Shanghai Municipal Bus and Tram Ride Rules
Article 1 These rules are formulated in order to maintain the order of bus and tram riding, standardize riding behavior, and ensure the safety of riding, combined with the actual conditions of the city.
Article 2 Passengers taking buses and trams in this city shall abide by these Rules and consciously maintain the order of riding and the riding environment.
Article 3 Passengers waiting for the bus shall obey the management of the employees of the operating enterprise, consciously queue up on the platform or sidewalk, and get off first and then go up in turn. Passengers are not allowed to get on or off the bus after the vehicle has left the station.
Article 4 The elderly, children, sick, disabled, pregnant women and those with infants in their arms are given priority in getting on and off the bus, and other passengers shall take the initiative to give up their seats. When riding an accessible bus, the wheelchair should be moved to an accessible area and securely secured.
Article 5 Passengers shall pay attention to the safety of the bus after getting on the bus. Passengers should do a good job of self-protection when riding, sit firmly, stand firmly and firmly, and properly keep their belongings. After the vehicle is parked, the passengers get off and then go up. Passengers should wear seat belts when taking highway routes.
Article 6 Passengers riding in unmanned ticketed vehicles shall get on and off at the designated doors. Passengers arriving at the terminal station of the vehicle shall all get off the bus, and the disembarking station shall not be allowed to board the bus, and shall not obstruct the employees of the operating enterprise from maintaining the order of the boarding.
Article 7 After getting on the bus, passengers shall take the initiative to purchase tickets or pay fares, keep valid boarding vouchers, cooperate with the inspection of employees of operating enterprises, and shall not use invalid, forged or altered boarding vouchers or evade tickets. Passengers riding unmanned ticketed vehicles should bring their own change or use electronic ride cards or non-cash payment methods that meet financial standards to pay the fare, and there is no change on board.
Article 8 Passengers may bring two children under 1.3 meters (including 1.3 meters) in height to board the car free of charge, and more than two passengers shall purchase tickets according to the number of people. Preschoolers who are not led by an adult are not allowed to ride alone.
Article 9 Tickets are limited to one passenger and may not be taken separately. When the operating vehicle breaks down during the operation or the traffic accident is stopped, the passenger may transfer to the vehicle in the same direction of the same line free of charge under the organization of the driver or the attendant; if the urban line cannot be arranged to take the rear bus within 15 minutes and the suburban line within 30 minutes, the passenger has the right to request the operating enterprise to refund the ticket according to the original price.
Article 10 When a passenger crosses the station, does not have a ticket, holds a void ticket, does not pay the fare, or pays insufficient fare, the employees of the operating enterprise may require the passenger to pay the fare and may charge the fare at 5 times the operating fee.
Article 11 The following acts are prohibited when riding buses and trams:
(1) Forcibly boarding, cranes, stopping cars, or pickpocketing cars;
(2) Occupying more seats or lying down or standing on a seat;
(3) Damaging the equipment and service facilities in vehicles and carriages, and arbitrarily using safety facilities such as safety hammers and fire extinguishers in non-emergency situations;
(4) Open and close the door by yourself;
(5) Talking with the driver, chatting, etc. during driving, etc., obstructing its normal operation;
(6) Extend any part of the body out of the car;
(7) Moving around at will during the driving process of the vehicle;
(8) Jumping out of a car, holding up an umbrella, or other conduct endangering safety;
(9) Eating and drinking (except for infants and patients) in the carriage, smoking (including electronic cigarettes), lighting an open flame, spitting on the ground, defecating, spitting gum and begging;
(10) Throwing debris or garbage in the carriage or outside the window of the car;
(11) Scribbling, carving, hanging or posting items in the carriage without authorization;
(12) Peddling goods, distributing advertisements or engaging in marketing activities in the carriages;
(13) Making loud noises and noises in the carriage, and putting out sounds when using electronic equipment;
(14) Occupying seats with goods and blocking passages;
(15) Other behaviors that affect the safety of the ride and nuisance passengers.
Article 12 In any of the following circumstances, persons are prohibited from taking buses and trams:
(1) Persons with bare feet, shirtless, oil-stained clothes and pants, drunken perpetrators, persons with severe infectious diseases, mentally ill persons unsupervised, or persons whose health endangers the safety of others;
(2) Carrying flammable, explosive, toxic, harmful, radioactive, corrosive, or other dangerous articles that may endanger the safety of persons and property;
(3) Carrying live poultry, cats, dogs (except guide dogs, military and police dogs) and other animals;
(4) Carrying items with serious odors or pungent odors, as well as fragile or sharp items that have not been safely packaged;
(5) Carrying other items that may deface vehicles, endanger driving safety, or endanger the personal safety of others (including inflatable balloons, electric bicycles, electric scooters and other charging assistance vehicles, except wheelchairs and baby carriages for the disabled);
(6) The total weight of the baggage and articles carried exceeds 50 kg, the volume exceeds 0.2 cubic meters (i.e. 0.58 meters in length, width and height), and the length exceeds 1.7 meters;
(7) Other circumstances prohibiting the use of buses and trams as provided for by laws, regulations, and rules.
Article 13 Passengers shall consciously abide by the management regulations on public health and other emergencies.
Passengers who enjoy free rides in accordance with the relevant provisions of the State and the Municipality may, with valid certificates and after inspection by the employees of the operating enterprises, take the buses and trams of the Municipality free of charge.
Passengers shall not fraudulently use other people's documents or use forged documents to ride the bus.
Article 15 If a passenger violates these Rules, the employees of the operating enterprise have the right to dissuade and stop it; if the stop is ineffective, the employees of the operating enterprise have the right to refuse to provide services to them.
Article 16: Where violations of these Rules cause personal or property damage to others, they shall bear corresponding legal responsibility in accordance with law; where public order, traffic safety, and public order are disrupted, the public security organs are to handle it in accordance with law. Violations of these Rules' management provisions on public health and other emergencies are to be handled by the relevant departments in accordance with law.
Article 17 These Rules shall take effect on December 28, 2021 and shall be effective until December 27, 2026.
