The "14th Five-Year Plan for the Comprehensive Transportation System of Guangdong Province" proposes that the total investment in the construction of major transportation infrastructure projects in the 14th Five-Year Plan of Guangdong Province is expected to be about 4.6 trillion yuan, of which the investment in rail transit infrastructure construction alone will reach 2.2 trillion yuan, accounting for nearly half. At that time, Guangdong's rail transit network will be more dense, and the "Greater Bay Area on the track" is about to come out.

During the 13th Five-Year Plan period

Completed the investment of 1.43 trillion yuan

According to the relevant person in charge of the Provincial Development and Reform Commission, Guangdong is one of the provinces with the strongest domestic and international transportation demand, the most complete modes of transportation, the most developed transportation infrastructure network, the richest service supply, the most diverse business models and the most active innovation power in China.

During the "13th Five-Year Plan" period, Guangdong Province's transportation infrastructure has completed a total investment of 1.43 trillion yuan, which is about 1.68 times that of the "Twelfth Five-Year Plan" period, and the scale and quality of the comprehensive transportation network have been significantly improved.

Prior to the promulgation of the Plan, Guangdong had been listed as a "pilot unit for the construction of a transportation powerhouse", and the Outline of the National Comprehensive Three-dimensional Transportation Network Planning clearly positioned the Guangdong-Hong Kong-Macao Greater Bay Area as the "pole" of the national comprehensive three-dimensional transportation network and an international comprehensive transportation hub cluster.

14th Five-Year Plan period

Take the lead in forming a "channel + hub + network" linkage

On the solid basis of the "Thirteenth Five-Year Plan", the "Planning" puts forward the overall goal of the comprehensive transportation development of Guangdong in the "Fourteenth Five-Year Plan": by 2025, the layout of the comprehensive three-dimensional transportation network will be basically formed, the quality of passenger and freight transportation services will be significantly improved, the comprehensive management capacity of transportation will be further enhanced, and a modern comprehensive transportation system that runs through the province, unimpeded domestically and connects the world will be built, and the high-quality development of transportation will be at the forefront of the country.

"To achieve the above goals, during the '14th Five-Year Plan' period, Guangdong should take the lead in forming a 'channel + hub + network' coordinated linkage development pattern." Wang Ming, director and researcher of the Comprehensive Transportation Research Institute of the National Development and Reform Commission, believes.

Under the new development pattern, Guangdong has a rich accumulation advantage in the dual scale of internal and external economy and domestic and international radiation. During the "14th Five-Year Plan" period, Guangdong should create a strategic fulcrum of a new development pattern and further open up comprehensive transportation channels for internal and external affairs.

1 Overall layout: "One center and three poles" is conducive to the linkage of guangzhou and depth

In terms of channel construction, the "Planning" proposes to improve the main skeleton of "three horizontal, four vertical and two links" provincial transportation, strengthen the function of comprehensive transportation hubs, and create a "one center and three poles" comprehensive transportation hub layout with the Guangdong-Hong Kong-Macao Greater Bay Area as the core and Shantou, Zhanjiang and Shaoguan as the poles.

Hu Gang, professor at the School of Public Administration of Jinan University and president of the South China Urban Research Association, analyzed that compared with before, the overall layout of "one center and three poles" has changed in two aspects. "One is to list Shenzhen and Guangzhou as the center, and the other is to elevate Shaoguan to the third pole."

In the early planning, Guangdong highlighted the central location of Guangzhou, which is the only international comprehensive transportation hub in the province and South China. The "Planning" juxtaposes Shenzhen and Guangzhou, affirming the importance of Shenzhen in building an international comprehensive transportation hub, and is also conducive to the linkage between Guangzhou and Shenzhen.

As for this round of upgrading the status of Shaoguan as a comprehensive transportation hub, there are traces from the construction plan of high-speed rail lines in recent years. Shaoguan is located in the northernmost part of Guangdong, originally on the Beijing-Guangzhou Line, and in recent years, it has planned a high-speed railway with Ganzhou in Jiangxi and Yongzhou in Hunan, and its role as a transportation hub has become increasingly significant. "The purpose of this layout of transportation hubs is to promote the efficient circulation and optimal allocation of resources in the region by strengthening the synergy between hubs and between hubs and line networks, and to promote the common development of various regions." Hu Gang said.

