It appointed "shadow governors" in the eastern provinces of Kunal, Ragman and Lugel to "govern" the region; established training bases in Lugar; and appointed special recruiters in nine provinces, including Kunduz, Samangan, Faryab and Salpule. During this period, IS-K had the widest penetration in Afghanistan, with recruitment activities in 25 provinces in the east, north, center and west.
