The vicissitudes have changed dramatically. What used to be a wilderness mudflat is now a national wetland reserve, nourishing the land and people here.
The Economic Daily reporter recently came to Jinghai and walked into Tuanbowa to explore the mystery of its change.
Rush out of the steel siege
Jinghai District has been frequently affected by environmental problems, and many environmental protection old accounts such as "scattered pollution" enterprises have become hot spots in public opinion.
In 2017, during the first round of environmental protection inspections by the central government, many environmental problems represented by the "steel siege" in Jinghai District were named, paying a heavy price for extensive development.
In 2020, the second round of environmental protection inspectors of the central government once again conducted a comprehensive "physical examination" of Jinghai District. The environmental problems pointed out this time have been significantly reduced in severity and number, and some of the practices have been endorsed by the inspection team.
Why is the change so significant? Behind the road of exploring the "ecological foundation" is the consensus of Jinghai people that "green determines life and death".
In terms of ecological environmental protection, Jinghai District calculates big accounts, long-term accounts, overall accounts, and comprehensive accounts, and boils down to political accounts. Vigorously implement the three-year special action of "Jinghai Clean Project" to ensure the cleanliness of the environment and ecology with a clean political ecology.
Jinghai has Daegu Zhuang. After experiencing a period of deformed rapid development, the structural contradictions accumulated over a long period of time, such as the bias of the industrial structure of Daegu Zhuang, the cramped space for industrial development, and the serious pollution of the regional ecological environment, have become increasingly prominent.
"Don't shy away from contradictions, gnaw the hardest 'bones.'" Gao Zhi, secretary of the party committee of Daegu Zhuang Town, told reporters that it is necessary to upgrade traditional industries through transformation, accumulate and cultivate new kinetic energy for new industries, and protect valuable ecological resources.
Walking into the production workshop of Tianjin YuantaiDerun Steel Pipe Manufacturing Group Co., Ltd. located in the industrial park, the reporter saw the steam rising of the production line, after high-frequency welding, pipe cutting, layer by layer grinding, and stepping up the production of square moment pipes out of the production line.
Under the "environmental protection storm", Yuantai Derun accelerated its transformation and upgrading, added intelligent sewage treatment facilities in 2018, and last year was on the most advanced welding equipment in China. "The transformation and upgrading of steel pipe enterprises is indeed difficult, but in the face of development bottlenecks such as high environmental governance costs and cramped industrial development space, eliminating backward production capacity, extending the industrial chain, and improving the added value of products is the only way." Gao Shucheng, chairman of the company, told reporters.
In recent years, Daegu Town has shut down and banned nearly 30 "scattered pollution" enterprises, and the market space vacated has been filled by enterprises with environmental protection standards and advanced technology, realizing the transformation of the industry from "black" to "green".
In the production workshop of Tianjin Youfa Steel Pipe Group Co., Ltd., the only 10 million-ton welded steel pipe manufacturing enterprise in China, the reporter saw that each production line was basically intelligent and clean. Youfa has invested a total of 600 million yuan in environmental protection governance, increased investment in scientific and technological research and development, and mastered more than 50 patented technology inventions. In December last year, Youfa was listed on the Shanghai Stock Exchange.
Eliminating backward production capacity and realizing the upgrading of traditional industries is only the basis of "industrial breakthrough". It is necessary to completely gnaw down this "hard bone", move towards high-quality development, and create a new industrial highland.
Create an ecological green face
In 2020, the Sino-German Tianjin Daegu Zhuang Eco-City, with a planned area of 16.8 square kilometers, will enter the stage of full development. Following the Sino-Singapore Tianjin Eco-City, another Eco-City in Jinmen is quietly rising.
"In terms of planning concept, the two Eco-Cities are in the same vein." Liu Wenchuang, director of the Daegu Zhuang Eco-city Development and Construction Administration, told reporters that drawing on the international and domestic advanced regional indicator systems, the Sino-German Tianjin Daegu Zhuang Eco-City has formed 20 indicator systems to guide the whole life cycle of the Eco-city. Relying on the Daegu Zhuang Industrial Zone, combined with the existing steel products industry, the Eco-City takes green buildings, new energy, medical equipment, new materials, energy conservation and environmental protection, and packaging as the six major directions, gradually promotes the extension of the industrial chain and promotes the upgrading of traditional industries.

In January 2017, the Prefabricated Building Industry Innovation Alliance was established in Jinghai. Two years later, Tianjin Modern Construction Industrial Park was approved for establishment, and nearly 20 prefabricated construction enterprises settled. In September last year, Tianjin Modern Construction Industrial Park became a national-level park-type prefabricated construction industry base.
