The Inner Mongolia Autonomous Region Education Regulations were promulgated
Covering all types of education and other educational activities at all levels, it will come into force on January 1, 2022
A few days ago, the Standing Committee of the 13th People's Congress of the Inner Mongolia Autonomous Region issued a public announcement and adopted the "Regulations on Education in the Inner Mongolia Autonomous Region." The regulations have a total of 111 articles, covering preschool education, compulsory education, general high school education, general higher education, vocational education, private education and other types of education and other educational activities at all levels, and will come into force on January 1, 2022.
The regulations require that all types of schools and other educational institutions at all levels in the region should conduct education on the sense of forging a solid sense of the Chinese national community and education on national unity and progress for the educated, inherit and carry forward the excellent traditional Chinese culture, revolutionary culture, and advanced socialist culture, guide the educated to firmly identify with the great motherland, the Chinese nation, Chinese culture, the Communist Party of China, and socialism with Chinese characteristics, and establish a correct view of the country, history, nationality, culture, and religion. The national common language is the language of basic education and teaching in schools and other educational institutions. The autonomous region comprehensively promotes the use of state-compiled teaching materials and comprehensively popularizes the teaching of the national common language.
For the basic education stage, the regulation adheres to the problem-oriented, actively responds to social concerns, and makes clear provisions on the hot and difficult issues of current educational development. For example, in the preschool education stage, it is clear that the construction of inclusive kindergartens and urban supporting kindergartens should be strengthened to avoid the tendency of "primary school". At the stage of compulsory education, it is clear that schools should fully open up the national curriculum, must not replace the national curriculum with local curricula and school-based curricula, must not use teaching materials that have not been approved, and must not introduce overseas courses or use foreign teaching materials; people's governments at or above the county level shall improve the management model, resolve the problem of school selection, eliminate large class sizes and large school quotas, and make clear requirements for reducing students' homework burdens, off-campus training burdens, and ensuring students' physical exercise, physical and mental health development, and other hot issues in education. In the stage of ordinary high school education, clear provisions are made for promoting the specialization and diversification of ordinary high schools, promoting the reform of school education methods, establishing and improving the comprehensive quality evaluation system for students, and also put forward clear requirements for strengthening school physical education, aesthetic education, labor education, strengthening the construction of teachers, and establishing an education quality monitoring system.
For general higher education, vocational education and private education, the regulations stipulate that the scientific positioning and differentiated development of colleges and universities in the region are promoted, the construction of "double first-class", the development of vocational education types is strengthened, and the development of private education is supported and standardized.
