Different from the new car transaction, in the second-hand car trading link, the owner of the original car needs to wait until the old car is sold to free up the car purchase indicator, in order to facilitate the car dealer will choose the rental indicator or use the personal name indicator to collect the car. However, the number of personal new car indicators is limited, and the superimposed leasing indicators will also bear the risk and pay high rent, which makes many car dealers headaches and also makes it inconvenient in the circulation of second-hand car transactions. Industry insiders believe that the landing of the "Measures" is not only to solve the problem of indicators, but also to stabilize and expand automobile consumption.

However, when you see that the price of the model is ready to close the car, you can only miss the vehicle when you encounter the indicator turnover in your hand, after all, the turnover cycle of a car is about two months, so it is very cautious when receiving the car, so as not to occupy the indicator.

In fact, Sun Li's situation is not unique. The Beijing Business Daily reporter learned that at present, the second-hand car market is divided into two types of business entities: one is the dealer group, the car company used car business as the core of the operating company; the other is the individual-based small and medium-sized second-hand car dealer brokerage company. Brokerage companies are intermediaries or agency companies, in the second-hand car trading market, such car dealers do not have the qualifications to buy and sell, the company can not buy used cars, so such car dealers use personal name indicators to collect cars.

In order to better ensure the development of the second-hand passenger car circulation industry, the turnover process of acquiring and selling second-hand cars by enterprises in the industry is more convenient. The Beijing Municipal Transportation Commission, the Beijing Municipal Bureau of Commerce, the Beijing Municipal Market Supervision and Administration Bureau, and the Beijing Municipal Public Security Bureau Public Security Traffic Management Bureau jointly formulated the "Measures", which will be implemented from the second quarter of this year.

According to the "Measures", the turnover index of second-hand passenger car transaction refers to the indicator used by second-hand car circulation enterprises registered and filed in the city when acquiring second-hand passenger cars and verifying the sales invoices of second-hand cars under the policy of regulating the number of passenger cars. Departments such as commerce, market supervision, and traffic management of public security organs are responsible for the management of turnover indicators. The municipal passenger car indicator regulation and management agency is responsible for the configuration of specific organizational turnover indicators. The Commerce Department is responsible for reviewing the filing information of used car circulation enterprises applying for turnover indicators in the city.

At the same time, when a second-hand car circulation enterprise uses turnover indicators to acquire a second-hand passenger car for transfer registration, the traffic management department of the public security organ is responsible for endorsing the transfer registration on the "Motor Vehicle Registration Certificate", determining the registration number of the motor vehicle, issuing the "Motor Vehicle Driving Certificate" and the inspection pass mark, but not making or issuing the number plate. The second-hand passenger car to be traded does not produce updated indicators after completing the transaction. After the relevant vehicles have completed the formalities such as transfer registration and change registration of moving out of the city, the traffic management department of the public security organ shall feedback the relevant information to the indicator management agency through the information system.

Unlimited configuration for free

After the turnover indicator lands, it can also reduce the transaction cost of car dealers.

A Beijing second-hand car dealer told the Beijing Business Daily reporter that the indicators of relatives around him were not enough before, and they could only rely on leasing indicators to collect cars. "Now the rental price of an indicator is about 13,000 yuan a year, and the profit of a mid-range model is 3,000 yuan, but if it is sold in three months, it will not make any money at all, because the rent of the indicator will be more than 1,000 yuan a month." He said.

The turnover indicator is configured in a gratuitous and unlimited manner, which also helps many car dealers save costs. The "Measures" show that the turnover indicators do not occupy the annual number of unit, family and individual passenger car indicator allocations, and the turnover indicators do not limit the total amount and implement free allocation. "By introducing the used car turnover indicator, it is possible to achieve the used car turnover without occupying the existing vehicle indicator." Cui Dongshu, secretary general of the National Passenger Car Market Information Joint Association, believes that reducing the cost problem in the turnover of second-hand cars and increasing the turnover speed of second-hand cars is not only good for car dealers but also good for consumers.

