According to the Circular, the "Golden Voice Award" (hereinafter referred to as the "Golden Sound Award") of the China Radio and Television Program Award and China Broadcasting Host is the first government award established in the field of broadcast hosting in China with the approval of the central government.

The award is held biennially and is hosted by the State Administration of Radio and Television and hosted by the China Television Arts Commission.

In order to do a good job in the first selection work in 2021, all provincial bureaus and units are invited to fully understand the importance of establishing the "Golden Sound Award", attach great importance to and carefully organize the participation.

The "Golden Voice Award" (hereinafter referred to as the "Golden Voice Award") is a government award approved by the central authorities and established for the first time in the field of broadcast hosting in China, which embodies the care and ardent hope of the Party Central Committee for the team of radio and television broadcasters and hosts, and is an important measure for the State Administration of Radio and Television to base itself on the new stage of development, implement the new development concept, build a new development pattern, and enhance the cohesion of the radio and television team, and encourage the majority of broadcasters and hosts to strengthen mainstream ideology and public opinion and highlight cultural self-confidence. 1. Guiding Principles

The selection of the "Golden Voice Award" adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implements the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 19th CPC Central Committee, adheres to the "two for" direction and the "double hundred" policy, adheres to the people-centered creative orientation, carries forward the core socialist values, gives full play to the role of incentives, leading and demonstration, strengthens the construction of a team of outstanding broadcast hosting professionals, and promotes the high-quality and innovative development of the radio, television and network audio-visual industries.

III. Entry Requirements

(1) Have the nationality of the People's Republic of China.

(2) Love the motherland, support the Communist Party of China, be loyal to the Party's radio and television undertakings, stress politics, emphasize moral conduct, and strengthen business.

(3) Holders of the "Announcer Host Certificate of the People's Republic of China" issued by the State Administration of Radio and Television and within the validity period, who are currently in the broadcast host position of radio and television broadcasting institutions at all levels throughout the country, and who have been engaged in broadcast hosting work for three years or more continuously, their representative works are radio and television programs broadcast by their units. The above deadlines are calculated until August 31, 2021. The qualifications for participation shall be determined by the preliminary evaluation unit.

(4) Announcers and hosts who are also engaged in radio and television work can only choose one category when participating in the appraisal, and may not report at the same time.

(5) Cadres at the level of deputy department or bureau or equivalent to deputy department or bureau level or above do not participate in the selection. In principle, the proportion of cadres selected at the department level shall not exceed 20%. Personnel holding leading positions at the department level and having senior titles of broadcast hosts do not occupy division-level quotas.

(6) Participants must not forge or conceal relevant information. Upon discovery, they will be disqualified.

(7) Persons who have violated the law and lost morality and their works are strictly prohibited from participating in the appraisal.

4. Selection Criteria

(1) Adhere to the correct political direction, enhance the "four consciousnesses", strengthen the "four self-confidences", achieve "two safeguards", consciously abide by discipline and law, abide by professional ethics, keep in mind social responsibility, and be able to correctly convey the voice of the party and the state, disseminate mainstream values, and show the style of the new era.

(2) Have a solid professional foundation, good language and cultural literacy and excellent expression ability, high professional level and comprehensive quality. The broadcast hosting works adhere to the integrity and innovation, conform to the aesthetics of the times, and represent the professional development direction.

(3) Virtue and art, with good influence and certain popularity in society.

5. Preliminary evaluation unit

The Radio and Television Bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government, the Bureau of Culture, Sports, Radio, Television, and Tourism of the Xinjiang Production and Construction Corps, and the General Office of the Central Radio and Television Station are the preliminary evaluation units of the "Golden Sound Award."

6. Quota for submission

(1) The number of places to be reported by the Radio and Television Bureaus of each province, autonomous region, and municipality directly under the Central Government, and the Bureau of Culture, Sports, Radio, Television, and Tourism of the Xinjiang Production and Construction Corps shall be 4 each (2 radio and 2 television), of which not less than 1 shall be reported to the prefectural or county-level broadcasting institutions.

(2) The number of applicants submitted by the General Office of the Central Radio and Television General Station is 8 (4 radio and 4 television).

(3) Each preliminary assessment unit shall submit a unified submission in accordance with the prescribed quota. The "Golden Sound Award" does not accept entries from other channels.

7. Submission method

The "Golden Voice Award" adopts the online registration method of the preliminary evaluation unit.

VIII. Preliminary assessment work procedures and requirements

(1) Individual declarations

In accordance with the procedures and requirements stipulated by the preliminary evaluation unit, the participants shall completely and accurately fill in the "Recommendation Form for the Host of the First China Broadcasting Host "Golden Sound Award" Outstanding Radio and Television Announcer" (see annex), and after filling in the recommendation opinions by the unit, signing and affixing the official seal by the person in charge of the unit, together with the representative works and other relevant materials, they shall be submitted to the preliminary evaluation unit. All submitted written materials must be stamped with the official seal of the unit.

