James Sweeney said that the ideal energy system is a sustainable system. To achieve sustainability, three factors must be considered: First, the economy, which must conform to the laws of economic development, ensure that there are sufficient energy resources and the energy system can be profitable. He called these three factors the "energy policy triangle." How to build an "energy policy triangle"? James Sweeney proposes four paths: energy efficiency, end-use substitution, low-carbon energy production, and carbon capture and storage.

For example, he said, in terms of improving energy efficiency and reducing carbon, there are many areas that can be done, such as light bulbs and building lights, which can be replaced by induction switches. Some energy sources are mixed, shared or substituted for each other, and more efforts are needed to make them more scalable in terms of green environments. Attention should also be paid to solving the problem of carbon emissions, especially those generated by coal power plants.