In order to further strengthen market management, the Measures clearly stipulate that no unit or individual may buy, sell or lease turnover indicators. Where turnover indicators are bought, sold or leased without authorization, the indicator management bodies will no longer accept applications for turnover indicators of relevant enterprises; where violations of the law are involved, the relevant competent administrative departments shall investigate and deal with them in accordance with laws and regulations. Where public security, judicial organs, and other investigations confirm that there is a notice of confirmation of turnover indicators, such as for buying, selling, buying or selling in disguise, leasing or leasing, lending or borrowing, the indicator management body shall publish the indicators as invalid; where the vehicle registration has been completed using the turnover indicators, the traffic management department of the public security organ shall revoke the registration of the motor vehicle in accordance with law, and the indicator management body shall publish the indicators as invalid.

Yan Jinghui, a member of the expert committee of the China Automobile Dealers Association, said that the non-limit on the total amount and the implementation of gratuitous allocation not only solve the problem of car dealers needing indicators, but also eliminate the problem of car dealers leasing passenger cars under private names in the second-hand car market for second-hand car trading, and restore the order of rational use of indicators in the automobile market and automobile consumption.

Enhance market management

In addition to solving the problem of auto dealers' indicators and speeding up transactions for consumers, the relevant provisions in the Measures will further regulate the management of the second-hand car market.

The Beijing Business Daily reporter learned that for the application object and how to apply, the "Measures" also made corresponding provisions. Among them, second-hand car circulation enterprises need to submit three materials to apply for turnover indicators, (1) the enterprise's second-hand car operation filing information in the city; (2) the rental parking space information in the trading market or the parking space information fixed outside the trading market; (3) the number of application turnover indicators.

At the same time, the Measures stipulate that the number of turnover indicators used by second-hand car circulation enterprises at the same time shall not exceed the number of parking spaces they rent in the legally registered second-hand car trading market (hereinafter referred to as the "trading market") in this city or the number of parking spaces for enterprises; second-hand car circulation enterprises outside the trading market shall have fixed parking spaces other than road parking spaces when applying for turnover indicators, and the number shall not be less than 20. Relevant personnel of the Beijing Municipal Transportation Commission said that the number of parking spaces rented by second-hand car circulation enterprises in the trading market and the number of parking spaces of enterprises are respectively approved by the trading market and the municipal automobile circulation industry association and issued certification documents.

In this regard, for example, in the policy interpretation on the official website of the Beijing Municipal Transportation Commission, an enterprise rents a parking space in the trading market, and the enterprise can apply for the use of a turnover indicator at the same time. After the second-hand passenger car acquired by the enterprise using the turnover indicator is sold, the enterprise can apply for the use of 1 turnover indicator again. If the enterprise completes 10 acquisitions and sales in a year, it actually applies for the use of 10 turnover indicators in that year.

According to the official website, the policy setting of "limited scale and unlimited turnover times" is to achieve "controlling the car by position", determining the upper limit of the number of indicators that enterprises can use at the same time, preventing individual enterprises from applying for turnover indicators at will, parking at will after acquiring second-hand cars, breeding "zombie car" chaos, and fully considering the actual situation that enterprises in the second-hand car circulation industry are more frequent in receiving and selling cars, which is conducive to promoting the accelerated circulation and healthy development of the industry.

In addition to the above provisions, the Measures require that after the second-hand passenger cars acquired by the second-hand car circulation enterprises using turnover indicators have completed the transfer registration, the resident enterprises in the trading market must store the second-hand passenger cars to be traded in the trading market, and the enterprises outside the trading market must store the second-hand passenger cars to be traded in their fixed parking lots and may not drive on the road. The trading market should strengthen the vehicle access management of the resident enterprises, and the industry association should supervise the enterprises outside the trading market to strengthen the management of vehicle access, and strictly control the second-hand passenger cars to be traded out of the business premises.