2 Expressway: In 2025, there will be 36 provincial highways

In terms of expressways, the "Planning" proposes to speed up the construction of passages out of the province, to speed up the construction of nanxiong to Xinfeng, Meizhou to Wuping, Zhanjiang to Nanning, Huazhou to Beiliu and other outgoing passages, by 2025 the expressway out of the province will reach 36 (through Fujian, 7 through Jiangxi, 6 through Hunan, 11 through Guangxi, 1 through Hainan, 3 through Hong Kong, through Macao 2), the ability of the expressway to further enhance the external connectivity of the expressway.

3 Airport construction: Shenzhen's second airport has been fixed to strengthen the function of regional aviation hub airport

The "Planning" proposes to strengthen the connection between Shenzhen Bao'an Airport and Huizhou Airport for rapid rail transit, and strengthen huizhou Airport to assume the function of Shenzhen's second airport.

According to the data, the passenger throughput of Shenzhen Airport exceeded 37.91 million passengers last year, ranking third in China and the only airport in the top ten airports in China that does not lose money. Some studies believe that the current geographical location and space of Shenzhen Airport have certain restrictions on Shenzhen Airport becoming a hub airport. According to the previous plan, Huizhou Airport will build a trunk airport, mainly serving Huizhou, Shanwei, Heyuan and the eastern part of Shenzhen. This means that Shenzhen is no longer limited to the allocation of resources within the scope of the city's own space, but allocates resources from the perspective of regional vision and urban agglomeration. Guangdong is accelerating the construction of the pearl river delta world-class airport cluster with Guangzhou and Shenzhen as the core, and the function of Huizhou Airport to undertake the second airport in Shenzhen has been clarified again, which is of great significance for Shenzhen to build an international aviation hub and strengthen the function of regional aviation hub airport.

4 Fast cargo flow: "12312" travel traffic circle to help passenger flow logistics interconnection

To strengthen the construction of a comprehensive three-dimensional transportation network, the "Planning" proposes to basically build a "12312" travel traffic circle and a "123" fast cargo flow circle. Hu Gang believes that the efforts made in traffic travel and fast cargo flow reflect guangdong's increasing emphasis on passenger flow and cargo flow.

The accelerated circulation of passengers and goods will play a key role in the economic development of Guangdong Province. "For Guangdong, where the processing industry and modern manufacturing industry are developed, transportation and logistics are a vital infrastructure construction, which will help the interconnection of industrial passenger flow, logistics, business flow and capital flow in Guangdong Province, and boost the coordinated development of the regional economy."

5 Green travel: promote the development of hydrogen energy public transportation

In Wang Ming's view, transportation is one of the important areas with large carbon emissions, and promoting the green and low-carbon transformation and development of transportation is not only an important means to implement the goal of carbon peak carbon neutrality, but also an important starting point for promoting the high-quality development of transportation. Guangdong is the country's largest industrial province, the first strong province in innovation, industrial production in a number of indicators ranked first in the country, regional innovation comprehensive capacity for many years to maintain the first in the country, in the promotion of transportation equipment update and upgrading, to achieve fuel efficiency improvement, strengthen new energy substitution and other aspects have significant advantages.

The "Plan" proposes to formulate an implementation plan for carbon peaking in the field of transportation. Increase the application of clean energy and new energy in transportation equipment, promote the development of hydrogen energy public transportation, hydrogen energy rail transit and electric vehicles, and LNG-powered ships, and accelerate the application of LNG-powered ships and the layout and construction of inland LNG refueling stations.

6 Transportation services: expand the urban distribution scenario of unmanned vehicles

To adapt to the changes in the characteristics of passenger and freight transportation demand, the "Planning" supports transport enterprises to accelerate the innovation of business models and enrich the transport service system. Support the development of "door-to-door, point-to-point" one-time intercity passenger transport and rural responsive passenger transport and other customized travel services, guide the development of shared transportation standards, and support Guangzhou, Shenzhen and other places to explore new urban commuting models such as "air taxis". Encourage the development of customized logistics, shared logistics, cold chain express delivery, instant direct delivery, etc. Expand the urban distribution application scenarios of unmanned aerial vehicles and unmanned vehicles, and study the use of urban underground transportation space to develop urban underground logistics and distribution. Encourage advantageous enterprises to integrate the resources of the transportation technology industry chain, and cultivate the transportation technology industry ecosystem with open data, open platforms, and open scenes.

