The "Notice" clearly stipulates that from now on, all kinds of motorcycles and human-powered tricycles are prohibited from the roads of Shangcheng District, Xiacheng District, Jianggan District, Gongshu District, Xihu District and Binjiang District of Hangzhou.

As soon as the news came out, it immediately triggered a discussion among the citizens. Some citizens have proposed that the main urban area of Hangzhou has long banned the passage of motorcycles? And some motorcycle owners are worried, what should they do with their precious mounts?

Yesterday afternoon, the Hangzhou traffic police answered the questions of common concern to the public one by one.

The ban on motorcycles is based on higher requirements for air quality and traffic safety

In the 1990s, the main urban area of Hangzhou began to implement measures to ban (restrict) the passage of motorcycles. Since May 2005, the Hangzhou Municipal Public Security Traffic Management Department has adjusted and implemented measures to prohibit all kinds of motorcycles and tricycles with foreign number plates from passing on the roads of the main urban area in accordance with the Road Traffic Safety Law and relevant laws and regulations.

On June 1 last year, the second paragraph of article 32 of the revised Hangzhou Road Traffic Safety Management Regulations stipulated that the roads in the Shangcheng District, Xiacheng District, Jianggan District, Gongshu District, West Lake District and Binjiang District of the city are prohibited from the passage of three-wheeled motorcycles, operating human-powered tricycles and other vehicles stipulated by the Municipal People's Government. From a legal point of view, the implementation of this regulation has made the previous notice of prohibition issued by the Hangzhou public security traffic management department ineffective.

The "Notice" issued by the Hangzhou Municipal People's Government has re-stipulated that all kinds of motorcycles and human-powered tricycles are prohibited in the main urban area. At the same time, the reporter saw in the policy interpretation of the "Notice" that the municipal government clearly listed motorcycles as prohibited objects, based on the following considerations: After 2000, Hangzhou has won many honorary titles such as international garden city, happiest city, national garden city, national civilized city and ecological civilization city, especially the positioning of international scenic tourism city, coupled with the fact that Hangzhou will host important events such as the Asian Games and the World Swimming Championships in the next few years, which puts forward higher requirements for air quality and traffic safety.

The ban on motorcycles is not "one-size-fits-all", and if there is a real need, you can still apply for the passage according to the regulations

Hangzhou traffic police said that the ban on motorcycles does not mean "one size fits all", before the release of the "Notice", that is, before August 9, it has been registered at the Vehicle Management Office of the Traffic Police Bureau of the Hangzhou Municipal Public Security Bureau, and holds a registration address in Shangcheng District, Xiacheng District, Jianggan District (including economic development zone), Gongshu District, West Lake District (including West Lake Scenic Area), Binjiang District Registration Certificate, Driving Permit and Number Plate, if it is really due to production and daily needs, it can be used according to the designated time, route (area) with the consent of the Municipal Public Security Traffic Management Department ) pass. Motorcycle owners who meet the above requirements can apply for passage at the motor vehicle pass window of the Traffic Police Station of the Municipal Public Security Bureau of the Civic Center with the original of their driving permit.

At the same time, according to Article 8 of the Hangzhou Road Traffic Management Regulations, motorcycles in the administrative areas of Shangcheng District, Xiacheng District, Jianggan District, Gongshu District, Xihu District and Binjiang District of Hangzhou City will no longer be registered, except for those used by state organs for the performance of official duties.

For all kinds of rickshaws, those who have been registered in the above 6 urban areas before the issuance of the Notice can still pass normally.

If the motorcycle violates the ban on the road, the driver will be fined 100 yuan and deducted 3 points

At present, traffic signs prohibiting motorcycles from entering the city have been set up at the entrance of the outer roads of Hangzhou's main urban area and the upper ramps of each expressway.

Hangzhou traffic police said that after the implementation of the "Notice", if all kinds of motorcycles found violating the prohibition provisions are characterized according to the instructions of the motor vehicle violation of the ban, the traffic police department will impose a fine of 100 yuan on the driver and 3 points in accordance with the relevant provisions of the "Zhejiang Province Implementation of the Road Traffic Safety Law of the People's Republic of China".

In fact, in the years when the passage of motorcycles was banned and restricted in Hangzhou, the Hangzhou traffic police found that individual motorcycles without number plates were driving on the road. In this regard, the Hangzhou traffic police once again made it clear that once illegal acts such as unlicensed and unlicensed, the use of forged motor vehicle number plates or driving permits are found, the vehicle will be detained and punished according to law.
