Sichuan is vigorously promoting the reform of the classification of county-level party schools. What are the considerations? What are the featured practices? How effective have the reforms been? On September 14, at a press conference on Sichuan Province's promotion of originality driving force reform, Xiong Wei, deputy director of the Organization Department of the Sichuan Provincial Party Committee, revealed that county-level party schools are the main front for educating and training grass-roots party members and cadres, and due to regional development differences and other reasons, the unbalanced and insufficient development of county-level party schools in our province is very prominent, which has become a short board restricting the development of cadre education and training.

In order to change this situation, the provincial party committee resolutely implemented the spirit of General Secretary Xi Jinping's series of important instructions on party school running and governing schools and the newly revised party school work regulations, focused on the goal of improving the quality of party schools, and launched the classification reform of county-level party schools in 2020, which was fully affirmed by the Central Organization Department and the Central Party School. In general, after a year of reform, the overall reshaping of the pattern of party schools in the province, the overall improvement of school conditions, and the overall improvement of school quality have been promoted. In 2021, the number of main classes planned by municipal and county-level party schools increased by 1.17 times and 0.94 times respectively compared with 2019, of which the number of city-county co-ordinated school-running classes increased by 42 times compared with 2019, which better solved the problems of some county-level party schools such as nominality and hollow idleness.

In the past year, the whole province has played a game of chess planning, a map deployment, and integrated advancement, and explored a reform path that conforms to reality and has distinctive characteristics. Xiong Wei told reporters at the meeting that the province has taken four measures to explore in one year:

The first is to adapt measures to local conditions and scientific classification. Fully considering the fact that the number of party schools in our province is large, the differences are large, and the imbalance is large, the 183 county-level party schools are divided into two types: independent schooling and overall planning, which not only encourages 67 county-level party schools with strong strength to implement independent schooling, but also promotes the implementation of 116 city-county integrated schools or set up as municipal party school branches that do not have the conditions for the time being, and realize the linkage of city-county schools, forming a new layout of classified policies and intensive and efficient schools.

The second is to build a strong dragon head and use the strong to lead the weak. Highlighting bigger and stronger municipal party schools, 21 municipal (state) party schools have given play to the leading role of regional party schools through transformation and upgrading, improving quality and expanding capacity, helping county-level party schools to improve the level of running schools, and establishing a new pattern of strong and strong alliance, with the strong leading the weak.

The third is to innovate mechanisms and optimize schooling. Through the establishment of "5 mechanisms" (contact guidance of higher-level party schools, overall planning of training classes in city and county party schools, co-construction and sharing of teachers, joint development of courses, and filing mechanisms for main shifts), and the introduction of "6 policies" (city and county party school quality assessment, school running norms, infrastructure standards, teacher training, talent teams, and business guidance policies), a new system of city and county overall planning for running schools has been built.

The fourth is to give full play to advantages and integrate development. All localities have fully tapped the advantages of red resources, relying on provincial, municipal and county party schools, and jointly built the Sichuan Long March Cadre College in the mode of "1 headquarters + 5 branches + 8 campuses", built a number of cadre colleges and party sex education bases such as Xiaoping, two bombs and one star, and explored a new model of integrated development of "party school + college" and "party school + base".