(2) Organize a preliminary evaluation

Each preliminary evaluation unit is responsible for the preliminary evaluation and recommendation of the participants in the region and the unit. The preliminary evaluation unit shall conduct the qualification review in strict accordance with the conditions for participation and the selection criteria, and organize relevant departments and experts to conduct the review, and determine the recommended candidates within the prescribed number of submissions.

After the preliminary evaluation results are produced, the responsible persons of each preliminary evaluation unit must sign the "Recommendation Form for The First China Broadcasting Host "Golden Sound Award" Excellent Radio and Television Broadcaster Host" and affix the official seal of the preliminary evaluation unit.

(3) Fill in the report online

1. Each preliminary evaluation unit shall determine an administrator and contact the China Television Arts Committee to apply for an account (see item 13 for contact information).

2. The administrator logs on to the "Golden Sound Award Review Platform of the State Administration of Radio and Television" with the account number, fills in the information of the recommended candidates, uploads the electronic version of the materials; in the "Preliminary Evaluation Result Management", fills in the effective contact information of the administrator, and uploads the preliminary evaluation results with the official seal of the preliminary evaluation unit (including but not limited to the selection process, the list of recommended candidates and the detailed reasons for recommendation, the list of members of the preliminary evaluation team, etc.). The content must be true, accurate and complete.

(4) Submit materials

After the online application is completed, each preliminary evaluation unit shall summarize the complete and standardized paper and electronic versions of the materials recommended by the unit in accordance with the requirements (see item 9) and submit them to the "Golden Sound Award" Organizing Committee of the China Television Arts Committee by mail.

9. Requirements for submission of materials by the preliminary evaluation unit

(1) Paper version of the material

1. The results of the preliminary evaluation with the official seal of the preliminary evaluation unit.

2. The original stamp of the "First China Broadcast host "Golden Sound Award" Excellent Radio and Television Broadcaster Host Recommendation Form" recommended for the participants.

3. The professional resume and achievement profile of the broadcast host of the recommended candidate with the official seal of the preliminary evaluation unit (within 1500 words).

4. The recommended participant with the official seal of the preliminary evaluation unit broadcasts the text introduction of the representative work (including the background of the program, the interpretation of the creation, the broadcast of the program and the social repercussions, etc.).

5. A copy of the "Announcer Host Card of the People's Republic of China" (including the cover page, personal information page, and latest registration page).

6. Recommend 1 six-inch color resume photo of the participants.

Please print the above 1-4 materials on A4 paper, 1 copy each.

(2) Electronic versions of materials

1. The electronic version of the above 1-4 paper materials is scanned in pdf format.

2. Recommend the electronic version of the representative works of the participants. The specific requirements are as follows:

(1) Representative works shall be selected from the broadcast platform of the unit where the recommended candidates are located, and the recommended candidates shall appear in the works as announcer hosts.

(2) Representative works can choose to send 3-5 programs, the category is not limited, the length of each program is not limited, but the total duration is not more than 45 minutes, of which the total amount of language of the participating broadcast announcer host is not less than 30 minutes, and the total number of appearances, oral broadcasts and dubbing of the participating TV announcers and hosts is not less than 30 minutes.

(3) Editing of selected and sent programs is allowed, but the broadcast host part of the recommended candidates must maintain the original broadcast appearance and shall not be post-production for the purpose of optimization. At the same time, a link to the original full version of the representative work must be provided in the Recommendation Form, and if there is no link, the original complete program must be provided in the electronic version of the material.

(4) Broadcast time of selected programs: September 1, 2018 to August 31, 2021.

(5) File format:

The video file adopts MP4 format, the encoding method is H.264, and the resolution is not more than 1920*1080;

Audio files are in MP3 format.

(6) The file name of each representative work shall be marked as "the name of the recommended participant (broadcast name) + the name of the program".

3. 4 color photos of the recommended candidates, in jpg or png format, each size does not exceed 5M, including:

(1) Broadcast and host 2 on-site work photos;

(2) 1 resume photo;

(3) 1 two-inch white background crown-free ID photo.

4. Storage media: removable hard disk or U disk (be sure to affix a label and indicate the preliminary evaluation unit). Please set up a separate electronic folder for each recommended candidate, and the name of the folder must be marked as: "Recommended candidate's name (broadcast name) + selection category + preliminary evaluation unit".

(3) The above entries will not be returned.

10. Publicity statement

In order to publicize and promote the results of the "Golden Sound Award" selection, the China Television Arts Committee has the right to media exhibition and broadcast the representative works of the participants, and may make the above representative works into electronic audio-visual products and books for non-commercial promotion, observation and discussion and exchange activities. Those who have doubts about this should make a declaration, otherwise, the seal of the submitting unit shall be regarded as an endorsement of this clause.

11. The selection of the "Golden Voice Award" does not charge fees to the participating units and individuals in any way.
