At the speech of the Fifth Session of the 13th CPPCC Held today, Member Zhang Lei called for the formulation and implementation of a high-quality development action plan for scientific and technological innovation to support the "Five New Cities", the establishment of a policy guarantee mechanism for the agglomeration of scientific and technological innovation resource elements to the new city, and the high-quality development of the new city industry. We recommend starting with the following:
First, strengthen the convergence of innovation resources, and make every effort to enhance the independent innovation capabilities of the new city
At present, Nanhui New City has laid out the national laboratory and the world's top scientist forum. Other new cities should also strive for the settlement of national engineering (or technology) research centers, manufacturing innovation centers and technological innovation centers in related fields according to their own development positioning, integrate Shanghai's scientific and technological innovation resources, lay out "Shanghai laboratories" in professional fields, attract universities, scientific research institutes, and science and technology innovation platforms to set up branches to cultivate the core competitiveness of the industry. For example, Jiading New City can focus on the positioning of "world-class automobile industry center", build a national hydrogen fuel cell vehicle and intelligent networked vehicle innovation center, and upgrade the China Automotive Forum to a global top summit integrating research and development, industry and investment.
Second, strengthen the transformation of innovative achievements, and focus on laying out new tracks to cultivate new industries
The "five new cities" should make good use of global scientific and technological innovation resources to allow more scientific and technological achievements to take root in the new city. It is proposed to set up a national laboratory technology transfer center, a branch of the eastern center of the national technology transfer center, and a sub-center of the Yangtze River Delta technology innovation center around the key industries in the new city. For example, Qingpu New Town can build a digital transformation technology research and development and transformation platform in the Yangtze River Delta to create a green and low-carbon digital transformation application demonstration zone; Songjiang New Town can rely on the G60 Brain Wisdom Science and Technology Innovation Base to vigorously cultivate a new generation of intelligent terminal industries such as intelligent service robots and smart wearable devices, and seize the opportunity for the innovative development of the future meta-universe industry.
Third, strengthen the city's innovation linkage, and vigorously promote the development of high-end industrial clusters
