Where should this 100-billion-level market created by "chicken babies" go? How can policies be put in place to address the ills in the education system?

On July 27, 2021, Liu Pu, a senior lecturer of Langpei Group, and Chen Xiaozhi, a tutor of family education planning, were interviewed by Sichuan Radio and Television Station.

Host Ye Shuang: Why is the landing of the "double reduction" policy a burden reduction for parents and children?

Chen Xiaozhi: The first advantage of the landing of the "double reduction" policy is to help families ease the parent-child relationship. This means that parents can spend more time with their children, rather than "crashing" as soon as it comes to tutoring homework. The second advantage is that parents can use this time to learn to do some spiritual communication with their children and enhance the feelings between parents and children. On these two levels, not assigning homework means that parents and children have less to do and can participate more actively in some family activities with each other.

Liu Pu: First of all, I think that this policy has a core theme, and this core theme is to reduce the cost of raising children and educating children in the whole society as soon as possible, so as to boost the fertility rate that the current society urgently needs to improve. Therefore, from this starting point, almost everything can be reasonably explained, and it will also help parents to be assured that they dare to have a second child and a third child.

Moderator: How do you interpret the detailed rules of "strictly investigating teachers for paid make-up classes and revoking teacher qualifications"?

Chen Xiaozhi: There is a saying on the Internet called "do not teach in class, only teach after class", this topic has been criticized in society. Since recent years, the Education Bureau has been targeting the chaos of tutoring teachers in schools, but this does not include the rectification of private schools. Therefore, many teachers in private schools can go part-time and do training, which is also the main source of teachers for training institutions. If the teachers of the school put their energy into the classroom, I believe that it is helpful for the children to learn and grow in school, so I think this is a good policy.

Liu Pu: If the teachers in the school education system carry out paid make-up classes, it will inevitably lead to insufficient food in the school and additional meals outside the school. Not only in the economy, but also in the entire fair competition environment of society, and even on the healthy growth and psychological state of children will have a relatively bad impact.

But at the same time, why would a teacher want to make up lessons for a fee outside of class? In fact, it is a question of whether socio-economic conditions can meet the rewards for quality education providers.

In order to solve this problem from the root, in addition to the policy "punishment", it is also necessary to set rewards. Providing reasonable returns to excellent teachers in schools is also an important structure for whether this policy can be continued for a long time in the future and will be effective.

Host: In the ecological link of the education and training industry, what direction is proposed by the introduction of relevant policies?

Chen Xiaozhi: Last year, in the 14th Five-Year Plan, it was mentioned that educational equity is an important prerequisite for ensuring the quality of education, so what is the so-called fairness? Is there absolute fairness? I don't think so.

For education, there are three types of equity. The first is the family in which the child is born. He may come from an intellectual family, he may come from an ordinary family, and it is unfair from the point of view of birth.

Second, the child's qualifications, talent itself is not fair. Some children may have a great advantage in a certain talent and trait, especially in the external environment of social examinations, one is language intelligence, the other is logical intelligence, and different children have different differences.

The third is the fairness of the external environment. If the government in this education system, in order to establish a relatively fair environment, the external training institutions will be reviewed first, so that everyone can return to the essence of education, I think it is doing a relatively fair thing.

Host: From the "Opinions on Further Reducing the Burden of Homework and Off-campus Training of Students in the Compulsory Education Stage", what confidence can we give parents?

Chen Xiaozhi: We have seen that there are a lot of "strict prohibitions" on this "Opinion", this wording is very severe, and the premise of the introduction of "double reduction" is to solve the anxiety of parents. There is a often classic saying in the market, "You come, I will train your children; if you do not come, I will cultivate your competitors", so parents are wrapped up in this layer of anxiety and move forward.

Capital is profit-seeking, and when a large amount of money pours into this track, capital is bound to enter the education track.

Practitioners can relax their minds and educate the future

Host: Will the introduction of these policies bring a more severe situation to the employment of teacher training students? For practitioners of education and training institutions, where should they go?

Chen Xiaozhi: Being strictly banned does not mean that the company has disappeared, but has become a non-profit organization. If the demand scale of the market is still so large, after becoming a non-profit organization, you can still do the training thing. Practitioners do not necessarily have to leave, but under the big wave of sand, small, cluttered, and chaotic institutions may be eliminated under the impact.

The country needs a diversified high-quality talent

Host: From "single subtraction" to "double subtraction", what does this mean behind this?

Chen Xiaozhi: China's development in recent years has gradually become a world power, and the word "strong" emphasizes talents. Children affected by the current series of policy reforms will not enter the society until more than a decade later, when the competition between countries and the competition between high-quality talents and high-quality talents will be more diversified.

Judging from the policies introduced last year, the state vigorously supports other quality education such as aesthetic education and sports, emphasizing the need to pay attention to the multi-faceted development of children. If students focus a lot of time on scores, it is bound to cause some adverse reactions, especially in some special positions for special talents.

From the perspective of innovation, the same is true, the child has long struggled in subject knowledge, and the embodiment of innovative thinking has not been fully explored, because he has no other time to expand his innovative horizons. How to ask children to discover the richness and diversity of the world in aesthetic education has become a difficult problem. Therefore, the introduction of the current policy is the beginning of the layout of the state for the selection of talents in more than ten years, which is a very far-reaching significance, and it also puts forward higher requirements for families.

Liu Pu: The two most fundamental reasons for determining whether a child is good or bad in his or her subjects are interest and a sense of accomplishment. We can generally see that if a child fully demonstrates his interest in learning in a certain subject, then he will learn better than other children in this subject. Second, the sense of accomplishment gained in learning is not necessarily obtained through learning in the subject category, which is actually very limited.

Institutions should closely follow the policy orientation and transform in a timely manner

Moderator: Can the two of you give some advice to schools, parents or education practitioners after the "double reduction" policy is implemented?

Chen Xiaozhi: We can often see that on weekends, winter and summer vacations, parents take their children to make up classes, so is the child's attitude towards make-up classes like or habitual? Actually more habits. Once the parents return the choice of whether to make up lessons to their children, the children are most likely unwilling to go, so a question arises, who learns? For whom do you learn? Just as most families report that their children are not motivated to learn.

If a child can't solve the problem of who to learn for, how can he be motivated to learn? Some time ago, the seven major departments jointly issued the "Opinions" on the construction of family style, indicating that the family is the main body that directly affects the children and has negative long-term results.

Liu Pu: I think that our industry, under the "double reduction" policy, does not mean that there is a crisis, but the beginning of a new golden age. Practitioners should closely follow the wind direction of the policy and closely follow the orientation of the rejuvenation of talents required by the state to do the transformation, the opportunities will be greater, and the market space will be broader.

In addition to focusing on inclusive education, after parents have needs, if they deepen the customization of children, personalized needs and the cultivation of quality, the future space will be even greater.
