The "Outline" was issued at this time, which fully embodies the deep concern and ardent expectations of the CPC Central Committee for the provinces and cities of Sichuan and Chongqing, and is the basic observance and action guide for implementing the development strategy of the twin-city economic circle in the Chengdu-Chongqing region. It is necessary to regard the implementation of the "Outline" as the central task of the present and future historical period, accelerate the formation of a powerful and distinctive twin-city economic circle in the Chengdu-Chongqing region, and form an important growth pole for high-quality development in the western region.
Second, build an integrated comprehensive transportation system to strongly support the construction of the twin-city economic circle in the Chengdu-Chongqing area
The geographical location of Chengdu-Chongqing region is important and has the unique advantage of building a comprehensive transportation hub. Specifically:
1． Highlight the "dual-core" leadership. The most prominent feature of the twin-city economic circle in the Chengdu-Chongqing region is the "dual core" with the main urban area of Chongqing and the two central cities of Chengdu as the core. Promote the construction of national comprehensive transportation hubs, strengthen the role of regional comprehensive transportation hubs in connecting and driving, and optimize the division of labor and cooperation among hub cities at different levels.
4． Create an efficient and interconnected intercity transportation network. Focus on strengthening the axial connection of the main axis of Chengdu and Chongqing, promote the coordinated development of cities along the river, and radiate to drive the development of the two provinces and cities of Sichuan and Chongqing. Around the "dual core", priority will be given to using the surplus capacity of trunk railways to open intercity trains, appropriately build new intercity railways, and build an intercity railway network. Optimize the intercity expressway network and strengthen the interconnection of intercity expressways. At the same time, we will smooth the transportation channels with the Qinba Mountains, Wuling Mountains and other surrounding underdeveloped areas, and support the improvement of the transportation infrastructure network in the old revolutionary areas of Sichuan and Shaanxi.
5． Construct a commuter transportation network in the metropolitan area. Strengthen the docking of rail transit, road traffic and bus lines in Chongqing Metropolitan Area and Chengdu Metropolitan Area, and create a 1-hour commuting circle. Promote the "four-network integration" of trunk railways, intercity railways, urban (suburban) railways, and urban rail transit to create a "metropolitan circle on the track". Third, coordinate the construction of a modern industrial system and form an important growth pole for high-quality development
The transportation integration of the Chengdu-Chongqing metropolitan area will ultimately promote the docking of the intercity industrial chain, realize the integrated development of the industry, and enhance the competitiveness of the Chengdu-Chongqing metropolitan area. In January 2020, the sixth meeting of the Central Financial and Economic Commission pointed out that promoting the construction of the twin-city economic circle in the Chengdu-Chongqing region is conducive to forming an important growth pole for high-quality development in the western region and creating a strategic highland for inland opening up, which is of great significance for promoting high-quality development. Based on the above requirements of the "Outline", it can be seen that promoting the free flow of various production factors and promoting the integrated development of the market is one of the due meanings and core tasks of the construction of the twin-city economic circle in the Chengdu-Chongqing region. The rule of law is the cornerstone of a market economy. In order to promote the free flow of factors and reduce institutional transaction costs, the State Council formulated the Regulations on Optimizing the Business Environment in 2019, proposing a series of arrangements for free market access and fair competition review. For the construction of the twin-city economic circle in the Chengdu-Chongqing region, in order to achieve the integrated development of the market, it is also necessary to play the role of the guarantee of the rule of law.
First of all, jointly build unified market rules. Because Chongqing Municipality, Sichuan Province and its subordinate prefecture-level cities can formulate local regulations and local government rules, refine market access standards, formulate specific administrative punishment standards, and stipulate specific legal responsibilities, there are great differences in market access, administrative supervision, and legal responsibility within the scope of the Chengdu-Chongqing Area Twin Cities Economic Circle. Only by strengthening legislative coordination and unifying administrative discretionary benchmarks can the above problems be solved. One of the problems facing China's coordinated regional development is that there are a large number of explicit and invisible market barriers, and the phenomenon of local protection and market segmentation is more prominent, which affects the formation of a unified market. To this end, improving the fair competition review system, especially the institutionalization of the cross-assessment of fair competition review that Has been tried by Chongqing Municipality and Sichuan Province, is extremely important to break the unreasonable restrictions of administrative divisions on the flow of factors.
Finally, strengthen law enforcement collaboration. In the case of the free flow of factor resources and market entities, how to strengthen market supervision and prevent regulatory loopholes and repeated law enforcement is necessary. Enhanced law enforcement collaboration can address these issues. Chapter 9 of the Outline points out that it is necessary to optimize the comprehensive supervision system and establish and improve the linkage response and coordination mechanism for administrative law enforcement. Chapter V of the Outline points out that it is necessary to promote the regional integration of financial markets and supervision, and promote cross-regional cooperation in specific fields.
