Things have to start from 2003, when Lu Shuhua was in charge of preventing job-related crimes in the hospital, and she felt that since we wanted to prevent it, there must always be preventive measures. In a conversation with the leaders of Jilin Prison, the thinking on the prevention of job-related crimes was sparked: Can prison inmates be mobilized to appear and say? Could the environment of prison facilities be used for public officials to visit in order to achieve a more direct deterrent effect? Set up a "warning education base" in Jilin Prison? These ideas were supported by the leaders of the hospital. After many efforts, the Jilin Chuanying District People's Procuratorate's Warning Education Base for the Prevention of Job-related Crimes was finally established in Jilin Prison. This is a new thing in Jilin City, and there is no experience or law to follow. But now that it has begun, it must be carried out according to the previous plan: the first step is to find those who dare to stand up and lash out at their inmates, dissect themselves, and present themselves. This person must have both literary ability and the courage to come to power, and more importantly, he can break through his own psychological defense line and sprinkle salt on his wounds in front of everyone... This is not an easy task. Lu Shuhua has worked with the Prison Education Department to screen the files on many occasions, select possible candidates, and then she personally attacks the hearts one by one. At the beginning, no one was willing to cooperate, but after several months of repeated run-ins, there were dozens of contacts with prisoners serving sentences for job-related crimes, and Wang Yongwei and seven other prisoners joined the team of inmates. Hundreds of lectures, large and small, nearly 100,000 people from more than 300 enterprises and institutions went to Jilin City Prison to carry out warning education. Between 2003 and 2013, more than 40 member units of the Job-related Crime Prevention Network reached zero record of job-related crimes, and this warning education base truly produced the fruits of purifying the soul. Many leaders said: "Shuhua, you are not only a job, but also a great good deed, I don't know how many people are more respectful of the law!" In the face of the encouragement and support of the leaders and the active cooperation of the relevant departments, Lu Shuhua did not relax herself at any time, organized large-scale propaganda activities for many times, and personally preached more than 70 times on stage, even if it was the recovery period after vocal cord surgery, she also spent time in preaching everywhere, and later people who knew her thought that her voice was originally so hoarse.
Back to Wang Yongwei, who was originally the deputy director of the Circulation Department of the Jilin City Local Taxation Bureau, was sentenced to 12 years in prison for embezzlement, and he was also the first prisoner trained by Lü Shuhua to appear and speak, and more than a hundred times of public confession warned everyone and reshaped himself. Due to his positive performance and strong social repercussions, Wang Yongwei was freed 5 years ahead of schedule, and later became a member of the mission team of the Chuanying District Association for the Prevention of Job-related Crimes, and was also recognized by his family and friends. Lu Shuhua is not satisfied with these daily tasks, she thinks, how to let the community corrections personnel really and completely say goodbye to crime, relying on preaching and restraint is not enough, we must do this work in the depths of the soul. In September 2018, a warning education activity with the theme of "Sounding alarm bells on high walls, reflecting on freedom" sponsored by the Chuanying District People's Procuratorate and co-organized by the Chuanying District Justice Bureau and Jilin Prison was held in Jilin Prison.
