U.S. diplomatic and intelligence personnel around the world have been rumored to be suffering from a mysterious disease known as "Havana syndrome," and the U.S. intelligence community today said some of them may be the target of pulses of electromagnetic energy.
Experts inside and outside the U.S. government said that "electromagnetic energy pulses, especially in the radio frequency range, may explain" the symptoms of earache, dizziness, nausea and other symptoms first reported by U.S. diplomats in Havana, cuba, in 2016.
Subsequently, some U.S. personnel abroad in Taiwan, Austria, Poland, Georgia and Russia also reported the above symptoms.
A panel of technical and medical experts convened by U.S. Director of National Intelligence Haynes and CIA Deputy Director Cohen presented the above-mentioned electromagnetic energy-related findings in the report.
The unclassified summary of the expert's report notes that in the hundreds of cases reported, some of the victims' symptoms "cannot be easily explained by known circumstances or medical conditions and may be due to external stimuli." The non-confidential summary does not disclose how many victims some of them were victims.
Experts say it is possible for an attacker to create a stealthy device that uses a certain amount of energy to direct electromagnetic energy or ultrasound to cause harm to the target.
Experts focused only on the possible causes of "abnormal health events" (EHIs), did not say whether such devices existed, did not draw conclusions about whether such attacks actually occurred, or imply who was behind the scenes.
However, the report dismisses some claims denying the technical possibilities of "abnormal health incident" attacks.
The CIA recently found that most of the approximately 1,000 "abnormal health incidents" reported could be explained by ordinary medical or environmental conditions, but more than 20 remained unexplained.
According to a senior intelligence official, the CIA concluded that foreign actors are "unlikely" to carry out "sustained global" operations to harm U.S. personnel. However, in response to more than 20 unexplained "abnormal health incidents," the CIA did not rule out attacks by foreign actors.
At the same time, experts rule out other theories of the causes of "abnormal health events," including free radiation, chemical and biological agents, ultra-low frequency sounds, audible sound, and long-range propagating ultrasounds.
Experts say these are all "unlikely" to trigger symptoms of "abnormal health events."
