The reporter learned from a press conference held by the Chongqing Municipal High People's Court on June 21 that since the beginning of this year, the Chongqing court has accepted 390 cases of telecommunications network fraud and related criminal cases involving 1,704 people, and concluded 203 cases and 900 people.
Zhang Bo, president of the Second Criminal Division of the Chongqing Higher People's Court, said that Chongqing's telecommunications network fraud crimes mainly show the characteristics of organizing criminal subjects, diversifying the types of crimes, intelligent means of crimes, expanding the space for crimes, and seriously harming crimes. Telecommunications network fraud crimes have changed from individual crimes to gang crimes and group crimes, and criminals have shown the characteristics of youth, low education and low employment. According to statistics, among the telecommunications network fraud criminals, the "post-90s" and "post-00s" personnel account for 62%, and have become the "main force". 77% of those with high, junior high school and below education and 62% of unemployed people reflect that telecommunications network fraud crimes are attracting such groups to participate in crimes with their low thresholds and high incomes. Criminals are often introduced by acquaintances, and even in some areas, there has been a trend of "passing on the help" to participate in telecommunications network fraud crimes.
"The type of crime has also spread from the traditional fraud concentration in a single area to all aspects of economic and social life." Zhang Bo said: Telecommunications network fraud criminals closely follow the people's living needs on the network and carefully design fraud routines. In the cases heard by the court, there have been types of fraud such as online loans, online investment and wealth management, online gambling, online lottery, online sales, online dating and love, online certification, online medical treatment, etc., and even types of fraud under the guise of poverty alleviation.
According to reports, the chongqing whole court has resolutely carried out all-round and all-round cracking down on illegal and criminal activities in the telecommunications network in accordance with the law; persisted in blending leniency with severity and punished telecommunications network fraud and related criminal crimes according to law; conscientiously implemented the policy of blending leniency with severity, and achieved phased results in cracking down on such crimes.
