The "three guides" are "government-led, spontaneous advocacy, and community guidance". Give full play to the leading role of grassroots governments in the process of community governance, carry out various types of project promotion and workshop training, disseminate governance concepts and action strategies, advocate multi-party entities in the community to spontaneously hold rich activities such as salons, forums, and sharing meetings, and strengthen the role of the community in organizing, guiding, and serving various activities.

"Four micro", that is, "micro forum, micro lecture hall, micro lecture, micro lecture". Carry out exchange and training in the form of "micro-forum" for outstanding community party organization secretaries, "micro-lecture hall" for reserve echelons, "micro-lectures" for outstanding community workers, and "micro-lectures" for residents, so as to expand the knowledge reserve and talents of the community work team with a multi-level and wide-field curriculum system.

Jiading District actively promotes the co-governance of community affairs by party organizations, community neighborhood committees, community social organizations, community units and other entities in residential areas, and simultaneously creates a participatory and progressive path for cultivating community work talents.

The first is to focus on practice and lay a solid foundation. Centralized training on incumbency is held annually for the team of community workers, and experts, scholars and front-line practitioners in the field of social governance are invited to impart advanced governance concepts and practical business experience.

The second is to stimulate resonance and deepen the concept. Guide the multi-party entities of the community to participate in the path exploration of various forms such as power building, vision planning, and co-operation actions, and gradually realize the transformation of governance concepts and the deepening of community consciousness in the process of practical operation.

Develop a practical guide to community work

Based on the operation path of the residents' autonomy project, Jiading District has developed a series of books to guide the residents' autonomy work, enriching the "practical tool library" of the community workers.

The first is to set goals, clarify paths, and compile a guide manual for residents' self-government work. From the interpretation of the concept of "community", to how to do "resident autonomy", and then to how to do the "community and resident autonomy project", it provides practical guidance for the community worker team.

The second is to build a framework, re-analyze, and compile an evaluation manual for residents' self-government projects. Starting from the four elements of public participation, plan operation, community impact and plan sustainability, 25 evaluation indicators were embedded to build a scientific evaluation framework and analysis mechanism.

The third is to gather results, show results, and compile a manual for the evaluation and analysis of residents' autonomy cases. Focusing on the cultivation of community life community in the process of urbanization development, combined with the pluralistic integration of grassroots governance elements, combing, summarizing and evaluating excellent cases, it suggests the path and direction for better promoting residents' autonomy.

Jiading District attaches great importance to the excavation and cultivation of community active actors, and organically combines the working mechanisms of embedded leadership of party building, block governance network, and participatory planning and design, so as to stimulate the residents' sense of "ownership" and empower the cohesion of community work in the district. The first is to implement the co-operation strategy and give full play to the "embedded" party building leadership. With the structural embedding of party building as the core, we will strive to integrate social forces and resources in the "community co-operation" system, and build a working mechanism of "party building leading, resource sharing, issue consultation, problem co-solution, statute co-contracting, and life sharing", so as to enhance the sense of community community and homeland feelings, and gather the team of community work. The second is to weave a dense network of contacts to promote the effectiveness of "block governance". Organically combine the development of the "four hundred" normalized activities, further improve the visit mechanism and contact channels, deepen the "community-community-block-building-floor" block governance operation network, give full play to the leading role of community leaders and work teams, and further promote co-construction, co-governance and sharing. The third is to make good use of the project platform and promote "community planning". We will continue to promote the building of community governance brands at the town level, and have formed "one town, one brand", such as the "WE Home Action" in Malu Town, the "Millions and Thousands Project" in Anting Town, and the "Five Publics Co-operation" in Nanxiang Town. The implementation of "participatory" planning and design in the community has formed "one residence, one characteristic", promoted the "one community, one design" autonomous project model, guided more extensive and direct participation of residents, and also provided an effective practice platform for community workers to accompany and display their talents and serve residents.
