Since the beginning of this year, Sichuan has taken effective measures to promote the improvement of the quality of the atmospheric environment, deeply fought the battle against air pollution, and effectively formed a high-pressure situation of "zero tolerance" for illegal acts of the atmospheric environment. At a regular press conference held by the Sichuan Provincial Department of Ecology and Environment in December 16, the Sichuan Provincial Department of Ecology and Environment reported three typical cases of gas-related environmental violations, involving violations of atmospheric pollutants in excess of standards and failure to implement emergency emission reduction measures for heavily polluted weather in accordance with regulations.
Case 1:
Mianyang City Sichuan Minghong Huayue Technology Co., Ltd. exceeded the standard emission of atmospheric pollutants
On January 27, 2021, law enforcement personnel of Mianyang Municipal Bureau of Ecology and Environment carried out on-site inspection at Sichuan Minghong Huayue Technology Co., Ltd., and simultaneously commissioned the Mianyang Ecological Environment Monitoring Center Station in Sichuan Province to sample and test the exhaust gas of the company's rotary kiln of the alum sodium project, and the results showed that the concentration of chromic acid mist in the exhaust gas of the company's rotary kiln exceeded the standard by 0.86 times.
The company's behavior violated article 18 of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, which stipulates that "enterprises, public institutions, and other production operators shall conduct environmental impact assessments and disclose environmental impact assessment documents in accordance with law when building projects that have an impact on the atmospheric environment; where pollutants are discharged into the atmosphere, they shall comply with the emission standards for atmospheric pollutants and comply with the total discharge control requirements for key atmospheric pollutants". The Mianyang Municipal Bureau of Ecology and Environment ordered the company to immediately stop the illegal acts in accordance with the law, and on May 24, 2021, it made a penalty decision to fine him 538,800 yuan.
Case 2:
Chengdu Zhongheng Ruida Aluminum Curtain Wall Decorative Materials Co., Ltd. did not implement emergency emission reduction measures for heavily polluted weather in accordance with regulations
On November 16, 2021, law enforcement officers of Chengdu Municipal Bureau of Ecology and Environment went to Chengdu Zhongheng Ruida Aluminum Curtain Wall Decoration Materials Co., Ltd. to conduct on-site inspections and found that the company did not implement the "one factory, one policy" emergency emission reduction plan for heavily polluted weather in accordance with regulations during the yellow warning period of heavily polluted weather, and illegally carried out spray paint and drying operations.
The company's behavior violated the second paragraph of article 71 of the Sichuan Provincial Implementation Measures, which stipulates that "enterprises, public institutions, other production operators, and citizens shall cooperate with the government and its relevant departments to take emergency response measures for heavily polluted weather". On November 17, 2021, the Chengdu Municipal Bureau of Ecology and Environment sealed the company's painting room and related production equipment in accordance with the law.
Case 3:
Chengdu Sichuan Xinyou new poultry industry co., LTD. exceeded the standard emission of atmospheric pollutants
On April 12, 2021, after receiving complaints from the masses, the law enforcement personnel of the Chengdu Municipal Bureau of Ecology and Environment went to Sichuan Xinyouxin Poultry Industry Co., Ltd. to carry out on-site inspections, and simultaneously entrusted a third-party testing agency to sample and test the organized exhaust gas of the company's biological deodorization tower and the unorganized waste gas at the south side of the chicken manure processing workshop, and the results showed that the odor concentration in the organized exhaust gas emitted by the company's biological deodorization tower exceeded the standard by 8.159 times.
