Announcement of the State Administration for Market Regulation on the Implementation of Compulsory Product Certification Management for Lithium-ion Batteries for Electric Bicycles and Chargers for Electric Bicycles

In order to further strengthen the quality and safety supervision of electric bicycles, in accordance with the relevant provisions of the "Regulations of the People's Republic of China on Certification and Accreditation", the State Administration for Market Regulation has decided to implement compulsory product certification (CCC certification) management for lithium-ion batteries and chargers for electric bicycles, and the relevant requirements are hereby announced as follows:

1. From October 15, 2024, the designated certification body will begin to accept the CCC certification commission for lithium-ion batteries for electric bicycles and chargers for electric bicycles (see the annex for details of product description and definition), and carry out CCC certification in accordance with the corresponding compulsory product certification implementation rules and applicable standards. Under the premise of controllable certification risk and ensuring the quality of certification, the existing conformity assessment results should be actively adopted to reduce the burden on enterprises and facilitate enterprises to obtain certificates.

2. From November 1, 2025, lithium-ion batteries for electric bicycles and chargers for electric bicycles shall be certified by CCC and marked with CCC certification marks before they can be manufactured, sold, imported or used in other business activities.

3. The certification institutions and laboratories responsible for the CCC certification and testing of lithium-ion batteries for electric bicycles and chargers for electric bicycles shall be designated separately.
