However, according to foreign media reports, the Environment Department of the German state of Brandenburg recently gave a special approval before the factory received final approval to start construction, allowing it to manufacture 2,000 Tesla Model Y models.

Tesla has previously encountered a series of problems in Germany. Tesla's gigafactory in Berlin, Germany, has previously completed construction work and has been trying to push the plant to start production. But whenever the final approval is imminent, it is met with new opposition, often proposed by environmental groups, which has forced Tesla to negotiate more and the start of the factory again. However, according to previous media disclosures, Tesla's dispute with local environmental groups ended in November last year. According to the latest reports, Tesla has submitted all the documents needed for environmental approvals at the Berlin Gigafactory.

Perhaps affected by the inability to start construction, Tesla applied to the local environmental protection department for a small-scale trial production of the Model Y model and has conducted preliminary vehicle tests. The State of Brandenburg also responded to the application, saying that since Tesla had explained in detail the technical necessity of trial production and provided a reasonable explanation for the approval authority, it approved the production of 2,000 Model Y models, but this part of the model could not be sold to customers, and could only be used for testing.
