How did Miyun Reservoir become a "priceless treasure"?

Miyun Reservoir is an important water source in Beijing, General Secretary Xi Jinping described it as a "priceless treasure", what measures will be taken to protect the water source of Miyun Reservoir during the "14th Five-Year Plan" period? Liu Dagen, director of the Water Conservation and Ecology Department of the Beijing Municipal Water Affairs Bureau, said at a press conference yesterday that during the "14th Five-Year Plan" period, the Municipal Water Affairs Bureau will continue to adhere to the "departmental linkage, urban coordination, Beijing-Hebei cooperation" to strengthen the protection of the water source of Miyun Reservoir, first, to implement the water ecological protection and development plan in the basin within the Beijing MunicipalIty. The "Planning" clarifies the goals of water ecological protection and green development in the Miyun Reservoir basin, and puts forward the pattern of water ecological protection in the basin of "one reservoir, one ring, three districts and multiple corridors". It also puts forward 31 specific work measures and tasks in four aspects: ecological space control, ecological protection and restoration, ecological protection compensation, and scientific and technological support. These include six policies to promote the sustainable development of water conservation people and the sustainable protection and restoration of the ecology. Among them, the horizontal ecological compensation policy of water resources protection and strategic reserves in Miyun Reservoir has a certain degree of innovation, which is also a useful exploration to implement the decision-making and deployment of the Party Central Committee and the State Council on the value of ecological products and ecological compensation, and to explore and improve the mechanism for realizing the value of aquatic ecological products.

On the other hand, the whole basin scale continues to promote the implementation of the joint action plan for the protection of water sources in the Beijing-Hebei Miyun Reservoir. More than 3/4 of the miyun reservoir basin is in Zhangjiakou and Chengde cities in Hebei Province, accounting for 78% of the basin area. Last year, the two places jointly formulated the "Joint Action Plan for the Protection of Water Sources in the Beijing-Hebei Miyun Reservoir" and established a joint meeting mechanism. During the "14th Five-Year Plan" period, we will continue to carry out key water conservation actions in the five major areas of ecology, law enforcement, science and technology, engineering and river chief system, further improve the compensation mechanism for the horizontal ecological protection of the upper reaches of Miyun Reservoir and the Water Conservation Area of Chaobai River Basin with total nitrogen reduction, water quality improvement and ecological base flow as the main indicators, and Beijing and Hebei will work together to protect the Miyun Reservoir.
