In earlier Beta Channel Windows 11 Preview builds, there was a mention of "ads" in the settings, which sparked concern among some users. However, Microsoft then changed it to "App promotions", which did not change in essence, but was a rhetorical embellishing. Now, the new description hints that Microsoft will be promoting more apps in the "recommended" region, which is undoubtedly a signal to alert users.

For users, this means they're likely to see more recommendations in the Start menu about the apps they're using. This can degrade the user's experience. At the same time, however, this kind of recommendation may also help Microsoft further promote its app, thereby increasing the number of app downloads, user stickiness, and increasing its revenue.
