In Jeff Ross' concept, the young Sullivan is a bit like the old bond played by Sean Connery, who says, "To me, the young sexy Victor Sullivan would be like Sean Connery." He also mentioned that the depictions of the 70s in films such as Joker and Once Upon a Time in Hollywood influenced his conception of The Sea of God. Jeff Ross notes that some of the imperfections of the concept are that they don't think there will be as many "gun battles" in the work, and he mentions that he doesn't want to be the first to make "Uncharted games where players don't rob anyone in the game."
