelerate the interconnection of information such as recycling and dismantling with information related to the purchase and application of subsidies for agricultural machinery, and improve the efficiency of checking subsidy application materials. Encourage motor vehicle recycling and dismantling enterprises, agricultural machinery maintenance enterprises, and agricultural machinery cooperatives to cooperate in carrying out agricultural machinery scrapping and recycling work in accordance with relevant regulations, and encourage recycling enterprises to come to recycle and handle business.

(3) Strengthen supervision and management. All provinces should include the implementation of agricultural machinery scrapping and renewal subsidies into the extended performance management assessment of agricultural machinery purchase and application subsidies, and strengthen the use of results. Relevant departments should further improve the supervision mechanism of agricultural machinery scrapping and updating subsidies in accordance with their respective responsibilities, enhance the ability of information supervision, and gradually incorporate all aspects of the whole process of agricultural machinery scrapping into the scope of information supervision, and implement the whole chain of supervision through regular access to video surveillance of recycling enterprises, so as to prevent false scrapping of machinery and tools from flowing into the second-hand market. For agricultural machinery that is not included in the management of licenses, all provinces should formulate risk prevention and control measures, strictly strengthen supervision, strictly investigate the violations of fraudulent subsidy funds such as false declarations, and severely punish the violating subjects. If a recycling enterprise is found to have violated the rules, it shall take measures such as warning, notification, suspension of participation in the implementation of subsidies and rectification within a time limit, and prohibition of participation in the implementation of subsidies depending on the severity of the circumstances. Enterprises, individuals and agricultural production and operation organizations that fraudulently obtain state subsidy funds should be seriously dealt with reference to the relevant regulations and principles on subsidies for the purchase and application of agricultural machinery, and they should be included in the "blacklist". It is necessary to give full play to the role of social supervision, unblock channels for complaints and reports, and conscientiously accept, verify, and handle reports and complaints from the masses.

(4) Timely report the situation. All provinces shall, in accordance with this notice, formulate and issue the implementation plan for the scrapping and renewal of agricultural machinery in the province in combination with the actual situation, and copy it to the Ministry of Agriculture and Rural Affairs and the Ministry of Finance. It is necessary to strengthen the statistical analysis of the implementation progress, strictly implement the quarterly progress report system, do a good job in the summary and analysis of the half year and the whole year, and submit the summary of the subsidy for scrapping and updating agricultural machinery for half a year and the whole year before July 10 and December 10 each year.

This notice shall be implemented from the date of issuance, and the notice of the General Office of the Ministry of Agriculture and Rural Affairs, the General Office of the Ministry of Finance and the General Office of the Ministry of Commerce on printing and distributing the "Guiding Opinions on the Implementation of Subsidies for the Scrapping and Renewal of Agricultural Machinery" (Nongban Machinery [2020] No. 2) shall be repealed simultaneously.
