On November 11, the reporter learned from the Harbin Municipal Housing and Construction Bureau that since the beginning of the year, the Municipal Housing and Urban-Rural Development Bureau has further classified and refined the project approval process according to the project scale, funding sources, land acquisition methods and other elements, and realized the "tailor-made" "personalized" approval service. Among them, the approval process of building permits has been adjusted from 17 to 19, and the approval time limit has been further compressed from 35 to 67 working days last year to 15 to 42 working days, compared with the 120 working days required by the state, which has been compressed by more than 60%.

It is understood that in order to further reduce the approval threshold, promote the rapid landing of enterprise investment projects, and expand the scope of benefits for enterprises to enjoy optimization policies, Harbin City issued the "Opinions on Further Optimizing the Implementation of Approval Services for Simple and Low-risk Engineering Construction Projects for Social Investment", which increased the construction scale of low-risk warehouse and plant projects to 10,000 square meters, and optimized the approval matters, processes, and time limits, and reduced the whole process of approval of such projects to 4 links, 11 approval matters, 27 elements, and an approval time limit of 15 working days. This measure requires enterprises to only handle matters such as project establishment, land use, planning, construction drawing review and other matters before starting construction, and can get the construction permit within 9 working days, basically realizing "starting construction when getting land"; 6 working days can complete the completion acceptance filing and real estate registration. At the same time, Harbin has also launched a "scenario-based" theme approval process, customizing 51 "scenario-based" theme approval processes such as "I want to build a public (middle) primary school building", "I want to build a commercial and residential integrated real estate project", "I want to build a parking building", breaking through the traditional "universally applicable, comprehensively inclusive" oriented approval model, and enterprises can directly obtain accurate, clear, fast and convenient approval services through "scenario-based" customization.

According to reports, in 2021, the city issued construction permits for 53 provincial and municipal key projects, with a total construction area of nearly 300,000 square meters. Through continuous optimization and adjustment, the city's building permit approval has entered the best ranks in the country and has been promoted to an excellent grade in the 2020 national business environment assessment assessment.
