Recently, the Hunan Provincial Grain and Material Reserve Bureau and the Provincial Development and Reform Commission jointly formulated and issued the "14th Five-Year Development Plan for Key Material Reserves in Hunan Province" (hereinafter referred to as the "Planning"), focusing on regional risk prevention and ensuring the stability of the industrial chain supply chain, solidly promoting the reform of the material reserve management system, and consolidating the material foundation for the construction of a modern new Hunan.
According to the relevant person in charge of the Hunan Provincial Grain and Material Reserve Bureau, the province's material reserves started late, although the relevant work has made great progress during the "Thirteenth Five-Year Plan" period, but in recent years, major natural disasters such as floods, forest fires, low-temperature rain and snow freezing, geological disasters, as well as public health events such as the sudden new crown pneumonia epidemic, highlighted the shortcomings of the reserves of civil biological resources and epidemic prevention materials, and also exposed the weaknesses in ensuring the market, stabilizing supply and fighting major disasters.
Hunan has never prepared a material reserve plan in the past. In order to formulate the "Plan", the Provincial Grain and Material Reserve Bureau, the Provincial Development and Reform Commission, and a third-party authoritative academic institution conducted in-depth research on the province's material reserves, and scientifically and reasonably determined the scale of material reserves, laid out the construction of reserve infrastructure, improved the management system and mechanism, and clarified safeguard measures according to the requirements of relevant documents and combined with the actual conditions of Hunan. It is necessary to plan more ways to make use of reform and to comprehensively solve the problem of "what to store, how much to store, and how to store it," so as to ensure that the reserve materials are sufficiently prepared, managed, and stored well at ordinary times, and can be taken, transferred quickly, and used at key moments.
The "Planning" sets the overall development goal of Hunan's material reserves in the next 5 years: by 2023, on the basis of rationalizing the management system of emergency materials such as disaster relief and relief, flood prevention and drought control, we will strive to promote the reform of the reserve system and mechanism of important civil biological resources such as pork, sugar, cotton, tea, fertilizer, seeds, etc., and gradually form a material reserve system with reasonable division of labor, clear responsibilities, consistent powers and responsibilities, mutual restraint and mutual supervision of "construction and storage, management and storage, storage and storage" The reserve capacity of important civilian biological resources and key disaster relief emergency materials has been significantly enhanced, the social responsibility reserve system has been initially established, and a new pattern of multi-level and diversified reserve development has basically taken shape.
By 2025, major strategic achievements will be made in deepening the reform of the local material reserve management system, and a local material reserve system with hierarchical linkage, complementary government reserves and enterprise reserves, and "classified management, overall planning linkage, professional and efficient" will be fully established, and the reserve efficiency will be greatly improved and the reserve role will be significantly enhanced.
The "Planning" makes it clear that the reserve materials in Hunan Province are divided into two categories: civil biological resources and emergency materials.
People's biological resources refer to materials that play an important role in the social and economic development of Hunan Province, regional risk prevention and people's production and life, mainly including bulk agricultural products, drugs, minerals, important means of production, means of subsistence, etc. The reserves of key people's biological resources will include cotton, pork, sugar, salt, fertilizer, seeds and tea.
Emergency materials refer to the materials and rescue equipment necessary to respond to the whole process of emergency response to public emergencies such as serious natural disasters, accident disasters, public health events and social security incidents. It mainly includes disaster relief emergency materials, public health emergency materials, transportation emergency materials, as well as observation, communications, lighting and protection and riot prevention emergency equipment, basic life support emergency materials, etc.
In order to ensure the efficient operation of reserves and improve the efficiency of support, during the "14th Five-Year Plan" period, Hunan will gradually adjust and optimize the material reserve infrastructure network, focusing on promoting the construction of two major reserve infrastructure projects. The first is the construction of emergency material reserve depots (points). Focus on the construction of an emergency material reserve system centered on the emergency material distribution and transportation base in changsha, the provincial capital, supported by the flood prevention and drought control material reserves in the Xiang, Zi, Yuan, and Lishui water basins, and supplemented by the anti-freeze and anti-ice disaster material reserve center in the Wuling Mountain area of Central Hunan Province. The second is the key project of public health emergency material reserve. Rely on the Provincial Center for Disease Control and Prevention to build regional epidemic prevention and control material reserve bases, and build a number of provincial and municipal emergency material reserve bases. Focus on the construction of five provincial-level regional public health emergency material reserve bases in Changsha, Huaihua, Hengyang, Yueyang and Chenzhou.
