The China Center for International Economic Exchanges released the "China Think Tank Economic Observation (2020)" on the 29th. The long annual report proposes that the construction of a large cross-sea corridor in the Bohai Strait be included in the national "14th Five-Year Plan".

The report points out that the Bohai Strait cross-sea passage is a super-large-scale infrastructure construction project and has a bearing on the strategic overall situation of China's socialist modernization drive. In the past 30 years, a large number of relevant research results have been formed, which have been included in a number of national special plans and local plans. In recent years, all parties have formed a basic consensus on the project, believing that the construction of this large channel is very necessary and the conditions for starting construction are basically met. It is recommended that this be included in the national "14th Five-Year Plan" to accelerate the process of demonstration and construction.

The Bohai Strait, located between the two peninsulas of Liaodong and Shandong, is not only a necessary passage for the open sea to enter the Bohai Sea, but also a natural barrier for China's north-south land traffic, blocking railway and road traffic between the north and the south, and restricting the economic and social development of the Bohai Rim, the Northeast, the Shandong Peninsula and the eastern coastal areas. In the past 30 years, many experts, scholars, departments and localities in China have conducted in-depth research on the cross-sea passage of the Bohai Strait and produced a large number of research results. Among the research results, some of them have received important instructions from the leaders of the Party Central Committee and the State Council, and have been included in many important special plans and documents.

According to the report, the basic assumption of these research results is: to take advantage of the favorable geographical conditions of the Bohai Strait, from Penglai in Shandong To Lushun in Liaoning Province via Changdao, to build a direct railway and highway fast channel in the form of an undersea tunnel or a combination of bridges and tunnels, to turn the C-shaped traffic around the Bohai Sea into O-shaped traffic in all directions, to turn the graben into a pathway, and to form a major artery of railway and highway traffic in the east that runs through 11 provinces and cities such as Heilongjiang to Hainan in China.

The report believes that from the implementation of major national strategies, coordinated regional development, the construction of a transportation power, and a high level of opening up to the outside world, the Bohai Strait cross-sea corridor has six major functions. First, it has the function of the second largest channel in the northeast and is a new strategic channel. Second, it has the function of a comprehensive transportation channel along the eastern coast, which is conducive to promoting the integrated development and integrated development of the regional urban agglomeration in the eastern region and on both sides of the Bohai Bay, and forming a new pattern of economic and social development in the new era. Third, it has the function of intercity transportation in Liaoning and Shandong, which is conducive to promoting the interconnection of the two peninsulas, accelerating the coordinated development of the north and south regions of the Bohai Strait, and narrowing the gap between the north and the south. Fourth, it has the functions of transportation security and national defense strategic transportation channels, which is conducive to strengthening military-civilian integration and ensuring national defense security. Fifth, it has the function of an international strategic channel for Northeast Asia, which is conducive to promoting the long-term cooperation and development of the regional economy in Northeast Asia and improving the level of opening up to the outside world. Sixth, it has important people's livelihood functions and is a people's livelihood project that meets the people's increasingly diversified needs for a better life.

The report emphasizes that the planning and construction of the Bohai Strait cross-sea corridor has important national strategic needs. Comprehensively building a socialist modern power requires the support of major engineering projects. Planning and construction of this great channel is an important embodiment of the path and institutional superiority of socialism with Chinese characteristics, an urgent need for national rejuvenation, national prosperity and people's happiness, a comprehensive integration of national innovation projects, and an important starting point for promoting the country's high-quality and coordinated development.

From the perspective of economic development needs, the planning and construction of this project has an important role in promoting China's economic development goals by 2035. It will be conducive to promoting the integrated development of the Bohai Rim region, the northeast and north China and even the sustained and coordinated development of the national economy, accelerating the integration of China's regional large market and even the national large market, stimulating and creating huge market demand, and cultivating new economic growth points in a wider range and more fields. It is conducive to stimulating effective domestic demand and promoting sustainable economic development. It is conducive to building a large pattern of coastal tourism. It is conducive to promoting the construction of a strong transportation country and forming a new pattern of virtuous circle development of the domestic economy.

The report pointed out that the construction of the Bohai Strait cross-sea corridor can greatly improve the investment environment of the Bohai Rim region, expand the opening up of the Bohai Rim region, greatly strengthen economic cooperation with Northeast Asian countries and regions, and at the same time make the northeast and the hinterland of the mainland more closely connected, promote the northeast from the "end of opening up" to the "frontier of opening up", which is conducive to promoting the formation of a new pattern of opening up in which the land and sea are linked at home and abroad, and the east and west are mutually beneficial in both directions. In addition, it is also conducive to meeting the people's pursuit of diversification of a better life and building a resource-saving and environment-friendly society.
