To apply for a vehicle for a cruise taxi, the following conditions must be met:
(1) Passenger cars with seven seats or less (except mini-vans) with the number plate of the city's motor vehicles, and the nature of vehicle registration and use is "rental passenger transport".
(2) It must be a new vehicle that is a new vehicle that meets the requirements of the Ministry of Industry and Information Technology's "Announcement on Road Motor Vehicle Manufacturers and Products" and the "Catalogue of Recommended Models for the Promotion and Application of New Energy Vehicles", and meets the requirements of the "Technical Conditions for the Safety of Motor Vehicle Operation" (GB7258).
(3) The wheelbase shall not be less than 2700 mm, and the volume of the trunk shall not be less than 400 liters. The mileage of the comprehensive working conditions is not less than 400 km (except for the replacement pure electric vehicle).
(4) The automobile manufacturer or its designated automobile dealer shall integrate and install intelligent terminals with functions such as driving records, emergency alarms, audio and video recordings, real-time data transmission and service evaluation, etc., and shall be equipped with metering equipment that meets the regulations, intelligent ceiling lights and signs that can display the operating status of empty cars and suspensions, and spray the prescribed body colors and logos. Vehicle-mounted intelligent terminal equipment shall comply with the provisions of the annex to this document.

By the time of the Asian Games, the proportion of "oil to electricity" will reach 30%; by 2024, it will reach 60%, and through three-year actions, no less than 6,000 cruise taxis will be completed; by 2027, the 10,107 stock cruise taxi operating rights indicators in the main urban areas (Shangcheng District, Gongshu District, West Lake District, binjiang District) will basically achieve full coverage.
A one-time operating subsidy of 30,000 yuan is enjoyed for an indicator of business rights, which can be applied for online and offline channels.
Cruise taxis that are newly updated to the new energy pure electric vehicle type within the prescribed period and install on-board intelligent terminals as required will be given a one-time operation subsidy of 30,000 yuan, and a business right indicator will only enjoy a subsidy once. In accordance with the development requirements of "same city integration" of taxis in Hangzhou, the relevant policy standards are clearly applicable to Hangzhou urban areas, including Shangcheng District, Gongshu District, Xihu District, Binjiang District, Xiaoshan District, Yuhang District, Linping District, Qiantang District, Fuyang District and Lin'an District.
