Since the three major domestic operators brushed the power of cloud computing, we all know that sooner or later there will be conflicts between the three, after all, the three have similar backgrounds, advantages and disadvantages are roughly the same (all have network-side advantages and capabilities), the target customer group is almost the same, is the perfect template for homogeneous competition, and with the rapid investment of the three resources, the development is extremely rapid, it can be said that in the past two years, the domestic cloud market has risen as an emerging force, especially China Mobile and China Telecom, it is only a matter of time before the short-term connection.
But no one expected that this day would come so early!
Recently, the Department of Finance of Ningxia Hui Autonomous Region has issued two "Announcements on the Results of Handling Government Procurement Complaints", rejecting two complaints from China Mobile's subsidiary "China Mobile System Integration Co., Ltd.", and what is surprising is that the objects of China Mobile Integration's complaints include not only China Telecom, the winning bidder, but also the Ningxia Hui Autonomous Region Forestry Investigation and Planning Institute of the purchaser, and the bidding agency company.
Although China Mobile Integration has the right to question the results of the bidding within the scope of the law, but all at once all the relevant parties have complained, which is quite a bit of the taste of "the anger of the puppet, the blood splashed three feet", the meal can not be done, simply lift the table, no one can eat!
I roughly summarized the context of the events, and sorted them out in chronological order as follows:
(1) Issuance of procurement announcements
On April 15, 2022, the Forestry Survey and Planning Institute of Ningxia Hui Autonomous Region released the "Ningxia Wisdom Forest and Grass Cloud Platform Phase I Construction Project" competitive consultation and procurement announcement, with a budget of 23,960,000.00 yuan.
(2) The parties participate in the bidding
After the announcement of the procurement, a total of five companies participated in the bidding, including three major operators: China Mobile System Integration Co., Ltd. (quotation of 16.8689 million yuan, the lowest price), China Unicom Ningxia Branch (quotation of 23.69 million yuan, the second highest price), China Telecom Digital Intelligence Technology Co., Ltd. (quotation 2365, the third highest price), in addition, there are two enterprises, namely: Yinchuan Fangda Electronic System Engineering Co., Ltd., Ningxia Data Technology Co., Ltd.
(3) Announcement of the winning bid results
On April 30, 2022, the transaction result announcement was released, and China Telecom Digital Wisdom Technology Co., Ltd. won the bid of 23.39 million yuan.
It should be noted that, in accordance with the requirements of competitive consultation procurement, the procurer and the government procurement agency negotiate with the qualified suppliers on the procurement of goods, projects and services through the formation of a competitive consultation group, the supplier submits the corresponding documents and quotations in accordance with the requirements of the consultation document, and the procurer determines the supplier from the list of candidate suppliers proposed by the consultation group after review.
At that time, the three candidates recommended by the consultative group were: China Telecom Digital Intelligence Technology Co., Ltd. (score 93.7), China Mobile System Integration Co., Ltd. (score 90.5), and Yinchuan Fangda Electronic System Engineering Co., Ltd. (score 64.47).
In the end, China Telecom Digital Wisdom Technology Co., Ltd. won the bid with the highest score.
(4) The transfer integration is dissatisfied with the result and initiates a complaint
Judging from the content of the two "Announcements on the Results of Handling Government Procurement Complaints" issued by the Department of Finance of Ningxia Hui Autonomous Region, China Mobile Has initiated two complaints:
In the first item, the "Ningxia Hui Autonomous Region Forestry Investigation and Planning Institute" as the procurer and the bidding agency company "Ningxia Guanchao Bidding Agency Co., Ltd." were respectively complained about.
The content of the complaint has three points: 1. The scoring method in the bidding documents of this project is tendentious, excluding potential bidders and suppliers; 2. The bidding documents of the project violate the relevant regulations, and the qualifications, qualifications and certifications that are not mandatory by the state are taken as technical parameter clauses, and have obvious directionality; 3. There is duplicate investment and waste of resources in this project.
In the second item, the "Ningxia Hui Autonomous Region Forestry Investigation and Planning Institute" as the purchaser, the bidding agency company "Ningxia Guanchao Bidding Agency Co., Ltd." as the purchaser, and the winning bidder "China Telecom Digital Intelligence Technology Co., Ltd." were respectively complained about.
The content of the complaint has two points: 1. The bidding supplier of this project, Zhong telecom Digital Intelligence Technology Co., Ltd., participated in government procurement activities in the Tibet Autonomous Region, and there was an illegal act of providing false materials to be bid, and the company's qualification as the winning bidder should be cancelled; 2. The project procurement document scoring method has a strong tendency and exclusion of potential suppliers, there are different evaluation standards for suppliers in the project review process, and there is a serious tendency of purchaser representatives and project review experts in the project review process.
(5) Complaint handling results
On 31 May 2022, the Department of Finance of Ningxia Hui Autonomous Region issued the Announcement on the Results of Handling Government Procurement Complaints (No. 19 [2022]). It is believed that the complainant's complaint lacks factual basis and necessary evidence to support it, and the complaint is not established. In accordance with Article 13 of the Government Procurement Law of the People's Republic of China and Article 29 (2) of the Measures for Questioning and Complaining about Government Procurement (Order No. 94 of the Ministry of Finance), it was decided to reject the complainant's complaint.
On June 15, 2022, the Department of Finance of Ningxia Hui Autonomous Region issued the Announcement on the Results of Handling Government Procurement Complaints (No. 21 [2022]). It is believed that the complainant's complaint lacks factual basis and necessary evidence to support it, and the complaint is not established. In accordance with Article 13 of the Government Procurement Law of the People's Republic of China and Article 29 (2) of the Measures for Questioning and Complaining about Government Procurement (Order No. 94 of the Ministry of Finance), it was decided to reject the complainant's complaint.
At this point, the incident is over.
From the perspective of the entire event process and the final result, the incident has a lot to think about and analyze, after all, China Mobile, as a central enterprise, is so "out of shape" after losing the bid, and all relevant parties have complained over and over again, which is extremely rare, whether there is still a hidden plot behind it, we wait for follow-up official information.
