In accordance with the spirit of the "Notice on Printing and Distributing the Implementation Opinions on Strengthening the Construction of the Personnel Team of Public Institutions in Chaoyang District" (Jing Chao Ren Fa [2021] No. 14) and the "Implementation Rules for the Open Recruitment of Staff in Public Institutions in Chaoyang District" (Chao Ren She Fa [2021] No. 15), in order to meet the needs of public institutions to supplement personnel and continue to optimize the structure of the personnel team of public institutions, the open recruitment of public institutions in the first half of 2024 is now carried out. A total of 114 public institutions participated in this recruitment, recruiting 185 people. The relevant matters are announced as follows:
1. Recruitment targets and conditions
(1) Recruitment targets
1. The recruitment target of the "Talent Introduction Plan" is the outstanding graduates of colleges and universities in 2024, among which non-Beijing graduates must meet the entry policy stipulated in the "Beijing Municipal Measures for the Administration of Introducing Graduates".
2. The recruitment targets for other positions are 2024 graduates (including 2022 and 2023 unemployed graduates) or social personnel with permanent residence in Beijing (settlement time as of March 25, 2024 (inclusive)).
(2) Recruitment conditions
1. Support the leadership of the Communist Party of China, love socialism, abide by discipline and law, have good conduct, and abide by civic ethics.
2. Fresh graduates must be included in the national unified enrollment plan, do not belong to directional or entrusted training, do not have a labor (recruitment, employment) relationship with any unit during the study of the highest degree, and obtain the corresponding academic degree on time.
3. Have the physical condition to meet the requirements of the post.
4. The recruitment position categories are management positions and professional and technical positions, and the specific requirements are detailed in the job conditions stipulated by each recruitment department (see Annex 1 for details).
5. In addition to meeting the above recruitment conditions, the position of "Talent Introduction Plan" must also meet the following requirements:
(1) The age requirements of the Administrative Measures for the Introduction of Graduates in Beijing. Among them: bachelor's degree students should not be more than 26 years old (born after January 1, 1998), master's students should not be more than 30 years old (born after January 1, 1994), and doctoral students should not be more than 35 years old (born after January 1, 1989).
(2) Fresh undergraduate graduates must pass the National College English Test (CET-4), and graduate students with a master's degree or above must pass the National College English Test (CET-6).
(3) All courses taken during the school period (transcripts issued by the Academic Affairs Office) shall not have a record of failing courses.
2. Recruitment procedures and requirements
(1) Online registration
This registration adopts the online registration method.
From 10:00 on March 25, 2024 to 16:00 on April 2, 2024, candidates can log in to the unified identity authentication system of Chaoyang District Human Resources and Social Security Bureau (website: https://chyrlsbj.bjchy.gov.cn/), and both new and old candidates need to log in after registration. In the business service module, click on the "Exam Registration Management System", register according to the system prompts within the specified registration time, fill in the relevant information completely and truthfully, upload a recent photo of your one-inch bareheaded certificate, and print the registration form.
(2) Preliminary examination of qualifications
From 10:00 on March 25, 2024 to 16:00 on April 2, 2024, each recruiting unit will conduct an online preliminary review of the basic information of applicants. During the preliminary examination of qualifications, candidates must check the status of the online review in time, and if they have any questions, they can contact the recruiting unit for consultation.
(3) Print the admission ticket
The written test is scheduled to start on April 27, 2024. Candidates who have passed the preliminary examination of the recruiting unit can log in to the unified identity authentication system of Chaoyang District Human Resources and Social Security Bureau (website: https://chyrlsbj.bjchy.gov.cn/) from April 24 to 26, click on the "Examination Registration Management System", and print the admission ticket.
(4) Written examinations of basic public competencies
Candidates should take the written test of public basic ability with the admission ticket, ID card and other relevant materials. The written examination of public institutions is organized by the District Human Resources and Social Security Bureau, and the form and content of the written examination can refer to the "Written Examination Syllabus for Public Basic Ability of Public Institutions in Beijing Public Institutions (Trial)" (can be downloaded from the website of the Beijing Municipal Human Resources and Social Security Bureau, website: http://rsj.beijing.gov.cn/ywsite/bjpta/kszl/zsyd/). This recruitment does not specify the tutoring book, and does not hold or entrust any institution to hold exam coaching training courses.
(5) Delineate the qualification line and shortlisted candidates
The passing line of the written examination for public basic ability is 60 points, and the candidates who pass the written test will enter the interview according to the ratio of 1:3 between each recruitment position and the number of finalists (the score is from high to low).
(6) Score inquiry
Candidates can pay attention to the website of the Chaoyang District Government of Beijing ("Personnel Information" in the "Public Announcement" and the "Examination Registration Management System" in the unified identity authentication system of the Chaoyang District Human Resources and Social Security Bureau) in time to check the results of the written examination of public basic ability and the shortlisted status.
