Member Cheng Ping: Create a lean and practical professional team for maritime rescue

Faced with great dangers such as continuous combustion and explosion, Chinese sea rescue team members raced against the god of death to rescue them. "It is such a professional rescue team that has rescued 75,543 Chinese and foreign people in distress and rescued 5,108 ships in distress in the past 67 years." Cheng Ping, director of safety of the Ministry of Transport, said in a speech at the third plenary session of the first session of the 13th National Committee of the Chinese People's Political Consultative Conference on the 10th.

With the deepening of international cooperation and the construction of a "maritime power", China's far-reaching sea development activities have become more and more frequent, and the emergency tasks of the national strategy of maritime rescue services and the needs of people's livelihood have become more arduous and complex.

Cheng Ping believes that compared with the new requirements of the new era, there is still a big gap in China's current maritime rescue system. The main manifestations are that the coordination mechanism is not efficient enough, affecting the timeliness of rescue; the ocean-going rescue ships and deep-sea search equipment are insufficient, and the technological innovation ability is insufficient; the laws and regulations are not perfect, and the boundaries of maritime rescue rights and responsibilities are not clear; the treatment of senior technical personnel is low, it is difficult to introduce, and it is more difficult to retain.

In order to better promote the construction of the national maritime rescue system, Cheng Ping believes that it is necessary to improve understanding, improve the mechanism, and better serve the national strategy; rational layout, innovate science and technology, and enhance the ability of maritime rescue; improve the maritime rescue laws and regulations to achieve rescue according to law; guarantee funds, improve treatment, and create a lean and practical professional team.

On "innovating science and technology to enhance maritime rescue capabilities", Cheng Ping gave some specific suggestions. For example, we should increase the construction of ship equipment needed for search and rescue salvage and national defense emergency support; strengthen the scientific and technological innovation of rescue and salvage under the conditions of deep sea and harsh meteorological sea conditions, promote the construction of the "National Science and Technology Innovation Base for Complex Operation Technology in the Far-Reaching Sea", and seize the commanding heights of deep diving technology such as saturation diving.

At the same time, we will accelerate the construction of search and rescue flight bases and training facilities, and improve the construction layout of the maritime rescue support system.