With the help of ecological advantages, Jinghai District also aims at "great health" and develops four leading industries of medical care, education, sports and health care.

Walking in the 100 acres of "Medicine Mountain" on the new campus of Tianjin University of Traditional Chinese Medicine, 480 kinds of medicinal plants are lush, medicinal flowers bloom brilliantly, and the aroma of yam is fragrant. The people of Shizumi have tasted the sweetness of turning from black to green.
Nugget City Mine
On the banks of the Ziya River, it is the water transport dock of the old Jinghai. More than 30 years ago, the local people went south to the north, found business opportunities from the collected scrap copper and rotten iron, "panned for gold" in waste wires and old home appliances, and engaged in workshop-style dismantling of waste home appliances. No one expected that this would become the starting point of The Circular Economy in Jinghai.
A state-level development zone dominated by circular economy, Ziya Economic and Technological Development Zone is unique.
In recent years, they have implemented "circle management" to strengthen environmental constraints; eliminate backward productive forces and solve small scattered problems; introduce strategic emerging industries to expand the new energy vehicle market; create a circular economy in the automobile industry and lay out the whole industrial chain... From small scattered workshops to national circular economy parks, the Ziya River has witnessed the new and old changes in Jinghai.
In the Grammy (Tianjin) Urban Mineral Recycling Industry Development Company, Zhu Pengyun, administrative personnel manager, introduced to reporters that scrapped cars are rich minerals of renewable resources, and Grammy has a total investment of 1.2 billion yuan to extend the dismantling and processing of scrap cars and scrap metal dismantling and other industries.
Not only Grammy, walking into the dismantling and processing plant areas in the Ziya Park, I can't see the dust and hear the noise. The park can digest 1.5 million tons of waste mechanical and electrical, waste electrical appliances, scrap cars, waste plastics every year, and provide recycled copper, aluminum, iron and other resources for downstream enterprises.
It is understood that the park processes 1.5 million tons of renewable resources per year, saving 5.24 million tons of standard coal per year, emitting 1.66 million tons of carbon dioxide, 100,000 tons of sulfur dioxide, and saving 1.8 million tons of oil.
Restoration of wetlands in the water system
Standing on the north bank of Tuanbo Lake, looking out, the duli river flows quietly. Here, it passes through the Baiyangdian Daqing River system, reaches the coastal wetland, and finally flows into the Bohai Sea, which is an important part of the ecological corridor of "Baiyangdian - Duliu River Reduction - Beidagang Wetland - Bohai Bay".
Jinghai is located on this central axis. According to the "Tianjin Ecological Function Zoning", Tuanbo Wetland echoes with the Natural Wetlands of Dahuangbao and Qilihai in the north of Tianjin, and is connected with the water system of Xiong'an New Area and Binhai New Area, becoming an important ecological node on the Xiongbin Corridor.
In line with the standards for the protection and restoration of Baiyangdian in Xiong'an New Area, Jinghai District continued to increase ecological restoration efforts, and 57.83 square kilometers of land were included in the ecological protection red line of Tianjin. Since 2018, Jinghai District has completed 470 million cubic meters of ecological water replenishment and continued to carry out afforestation projects.
Today, Tuanbo Lake has been identified as a wetland and bird nature reserve in Tianjin, and has been included in the "List of Wetland Nature Reserves in China" and is known as the "lung of Beijing and Tianjin".
Through the implementation of a series of ecological protection and restoration projects such as water system treatment, restoration of degraded wetlands, and returning fishing to wet, the ecological conservation function and biodiversity of wetlands are gradually being restored. Today, 164 species of birds, including white storks, black storks, swans, mandarin ducks and egrets, inhabit and breed here.
The economic benefits brought by good ecology are also gradually emerging. Every April, a grand "Begonia Cultural Festival" is held in Linhainei, attracting many citizens to play and watch. From the farm on the banks of the Heilonggang River, to the Tianying Farm on the kilometer road, to the Zhongyan Apricot Abalone Mushroom Base in the Linhai Park, the economy under the forest has developed rapidly, and the edible mushrooms, free-range poultry and vegetables in the woodland have become the characteristic industries of the Linhai Demonstration Zone, driving farmers to become rich.
A clear lake and layers of greenery have built an ecological pattern of "East Lake and West Forest", which not only infiltrates the entire Jincheng City, but also builds an ecological base for the high-quality development of Jinghai.