7 Rail Transit: Building a "Greater Bay Area on Track"

Efforts should be made to build rail transit and accelerate the realization of interconnection in the Guangdong-Hong Kong-Macao Greater Bay Area. Guangdong has been planning to build a "Greater Bay Area on the Track", before 2020, Guangzhou, Shenzhen, Foshan, Dongguan four cities operating mileage of more than 1,000 kilometers, the Guangdong-Hong Kong-Macao Greater Bay Area once became one of the most developed areas of domestic urban rail transit. In 2020, the "Guangdong-Hong Kong-Macao Greater Bay Area (Intercity) Railway Construction Plan" was approved by the National Development and Reform Commission, and the "Greater Bay Area on the Track" sailed from blueprint to reality.

The Guangdong-Hong Kong-Macao Greater Bay Area and the Beijing-Tianjin-Hebei, Yangtze River Delta and Chengdu-Chongqing Twin Cities Economic Circle are the four poles of the national comprehensive three-dimensional transportation network, which has an important role in the national comprehensive transportation layout. In order to further promote the interconnection of the Guangdong-Hong Kong-Macao Greater Bay Area, the Plan proposes to focus on strengthening the connection between poles, connecting the two sides of the Pearl River Estuary, and connecting the mainland with Hong Kong and Macao, and build a rapid transit network in the Greater Bay Area with high-speed railways, intercity railways and high-grade highways as the backbone, so as to accelerate the formation of a one-hour living circle.

8 Transport links: Support Macao's integration into the national railway network

With the acceleration of the construction process of the Guangdong-Hong Kong-Macao Greater Bay Area, the economic ties between the east and west banks of the Pearl River have become increasingly close. At present, the Humen Bridge, the Hong Kong-Zhuhai-Macao Bridge, and the Nansha Bridge have played a very good role in connecting. In the view of industry insiders, the characteristics of the industries on the east and west banks of the Pearl River are different, and promoting the interconnection and interconnection of the two sides of the Pearl River Estuary can promote the establishment of more contacts between the industries on both sides of the strait to a certain extent, and enhance the radiation of the overall industrial cluster in the province.

In addition to "hard connection", we must also exert "soft connection". The "Plan" proposes to strengthen the connection between the mainland and Hong Kong and Macao. Accelerate the construction of the eastern transit road in Shenzhen, better play the role of the Hong Kong-Zhuhai-Macao Bridge, and improve the level of traffic connectivity between Hong Kong and Shenzhen. Promote the convenient connection between the Mainland high-speed railway and intercity railway and Macao light rail at Zhuhai Station and Hengqin Station, and the connection channel of Guangdong-Macao-New Zealand Corridor (Qingmao Port) and the Guangzhou-Zhuhai Intercity Railway in Zhuhai Station, and support Macao's integration into the national railway network.

9 Expressway: The Guangzhou-Zhuhai (Macau) high-speed railway will be built

The "Plan" proposes that during the "14th Five-Year Plan" period, Guangdong will build the Guangzhou-Zhuhai (Macao) high-speed railway, Zhuhai-Zhaoqing high-speed railway and other projects, promote the Guangzhou-Shenzhen-Hong Kong high-speed railway and the Guangzhou-Zhuhai intercity into the central urban area of Guangzhou, study the new high-speed rail corridor from Guangzhou to Shenzhen, and build the Guangzhou-Shenzhen and Guangzhou-Zhuhai express corridors.

At the same time, Guangdong will also speed up the construction of three horizontal railway corridors from Foshan to Dongguan intercity via Guangzhou, Fozhao intercity - Foguan intercity - Guanhui intercity, Zhaoshun South intercity - ZhongnanHu intercity - Tangxia to Longgang intercity. Combined with the Shenzhen-Jiangmen Railway, the Guangzhou-Zhuhai Intercity Railway Zhongshan Liaison Line was built simultaneously to form a direct railway channel around the Pearl River estuary from Zhuhai to Shenzhen via Nansha.