(7) Psychological assessment and qualification review
The District Human Resources and Social Security Bureau uniformly organizes all recruiting units to conduct psychological assessment and qualification review of the shortlisted personnel. Psychometric test results do not count towards test scores. If the qualification review is not qualified, the interview qualification will be cancelled. If the number of qualified candidates does not meet the required proportion of shortlisted interviews, each recruiting unit shall replace the interview candidates in order from high to low in the written examination of qualified personnel in the same position. Candidates who participate in the qualification review are required to provide the following materials:
Fresh graduates are required to provide the original and photocopy of the registration form (signed by themselves), ID card, household registration booklet, employment recommendation form (stamped by the university-level employment department and indicating the training method), academic certificate, degree certificate and other relevant materials.
Social personnel need to provide the original and photocopy of the registration form (signed by the person), ID card, household registration booklet, academic certificate, degree certificate, professional title certificate, labor contract, social security payment record and other relevant materials.
Matters related to psychological assessment and qualification review can be found in the "Personnel Information" section of the "Public Announcement" on the website of the Chaoyang District Government of Beijing. The recruiting unit will notify the shortlisted personnel to conduct on-site qualification review, and the candidates participating in the qualification review must bring relevant materials in person and go to the designated place for qualification review according to the requirements of the notice of the recruiting unit.
(8) Interview
Candidates who have passed the qualification review and entered the scope of this recruitment interview will participate in the structured interview organized by the District Human Resources and Social Security Bureau or the professional interview organized by the recruiting unit. The passing score for the interview is 60 points. For details of structured interviews, please refer to the "Personnel Information" column in the "Public Announcement" on the website of Chaoyang District Government of Beijing, and the recruiting unit will notify the applicants of the professional interviews.
The results of the interview will be announced in the "Personnel Information" column of the "Public Announcement" on the website of Chaoyang District Government of Beijing, and candidates must pay attention to the information on the website in time.
(9) Determine the list of persons to participate in the physical examination
According to the ratio of 1:1 between the recruitment position and the candidates to enter the physical examination, the recruiting unit shall determine the list of personnel to participate in the physical examination according to the order of the comprehensive results from high to low. The calculation method of the comprehensive score of the recruitment position is: the written test and interview score of the public basic ability account for 50% each, and the written test and interview score of the public basic ability are converted according to the 100-point system.
(10) Physical examination
The District Human Resources and Social Security Bureau uniformly organizes the physical examination of the personnel to be hired by the recruiting units, and the physical examination standards are implemented with reference to the General Standards for Physical Examination for Civil Servants (Trial), and the physical examination fees are borne by the applicants, and the time and place of the physical examination are logged in the "Personnel Information" in the "Public Announcement" on the website of the Chaoyang District Government of Beijing.
Medical examinations are conducted at designated medical and health institutions. If the applicant has any doubts about the results of the physical examination, he or she can apply for a re-examination and go to the designated medical institution for a re-examination, and the results of the physical examination shall be subject to the conclusion of the re-examination.
(11) Investigation
The recruiting unit will inspect the candidates who have passed the physical examination.
(12) Publicity
The "personnel information" of the qualified candidates in the "Publicity Announcement" on the website of the Chaoyang District Government of Beijing shall be publicized for a period of 7 working days. If there are objections during the publicity period, it shall be handled in accordance with relevant provisions.
(13) Handle employment procedures
The District Human Resources and Social Security Bureau and the recruiting unit shall review the qualifications of the personnel to be hired again by consulting the personnel files and related materials, and handle the employment procedures for the qualified personnel. The personnel to be hired shall cooperate with the recruiting unit to go through the employment procedures within 1 month after the expiration of the publicity period (the non-Beijing fresh graduates to be hired by the "Talent Introduction Plan" can only go through the employment procedures after passing the approval of the municipal level to enter Beijing), and those who cannot go through the entry procedures within the time limit due to the reasons of the personnel to be hired shall be deemed to have voluntarily given up their employment qualifications.
The probationary period shall be implemented for those who are openly recruited in accordance with the regulations. During the probationary period or at the end of the period, those who fail to pass the assessment or are found to have concealed their pre-employment medical history and their physical conditions do not meet the requirements of the post will not be hired.
3. Precautions
(1) Applicants can only apply for one position in one public institution in the "Announcement on Public Recruitment of Staff in Public Institutions in Chaoyang District, Beijing in the First Half of 2024".
(2) Applicants who have a husband and wife, direct blood relatives, collateral blood relatives within three generations or close in-law relations with the person in charge of the employing unit shall not apply for the secretary, personnel, finance, discipline supervision and other positions of the unit.
(3) Applicants who have not been released from disciplinary punishment or are undergoing disciplinary review, the period of criminal punishment has not yet expired, or they are under investigation for suspected violations and crimes, are not allowed to participate in the application.
(4) Applicants must provide complete and valid personal information, certificates, certificates and other relevant materials, and those who provide false information or forge relevant materials will be disqualified immediately once discovered; those who have gone through the employment procedures shall be immediately notified and disqualified from employment, and shall not participate in the public recruitment examination of public institutions in Chaoyang District within five years, and shall bear the corresponding legal responsibility.
(5) If there are serious violations of discipline and regulations in the process of participating in the public recruitment examination of public institutions in Chaoyang District in the past, they shall not participate in the public recruitment examination of public institutions in Chaoyang District within five years in accordance with the "Regulations on the Handling of Violations of Discipline and Violations in Public Recruitment of Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security).
