In November 2021, Zhuzhong Village, Xiaohu Town, Jianyang District, Raoba Village, Shufang Township, and Jianyang Forestry Group signed the "Long-term Strategic Cooperation Agreement on Intensive Afforestation", which opened the prelude to the operation of the "Forest Ecological Bank" in Jianyang District. In recent years, through the integration of service functions such as circulation, assessment, guarantee, collection and storage, and loans, the city has built a platform that integrates the management, development and operation of forest resources, promoted the scale of forestry scattered resources and the short-term long-term benefits, further developed and improved the forestry governance system, opened up the channel for resources to become assets and capital, and provided a "Nanping model" for the transformation of "two mountains".

Especially from 2018 onwards, with Shunchang County as a pilot, our city has taken the lead in building a "forest ecological bank" in the country, adopting the model of "decentralized input, large-scale integration, professional operation, and continuous realization", building a resource development and operation management platform, exploring the mechanism of "one village and one platform, one household and one equity, and one dividend per year", and implementing professional operation and value-added by state-owned forest farms, so that forest farmers can obtain long-term sustained and stable benefits. In September last year, the province's work conference on deepening the reform of the collective forest rights system and comprehensively implementing the forest chief system was held in our city, which fully affirmed that the "forest ecological bank" is the innovation, exploration and practice of deepening forest reform.
The tide of reform has not yet fallen, and the wind has risen again. On the basis of comprehensively summarizing the practice of "Forest Ecological Bank" in Shunchang, the city has carried out the first batch of promotion in Shunchang County, Jianyang District, Shaowu City and Jian'ou City, and the cooperative forest land has expanded from 3 villages and 2636 mu in Shunchang County to 44 villages and more than 30,000 mu in 4 counties (cities, districts). In 2020, Shunchang's "Forest Ecological Bank" practice was selected as the first batch of "Typical Cases of Ecological Product Value Realization" compiled by the Ministry of Natural Resources, and the "Forest Resources Operation Platform" practice of Shunchang "Forest Ecological Bank" was selected as the "List of Reform Measures and Experience and Practices of the National Ecological Civilization Pilot Zone" issued by the National Development and Reform Commission. In November last year, the "Forest Ecological Bank" and "Carbon Sink +" green innovation projects in Shunchang County won the Annual Award in the Natural Conservation Category of the Paulson Sustainable Development Award, and in December, the "Forest Ecological Bank" practice was included in the second batch of "Typical Cases of Forestry Reform and Development" of the State Forestry and Grassland Administration.
Green finance helps achieve the goal of "double carbon"
The "double carbon" goal is another important measure for China to cope with climate change.
Not long ago, Shunchang "Forest Ecological Bank" and Industrial Bank jointly issued a "one yuan carbon sink" bank debit card.
"One Yuan Carbon Sink" is the first poverty alleviation carbon sink project developed by the "Forest Ecological Bank" on the basis of the successful development of the first forest carbon sink in the province and the first bamboo forest carbon sink in the country.
In 2019, relying on the "Forest Ecological Bank", Shunchang County took the lead in carrying out the "one-yuan carbon sink" pilot in Jianxi Town, which is known as the "green treasury", explored and practiced the development and operation of collective and individual decentralized forest resource carbon sink products, and pioneered the "one-yuan carbon sink" pilot project in the country. From the development of carbon sink forests in poverty-alleviated villages and poverty-alleviated households, the carbon sink increment generated by the implementation of the carbon sink project is sold to the public at a price of 1 yuan and 10 kg through the WeChat Mini Program scanning code. Over the past two years, the application scenarios of "unary carbon sink" have been continuously expanded, and models such as "carbon sink + finance", "carbon sink + insurance" and "carbon sink + tourism" have come into being.
In addition, the city takes the opportunity to promote the construction of the provincial green finance reform pilot zone, actively explores the path of realizing the value of ecological products, continues to innovate and promote forestry green financial products such as "bamboo plastic loan" and "bamboo forest certification loan", helps the development of the forestry industry, and promotes rural revitalization. The city's financial institutions issued 62 green financial products with a loan amount of 249 million yuan; the state-owned forest farm in Shunchang County and the Nanping Branch of Industrial Bank jointly innovated and designed the "carbon sale + forward carbon sale" combination pledge financial product "carbon sink loan", and raised 20 million yuan from the bank with 300,000 tons of carbon sink forward income rights as the pledge subject matter, becoming the first forestry carbon sink pledge in the province and the first comprehensive financing project agreed to repurchase forward carbon sink products in the country.