Ouyang Great Wall said that in the future, rail transit will play a more important role than other transportation. In the future, rail transit in the Greater Bay Area is expected to form the overall goal of "one network, one ticket, and one string of cities". "The core of the overall goal is to promote the rapid and free flow of production factors, living factors and environmental factors in the Greater Bay Area through rail transit, and ultimately from transportation integration to industrial integration and life integration."

He judged that in the future, within the scope of the Greater Bay Area, intercity railways will realize public transport operation, and residents of various cities can freely travel between urban nodes and central cities. At the same time, cities in the Bay Area will reach major external international hubs or important land hubs in about an hour through intercity and rail networks, realizing the travel convenience provided by homogeneous transportation hubs.

Not only to strengthen internal connectivity, the Plan also proposes to expand the coverage of high-standard railways, so that the Guangdong-Hong Kong-Macao Greater Bay Area can connect with other urban agglomerations, so that the Guangdong-Hong Kong-Macao Greater Bay Area and the Yangtze River Delta, Beijing-Tianjin-Hebei, Chengdu-Chongqing will form a "dual channel" pattern.

How to promote the formation of an integrated development relationship between the cities in the Guangdong-Hong Kong-Macao Greater Bay Area, Ouyang Great Wall believes that first of all, it is necessary to establish and improve the rail transit coordination mechanism in the Greater Bay Area, which includes three levels: the government, enterprises and the industry. Secondly, it is necessary to establish unified technical standards within the Greater Bay Area and build a line network plan for the interconnection of the Greater Bay Area.

10 Deep Pearls Hand in Hand: Accelerated Planning of the LinglingYang Passage

In order to further promote the integration of the two sides of the Pearl River Estuary, it is necessary to improve the layout of the cross-Pearl River Estuary channel. The "Planning" proposes to speed up the construction of highway passages such as the Shenzhen-Zhongshan Passage, the Huangmaohai Cross-Sea Passage, the Lion Ocean Passage, and the Lotus Mountain Passage, and simultaneously improve the supporting distribution roads on both sides of the strait. Promote the construction of railway corridors such as the Shenzhen-Jiangmen Railway, the Foguan Intercity Railway, and the Central-South Tiger Intercity Railway, study and demonstrate the Linglingyang Corridor with railway functions as the mainstay, and plan the Shenzhen-Zhongshan intercity railway.

The connection between the east and west banks of the Pearl River, the existing river crossing channel can not meet the growing demand for passengers and freight across the Pearl River estuary, the "Planning" has also made a targeted layout, put forward a new solution to the problem.

The Lingling Ocean Passage has always attracted much attention. The 2020 Zhuhai Municipal Government Work Report proposes that Zhuhai will work with Shenzhen to promote the linglingyang channel planning. In the same year, the Shenzhen Qianhai Administration Bureau also issued the project bid announcement of the "Study on the Qianhai Connection Planning of the Shenzhen Pearl (Linglingyang) Channel", clarifying the direction of the Shenzhen side, and it is expected that it will be 30 minutes from Shenzhen Qianhai to Zhuhai in the future.

At present, the east and west banks of the Pearl River Estuary currently lack more transportation links, and the straight-line distance between Shenzhen and Zhuhai is less than 50 kilometers, but it takes about two hours to drive.

According to the plan, the Shenzhen-Zhuhai Corridor is a cross-sea bridge connecting Zhuhai and Shenzhen, and the site is located between the Hong Kong-Zhuhai-Macao Bridge and the Shenzhen-Zhongshan Corridor, which will undertake the functions of high-speed railway and intercity railway. The passage starts in Shenzhen, crosses the Lingling Ocean to Zhuhai, and extends west to Taishan and Yangjiang.

Some citizens have paid attention to whether the construction of the Linglingyang Passage is meaningful if the Hong Kong-Zhuhai-Macao Bridge connects Shenzhen? Some insiders pointed out that the Linglingyang Passage is about 20 kilometers compared with the Hong Kong-Zhuhai-Macao Bridge, and the latter is mainly based on railway functions.

If the Shenzhen-Zhuhai Corridor is the "inner ring channel" across the sea at the mouth of the Pearl River, and the Hong Kong-Zhuhai-Macao Bridge is the "outer ring channel" on both sides of the Pearl River, then the Shenzhen-Zhuhai Corridor in the middle can be regarded as the "Central Ring Channel", adding new imagination to the interconnection of the Greater Bay Area.
