The "Planning" pointed out that in terms of infrastructure upgrading, it is necessary to promote the orderly development of intelligent computing centers, create a new intelligent infrastructure that integrates intelligent computing power, general algorithms and development platforms, and provide systematic artificial intelligence services for key emerging areas such as government services, smart cities, intelligent manufacturing, automatic driving, and language intelligence.

In the field of public services, it is necessary to accelerate the digital transformation of existing residential and community facilities, encourage the simultaneous planning and construction of intelligent systems in new residential areas, and create public facilities such as intelligent buildings, intelligent parking lots, intelligent charging piles, and intelligent garbage bins. Cultivate new growth points such as smart sales, unmanned distribution, intelligent manufacturing, and reverse customization.

Overall, the "Plan" deploys a total of eight key tasks. The first is to optimize and upgrade the digital infrastructure; the second is to give full play to the role of data elements; the third is to vigorously promote the digital transformation of the industry; the fourth is to accelerate the promotion of digital industrialization; the fifth is to continuously improve the digital level of public services; the sixth is to improve the digital economy governance system; the seventh is to strengthen the digital economy security system; and the eighth is to effectively expand international cooperation in the digital economy.

According to the plan, by 2025, the added value of the core industries of the national digital economy will account for 10% of the gross domestic product, the data element market system will be initially established, the digital transformation of the industry will step to a new level, the level of digital industrialization will be significantly improved, the digital public services will be more inclusive and equal, and the digital economy governance system will be more perfect. Looking forward to 2035, we will strive to form a unified, fair, orderly, mature and complete modern market system for the digital economy, and the level of digital economy development ranks among the forefront in the world.
